SECTION: A

Background
Government of India is implementing a New World Bank funded project called as “Skills
Strengthening for Industrial Value Enhancement” i.e. STRIVE. Our Maharashtra state is one of the
participating state in this project.
The project aims at creating awareness through industry clusters/ geographical chambers that
would address the challenge of involvement of micro, Small and Medium-sized Enterprises (MSMEs).
The Project would also aim at integrating and enhancing delivery quality of ITIs. In order to ensure
achievement of outcome, these ITIs would be competitively selected for upgradation under the scheme.
Under the STRIVE Project one of the main activity to be completed by states under Result Area 2 i.e.
Increased capacities of State Governments is “Refresher training for ITI trainers in industry” . We can see
the value of additional training to close skills gaps and build stronger teams of trainers.
1. Under the Project The Director of Vocational Education and Training, Mumbai invites online
tenders from qualified firms in the prescribed format as given in Annexure I and Annexure II
for hiring an agency for conducting Training of Trainers for Instructors working in
Government ITIs.
2. The purpose of the training is to update skills of our trainers (Instructors working in Government
ITIs) in the field of their working/trade. In this regard “Advanced Skill Training” for at least for 5
days (at least for 40 Hours) from which at least 3 days in the field of their working/trade and two
days training in Principles of teaching and soft skills like to build Team spirit, Self- confidence,
Communication skill, Time Management, Self-empowerment and Motivation in the employees
through outbound experiential training so as to enable them to apply the learning from the training in
the work place. So that they can improve and attach with their trainees to motivate them.
3. Training of trainers (Instructors working in Government ITIs) in batch size of 25/30 trainers in each
batch. Training should cover hands on training in trade related Industry along with classroom
training for advanced technologies so that our Trainees can adopt new technologies.
4. Assessment of trainers shall be done on the last day of training.
5. All the trainings programs shall be conducted before November 2022 i.e. till end of STRIVE Project.
6. The participating bidder should be an Institute/Agency engaged in technical training to trainers
(Instructors working in Government ITIs) in different trades and trade corresponding industries
having annual turnover of more than Rs.25 lakh for last 3 financial years.
7. The successful bidder shall be selected on the basis of a two cover bidding system viz.
(i)Technical Bid

(ii) Financial Bid

8. Only the bids shortlisted on the basis of technical bids will be considered for evaluation of the
financial bid.
9. The Technical bid should consist of documents regarding the competency of the bidder and the track
record in conducting the in technical training to trainers in different trades and industries and other
soft skill activities proposed to be conducted for trainers in the department (Trade Instructors in
Different Trades in the department of Director of Vocational Education and Training in the state of
Maharashtra).
10. Financial Bid should contain the amount quoted by the Bidder.
11. The Bids should be submitted online. Bids submitted by Telex/Telegraphic/Fax/E-mail etc. will not
be accepted.

12. The successful bidder will be awarded the contract.


13. The 1st batch of training shall begin in February 2022.
14. Conditional offers are liable for rejection. Director, Directorate of Vocational Education and
Training, Mumbai reserves the right to reject any proposal without assigning any reason thereof.
SECTION - B

ELIGIBILITY CRITERIA FOR PARTICIPATION IN THE TENDER

a. It would be a Firm/Agency Registered with Government of Maharashtra/Government of India


b. Experience of having undertaken at least 10 similar Programs (Technical Teachers
Training/Advance Training of Industrial Workers/ Training of Technical Personnel in Industry)
with Central/State Government/externally aided Projects/Public sector/Private sector in India, in
last 5 years.
c. The Firm/Agency so hired shall have at least 05 full time Qualified Trainers catering to the needs
of Engineering and Non-Engineering trades as per Annexure-IV. The break up details to be
provided are (i). number of full time qualified Trainers. (ii) paid/salaried qualified Trainers details also to
be provided.
d. The participating bidder should be an Institute/Agency engaged in technical training in different
trades and trade corresponding industries having annual turnover of more than Rs.25 lakh for
last 05 financial years.

e. Trainers should be proficient in Marathi and English language.


f. The firm should have all statutory documents such as PAN / GST Registration number /
Profession Tax Registration No. etc.
g. The Firm should operate in the same name and style at least for the last five years.

In absence of any one of the above, the offer will be treated as non- responsive and will be summarily
rejected.
SECTION-C

(i) Award of Contract


A. Firms fulfilling the eligibility criteria and on successful completion of their Technical Bid
Evaluation may be required to make a Presentation on their credentials before the State Project
Director /Selection Committee.
B. The State Director / Selection Committee thereafter will decide upon the Firms whose Financial
Bids will be opened. The Lowest Bidder Firm among such shortlisted Firms will be selected for
appointment.

