In the 1st quarter of 2020, the Philippines underwent ECQ or Enhanced Community Quarantine due to
COVID-19 or Coronavirus disease 2019. This virus is rapidly spreading and contagious and can cause
death to anyone who has this disease. This has resulted in a global pandemic that has affected the
overall lifestyle of the people. Many lost their jobs, the economy collapsed and commodity prices rose.
COVID-19 s cases continue to rise.

Due to the problems facing the country, the government has launched programs and projects that will
help for the citizens. One of the government programs in this pandemic is the SAP or Social Amelioration
Program of the DSWD and the COVID-19 Vaccine. With the ever-increasing death rate of COVID-19, it is
only appropriate to launch researches and projects to reduce its spread.

One of the programs of Biñan City is Lingap sa Mahirap which aims to help their indigent people for
burial or cremation. This is a big help for people especially those who only have enought income for
daily expenses. During this pandemic, this program plays a big role for those who died due to COVID-19.
