2. Major Access Road Between Large City & Major Industry Base Construction

Cost Estimation

Kelso Industrial Area is chosen for the construction cost estimation of the

highway. Kelso Industrial Area is an industrial area in Washington, USA. Figure 2.1

shows the location of Kelso Industrial Area.

The nearest access road from the industrial base is thru the exit 36 of Interstate 5.

The Interstate 5 is a highway in the United State of America of Washington. It is the

only highway across the north-south of the Washington which is 276.62-mile length

(445.18 km). The cities that connected by Interstate 5 comprise of Vancouver, Kelso,

Chehalis, Centralia, Olympia, Tacoma, Seattle, Everett, Mount Vernon, and

Bellingham. Figure 2.2 below shows the location of Interstate 5.

From the government of USA who maintaining the transportation there,

Washington State Department of Transportation, the cost of Interstate 5 per lane mile

can be estimated from 3 routes highway, which is from SR525 to US 2 that cost

US$15 million per lane mile (US$9.3 million per lane km), from Maytown to 93 rd that

cost US$3.5 million per lane mile (US$2.2 million per lane km), and from NE 78 th to

Burnt Bridge Cr. That cost US$5 million per lane mile (US$3.1 million per lane km).

From this data, price forecast for Interstate 5 highway is US$4.9 million per lane km.

From Figure 2.3 below, the comparison with other highways in USA can be done.

The various prices of the highway constructions are occurred due to the

complexity of each project. For example, the price for construct 1 lane in Virginia

only cost US$1.9 million per lane mile because of it just a simple widening work. On

the other hand, US$188 million per lane mile must be spent to cover the Big Dig in

Boston. The Big Dig constructed in a high-density urban land with many tunnels and

bridges.

The construction cost above is in 2004 US$. If we consider the average inflation

that occurred to US$ from 2004 which is 1.96% per year, that means US$ 100 in 2004

is equivalent to US$131.22 in 2018, an increase of 31.22% over 14 years. Therefore,

US$4.9 million (2004 US$) per lane km for Interstate 5 construction is equal to

US$6.4 million per lane km (2018 US$).

3. Cost Estimation for Highway Maintenance

For estimating highway’s maintenance cost, the search will be conducted in 3

regions in the USA, which is Michigan, Ohio, and Wisconsin. The costs will include

the operation cost too. The scope of the maintenance includes various of works such

as pavement, shoulder, roadside vegetation, drainage, signs, and pavement markings.

3.1. Maintenance Cost in Michigan’s Highway

The maintenance cost for Michigan’s highways is US$2,412 per lane mile

(US$1,500 per lane km) according to the contract with Michigan’s county. Table 3.1

below shows the breakdown of maintenance cost on each work categories. All of the

costs are in US$ 2006.

3.2. Maintenance Cost in Ohio’s Highway

The maintenance cost for Ohio’s highways is US$5,149 per lane mile (US$ 3,200

per lane km) according to the contract with Ohio’s county. Table 3.2 below shows

the breakdown of maintenance cost on each work categories. All of the costs are in

US$ 2006.

3.3. Maintenance Cost in Wisconsin’s Highway

The maintenance cost for Wisconsin’s highways is US$1,576 per lane mile (US$

980 per lane km) according to the contract with Michigan’s county. Table 3.2 below

shows the breakdown of maintenance cost on each work categories. All of the costs

are in US$ 2006.

3.4. Summary of Maintenance Cost

To sum up all above, the estimated maintenance cost in USA is US$1,893 per lane

km (US$ 2006). If we consider the average inflation that occurred to US$ from 2006

which is 1.74% per year, that means US$ 100 in 2006 is equivalent to US$122.95 in

2018, an increase of 22.95% over 12 years. Therefore, US$1,893 (US$ 2006) per lane

km for highway maintenance is equal to US$2,328 per lane km (US$ 2018).

4. Conclusion

The highway construction in USA is estimated costs US$6.4 million per lane km

(US$ 2018). Furthermore, US$2,328 (US$ 2018) is spent to cover the maintenance

cost of the highway operation. These prices are obtained with an assumption that no

change in construction and maintenance costs (Material, equipment, labor, and plant)

happened, just inflation that affects the US$ currency.
