ABOUT KILPAR
Karnataka Institute for Law and Parliamentary Reform (KILPAR) is an initiative of the State
Government established in 2005 with the objective of bringing about reforms in law and
parliamentary practices by undertaking periodical reviews of State laws and to suggest
corrections upon reference by the Government. It is also open to KILPAR to suggest new laws
required for social discrimination.

OBJECTIVES OF KILPAR

• To achieve full development of the institute into an advanced forum for Reform of Law and
Parliamentary practice in the background of a developing nation committed to Parliament
democracy.
• To plan and develop the Institute in to an advanced center for study and research of Law in its
diverse faculty, as an instrument of social progress.
• To make a comparative study of the systems of Law and governance from ancient times in order
to discover the basic principles of legal and political administration.
• To study the historical growth of the context and content of law with reference to changing social
norms and forecast the law and delivery system for the coming times.
• To undertake periodical scrutiny of existing laws and to advise suitable amendments wherever
required.
• Form new legislation in respect of activities which are not regulated by law so far.
• To provide for study and research in Parliamentary practices and techniques of Parliamentary
debates in order to render Parliamentary system more relevant and utilitarian.
• To establish centers for Parliamentary studies and set up public platforms for public consultation
on legislation.
• To bring about general awareness of law and legal dispensation systems and to consolidate public
views through informed groups.
• To devise methods to employ Information Technology and Computerization to advancement of
the legal system with a view to providing online consultation and resolution of disputes.
• To establish research centers, Law clinics and alternate dispute resolution machinery.
• To organize conferences, seminars, study camps, mock sessions of Parliament and law kiosks.
• To undertake publication of research papers, and books, textbooks, periodicals and journals
catering to legal and parliamentary literacy.
• To set up study groups for critical evaluation of judgements in relation to social policies and
legislative intent and to establish a Data Bank on Judgements to facilitate the work.




ABOUT RSST
Rashtreeya Sikshana Samithi Trust (RSST) started Eight decades ago with only six students by its first
and only teacher: the founder Sri Sivananda Sharmaji. The sapling he planted in the year 1940 is today a
MIGHTY TREE which is reflected in the establishment of 21 institutions offering courses ranging from
Nursery to Post Graduate Level with over 2,000 staff members and around 21,000 students. Today the
alumni of RV Institutions are placed in senior positions at various National, International and
Multinational Organizations. Also, the Trust runs a special school for differently abled children to cater
to the special needs of the society. After yeomen service to the nation today, the brand ‘RV’ is being
recognized as a household name, a synonym for quality education. RV has become a part of Bengaluru
Road map with a road named after it.

ABOUT RVILS
Silicon Valley is known for a large number of educational institutions that offer a wide range of
professional courses. There are a number of institutes that offer courses in law as well. However,
increasing crime rates, disputes and cybercrimes indicate the need for a more robust legal force to
tackle the increasing number of such cases in courts. Keeping this in mind, the Rashtreeya Sikshana
Samithi Trust (RSST) established the RV Institute of Legal Studies (RVILS) in the year 2018 with a new
dimension and a unique approach towards legal education. RVILS is affiliated to Karnataka State Law
University, Hubballi and is approved by the Bar Council of India, New Delhi. RVILS offers B.A.LL. B., and
B.B.A.LL.B., 5 Year Integrated Degree Courses. We, as an institution endeavour to produce many legal
luminaries in our forthcoming batches thereby contributing to the profession in itself and the society at
large. As an institution we strive to provide quality legal education to students of all sections of the
society without any discrimination. Having stood up to the challenges of the new millennium with
courage, dedication and aim towards achieving the vision of the Institution, we were recognized as one
among the Top 20 Promising Education Institutes in Bengaluru -2019 by Higher Education Review and
also declared to hold 37th place amongst top 50 Private Law Colleges of India by the New Education
Post, 2021.

CONCEPT NOTE
“Privacy isn’t Negotiable, it’s every Person’s Right”
Right to privacy is the most cherished right in any civilized society. Personal information is at the heart of privacy.
Privacy is a value that is aimed at individuals, groups, or society as a whole, and it means different things to
different people. In a democratic country like India, which is recognized for its diversity, there are people of diverse
religions, customs, and origins, so it’s simple to see how one thing cannot mean the same to everyone in the
country, and the same is true when it comes to privacy. To various people, privacy implies different things. For
some, it is the privacy of information; for others, it is the privacy of body. The “concept of personal data” has been
redefined by the pace with which information is produced, collected and analyzed nowadays. For example,
following a user’s movements on numerous internet platforms such as social media, online purchases, browser
history, and so on can readily create personal information. This has exacerbated the debate over what constitutes
private and personal data. This personal data has now been public. Personal data has now become the most serious
problem in the globe, either in being processed or being protected. Human privacy has been jeopardized by the rise
of social media and technology. In India, the Right to Privacy is a strange mix of Constitutional, Customary, and
Common law rights distributed over many legal domains.
In our country, the sole credit goes to judiciary for recognizing the concept of privacy because neither the
Constitution nor any statute defined this concept. Numerous regulatory developments in recent years have had far-
reaching repercussions for the acknowledgement and regulation of privacy in the country. The Supreme Court’s
unequivocal and unanimous affirmation of the Right of Privacy, the government’s declared commitment to a data
protection law, and the founding of Sri Krishna Committee are all developments that will continue to impact India’s
privacy policy making for a long time. The Judiciary is doing everything it can to reach out to all spheres and ensure
that citizens are fairly treated. As privacy is sacred in India, it must be properly treated as a fundamental right of
every individual. The right to privacy is crucial for an individual’s autonomy, independence, creativity and
psychological well-being.
The proposed objective of the workshop is:
1. To understand the various facets of right to privacy in India.
2. To determine the scope of right of privacy which can be guaranteed.
3. To analyze the significance of technological advancements on the restrictions on right to privacy.
4. To the needs of and the opportunities and dangers posted to liberty in a digital world.
The workshop has been conceptualized with the basic objective of taking stock of the progress made by India in the
sphere of law, and creates a space for discussion on all matters pertaining to changing dimensions and limitations
concerning privacy.

CALL FOR PAPERS
The workshop welcomes submissions from Law students only of 5-year LLB Integrated Degree Course and 3-year
LLB Degree course on any of the sub-themes listed below. The list of sub-themes is merely suggestive and not
exhaustive in nature. The author can choose to submit manuscripts on other relevant topics as well.

WHO CAN PARTICIPATE
All academicians, research scholars, legal professionals, law students are invited to participate in the workshop.
Note – One faculty along with three students from each institute are invited to participate in the workshop.

2. Only 10 papers will be selected to present in the workshop on first come first serve basis.
GUIDELINES FOR PAPER SUBMISSION
1. The main text of full paper should be written in Times New Roman, font size 12 with 1.5 line spacing and
footnotes in Times New Roman font size 10 with line spacing 1.0.
2. The author shall make the submissions only in .doc format
3. Abstract of 300 words should be submitted. On acceptance of the Abstract, full paper should be submitted
within the prescribed time.
4. The word limit for the full paper should remain between 1500 to 3000 words, including footnotes.
5. Research should be original work of the author and must not have been submitted or accepted for any other
publication.

INSTRUCTIONS FOR PARTICIPANTS
1. Participation in the workshop is free of cost.
2. Those who have registered through the Google form within the prescribed time shall fulfil the registration
formalities on the day of workshop at the registration desk in order to get the participation certificates.