(ii) Period of Validity of Proposals


The price offered as in the Financial Bid shall remain firm within the currency of contract initially
for three years and no escalation of price will be allowed. The quoted offer and / or rate must be
valid for a minimum period of 180 Days from the date of opening of the tender. The tender inviting
authority reserves the right for seeking extension of validity of offered rates from the successful
bidder. Acceptance of such request during actual offer is however optional to the bidder. The price
validity will remain unaltered irrespective of any reason.
Variation in statutory rates of taxes and duties as levied by the Government on professional services
will however be reflected for both reduction and escalation.
Any bidder may withdraw his tender by written request at any time prior to the scheduled closing
time for receipt of tenders and not thereafter.
At any time prior to the deadline for submission of proposal, the State Project Director may for any
reason, at its own initiative, modify the RFP document by issuance of addendum / amendment.

(iii)Late Proposals
Any proposal received by after the deadline for submission of proposals, as referred above shall not
be accepted.

(iv) Payment terms


The Training of Trainers reports along with feedback should be submitted within 30 days after
completion of Training batch wise.
Payment will be made after completion of at least three batches. No advance / part payment will be
allowed.

(v) Deduction of Tax at Source.


Deduction of all statutory and necessary Tax from each bill will be made as per Government Rules
prevailing at the time of payment for which TDS Certificate will be issued in due course of time.

(vi) Price
A) Price should be quoted in Indian rupees as per format of Annexure-2
B) Price quoted should be firm.
C) Percentage / specified amount of taxes & duties should be clearly mentioned otherwise State Director
reserves the right to reject such offer.
E) The total cost of the entire job should be inclusive of all prices as mentioned in the enclosed Price Bid
format.
F) No extra cost, other than that mentioned in Price Bid would be taken into account.

(vii) Disputes and Arbitrations


In case of any dispute or differences, breach and violation relating to the terms of this agreement, the
said dispute or difference shall be referred to the sole arbitration of State Director or any other person
appointed by him. The award of the arbitrator shall be final and binding on both the parties. The
arbitration shall be held in Mumbai only.
(viii) Fraud and Corruption
It is required that procuring entities as well as Bidders, observe the highest standards of ethics during the
procurement and execution of contracts under the STRIVE project.
For the purposes of this provision, the terms set forth below as follows:
i. “corrupt practice” is the offering, giving, receiving, or soliciting, directly or indirectly, of anything of
value to influence improperly the actions of another party;
ii. “fraudulent practice” is any act or omission, including a misrepresentation, that knowingly or
recklessly misleads, or attempts to mislead, a party to obtain a financial or other benefit or to avoid
an obligation;
iii. “collusive practice” is an arrangement between two or more parties designed to achieve an
improper purpose, including to influence improperly the actions of another party;
iv. “coercive practice” is impairing or harming, or threatening to impair or harm, directly or indirectly,
any party or the property of the party to influence improperly the actions of a party;
v. “obstructive practice” is deliberately destroying, falsifying, altering or concealing of evidence
material to the investigation or making false statements to investigators in order to materially
impede a procuring entity investigation into allegations of a corrupt, fraudulent, coercive or collusive
practice; and threatening, harassing or intimidating any party to prevent it from disclosing its
knowledge of matters relevant to the investigation or from pursuing the investigation ;and

(ix) The procuring entity will reject a proposal for award if it determines that the Bidder/Service Provider
(Consulting and Non-consulting) recommended for award has, directly or through an agent, engaged in
corrupt, fraudulent, collusive or coercive or obstructive practices in competing for the contract in
question;

(x) The procuring entity will cancel the portion of the funds allocated to a contract if it determines at any
time that representatives of the bidders engaged in corrupt, fraudulent collusive, coercive or obstructive
practices during the procurement or execution of that contract, without the procuring entity having taken
timely and appropriate action satisfactory to the NPIU to address such practices when they occur;.

(xi) The procuring entity will sanction a firm or individual, including declaring them ineligible, either
indefinitely or for a stated period of time, to be awarded a contract financed under STRIVE if it at any
time determines that the firm has, directly or through an agent, engaged, in corrupt, fraudulent, collusive,
coercive, or obstructive practices in competing for, or in executing, a STRIVE-financed contract and

(xii) The procuring entity will have the right to require that a provision be included in bidding
document and in contracts financed by STRIVE, a provision be included requiring bidders, suppliers,
contractors and consultants to permit the procuring entity to inspect their accounts and records and
other documents relating to the bid submission and contract performance and to have them audited
by auditors appointed by the procuring entity
