1 INTRODUCTION
Ensuring continuous power generation of a power station depends on a number of parameters but mainly on
high availability and reliability of its plant systems and equipment. This equipment has to be maintained at an
acceptable level in order to be reliable. To achieve the desired plant availability, a well-defined operating
instruction must be in place.
This operating instruction includes operation technical parameters, system and main equipment operation
guidance, abnormal alarm handling and equipment fault handling operating instruction.
The Chemical Dosing System is provided to control the water chemistry in the water and steam cycle, the
auxiliary boiler and the closed cycle cooling water system to permissible levels during operation and wet lay-up
conditions. The functions of the Chemical Dosing System are as follows:
• Condensate Ammonia Dosing System is to control the pH of the condensate at the common outlet of
the Condensate Polisher System in each Unit, and then to inhibit corrosion of this system.
• Feedwater Ammonia Dosing System is to control the pH of the feedwater at the deaerator downcomers
(3 places) in each Unit, and then to inhibit corrosion of this system.
• Condensate and Feedwater hydrazine Dosing System is to passivate the metal surface and form a
protection film; in addition, it can reduce the concentration of iron ions in the water to very low levels,
and then to inhibit corrosion of this system.
• Boiler Phosphate Dosing System is to improve the steam drum water quality, and then to prevent the
deposition of the residual hardness in the auxiliary boiler.
In this Operating Instruction, the main equipment of operations is described as follows:
• Ammonia solution tank
• Hydrazine solution tank
• Phosphate solution tank
• Ammonia dosing pump
• Hydrazine dosing pump
• Phosphate dosing pump

2 SAFETY
Safety is a value at the Sulbagut 1 Power Station 2x50MW (net) Coal Fired Power Station. Your safety and the
safety of others is paramount above all else.
The Sulbagut Power Station 2x50MW (net) Coal Fired Power Station safety program includes a firm
commitment by all members of the management, supervision, and craftsmen to prevent accidents and the
conditions that may lead to injuries. Each person on this power station site has the responsibility to perform
work in a safe manner and to report unsafe acts or conditions to plant supervision. This procedure does not in
any way relieve the operator of the responsibility of taking actions based on good judgment and sound
operating practices.
All individuals must comply with applicable safety standards, regulations and rules, and always use correct
personal protective equipment (helmet, steel toe footwear, eye protection, hearing protection, heat-resistant
gloves, protective head-cover, fire resistant clothing, etc.) when outside the control room.
Notes:
The following safety instructions apply to all personnel involved in, or present during, the execution of all the
equipment operating procedures.
All personnel involved in the execution of operating instructions must be familiar with, and adhere to, all the
safety instructions included in manuals supplied by equipment sub-vendors.
CAUTION: Should local and site safety instructions differ from the following instructions, the former shall prevail.
Operators shall be competent (suitably qualified, experienced and with sufficient knowledge of
equipment and processes) to carry out required tasks, and also familiar with the sections of this
operating instruction applicable to their work before starting.
Whilst any equipment is running, all guards must remain properly fitted.
Equipment shall not be operated beyond its approved operating parameters.
Safety helmets and protective footwear must be worn for on-site work. Ear protection, goggles and/or
gloves shall be used if the working being carried out is in a noisy area or hazardous to eyes and/or
hands. If any dust, fumes or vapors could cause hazards to the respiratory system, appropriate masks
and filters shall be worn.
Any fluid spillage must be cleaned immediately and if the fluid being handled is of a hazardous nature,
appropriate precautions shall be applied. Measures shall be taken to eliminate the cause of the spillage
as required.
Eye wash equipment is provided where there is a risk of hazardous chemicals or infectious
substances causing eye injuries. All personnel who works in the chemical treatment area must be
familiar with the place of eye wash equipment.

Chemical Unloading Safety Regulations:
• All protective clothing should be worn for operator, including gloves, protective clothing, goggles and
boots, which are acid and alkali resistance.
• Gas masks should be worn when unloading Aqueous Ammonia and Hydrazine.
• Emergency water pipe is prepared, acid and alkali warning board shall be suspended.
• After unloading of the acid and alkali, clean up the ground, flush the residual acid and alkali to the
Chemical Waste Water Pit, and close the valve opened in the acid and alkali unloading system.
• When concentrated acid splashes into the eyes or skin, rinse with plenty of water, then rinse with 0.5%
NaHCO3. When concentrated alkali splashes into the eyes or skin, rinse with plenty of water, then
rinse with 2.0 % borax solution. After the above emergency treatment, medical treatment should be
taken immediately. When concentrated acid splashes on clothes, wash them with water, neutralize
them with 2% dilute lye, and then wash them with water.
• Other Chemicals in this system splash into the eyes or skin, rinse with plenty of water.
• No smoking, eating and drinking water on the work site. After work finished, store acid and alkali
clothing alone, maintain good hygiene habits.
• Leakage emergency response: personnel quickly evacuate the contaminated area to the safe area and
isolate it. Strictly restrict the access of people except emergency personnel. Open doors, windows
and fans to disperse the acid fog caused by leakage. Emergency treatment personnel wear anti-acid
and alkali work clothes, wear acid and alkali resistant gloves. Do not directly contact the leakage, cut
off the source of leakage. Small leaks can be mixed with sand, dry lime or soda water, or washed with
a large amount of clean water, which is diluted and put into the waste water pit.

3 INITIAL CONDITIONS
All relevant Permits-To-Work have been completed, canceled and cleared. All working parties have
been evacuated from the workplace. All Standby Check Sheets must be completed and handed to the
Supervisor as required.
All of the manual valves of the Chemical Dosing System are in the correct position, and there is no
leakage on the pipline and flanges.
All electric motor wires are correctly and solidly connected; motor insulation is qualified; the ground
lead of the shell is intact.
The Electrical Distribution System is in service; all necessary equipment breakers are racked in; all
electrical control cabinets are energized, and the control/indication signals are correct.
All in-service instrumentation and ters are solidly connected to the pipework, and all wiring and
connections are secure.
There are no debris or foreign objects in the Dosing Tanks, and the Dosing Tanks level is normal at >
1/2.
All agitators of the dosing tanks are in service and there are no stuck.
All of the related instruments and gauges are in service and the isolation valves of gauges are open.
All the dosing pump line and metering tank are washed and guaranteed qualified.
Check and confirm the normal opening position from all valves in the metering box, metering pump
and dosing point to prevent the pump pressure holding.
