Howls Over El Paso

After Manifest Destiny and the Mexican-American War came to a close, Forsaken in the United States
established and maintained a strong territorial claim on the new American border. That claim was
enforced by mortal and werewolf alike, often concurrently. Pure Tribe Packs and other undesirables were
kept at bay and the relatively minor foibles of Forsaken Packs were maintained as the norm along the
border near El Paso for about a century and a half. All places that have werewolves in their midst have
violence issues, but for the most part, the ones in El Paso kept a lid on it.
That stranglehold on territory changed, however, around the turn of the millennium. Various events and
circumstances have transpired to weaken and erode the stability of the Forsakens' territorial claim on this
region just as much as that territorial claim on the part of Americans was weakened. Efforts put in place
to preclude border control were not just done by mortal subversives, but by their supernatural
counterparts as well, rendering the territorial claims of Forsaken Packs in El Paso considerably less
credible. A lack of border control by mortal authorities has definitely contributed to foreign werewolves
from Mexico and other Latin American countries to enter in spite of their persona non grata stature.
Subversive spirits have reduced the morale of the extant Packs so much that they barely exist at this point.
As 2022 arrives, it is getting too much to bear. Mortal gangbangers from South of the Border are
destroying territories and promoting negative spirits that taint people's souls, and they are often allowed
to run amok by mortal authorities. Someone has to rise to the occasion, repel these invaders, and
dismantle the corrupting influences of the internal enemies of these territories.

Stranger things yet interlope on the territories and antagonize Forsaken and mortal alike with relative
impunity. So alien are these things that the purpose of that interloping are not even fully understood, but
very few regard their influence as positive. Those few who do are some combination of dumb and
corrupt.

If these things continue to go unchecked, the secondary and tertiary consequences of their bizarre
endeavors will realize. If nobody rises to the challenge of these and other challenges, then El Paso will
come to be ruled by the hostile and the otherworldly, a combination that is beyond merely deadly.

Mood: Stagnant Dread


Everybody knows that things are messed
up. Only the truly simple lack awareness
of what is being done to them, and how,
and why. Many people, too many people,
even know the specifics of what is going
on, creating a dangerous melting stew of
resentment and oppression. Everybody is
slowly being killed; by onerous taxes, by
soul-crushing projection from the
wounded spirit world, by a lack of
economic opportunity, by not having
permission to stick up for themselves,
their family, their race, or their nation,
and a never-ending list of things that all
take a little bit out of everybody. A quick
death is too much to ask for in El Paso for
the average person. They will ultimately
fail in life, get ground down, and expire
hopeless. People know this, too, but they
keep trudging along, pretending that
things are okay, that if they just keep
going to work and paying their credit card
bills on time, things will ultimately turn
out okay, if not for themselves, at least
perhaps for their kids.
Werewolves are no exception
to this; they cling to territory
that always seems to get a
little less productive, whose
borders always seem to get a
little bit smaller, and whose
Essence always seems to taste
a little bit dirtier. They aren't
just Forsaken in name, but in
practice. Luna, the capricious
spirit of the moon, seems
wholly apathetic to their
plight. They will need to
resolve their own problems
without her help, and doing
so will be no easy task, as
their rivals, the Pure, rely on
saner and more
comprehensible spirits.

Their enemies in general do


not seem to have to follow
rules, which is a great burden
for an at least relatively
honorable people. Breaking
the rules out of necessity
from time to time is not the
same as doing just whatever
is most expedient at every
moment, which is what the
Pure do.

Knowing that, looking at things from a purely game theoretical perspective, there is little basis to believe
the Forsaken can win, knowing that the deck is stacked against them, and that they are fighting a war of
attrition with odds so unfavorable that no feat of cunning and valor appears to be sufficient, is
encouraging in the movies because one knows the heroes always win, but in a real situation it has a
demoralizing effect. It would be oh so much easier to just pack one’s bags and find some other place to
be, to abandon those decent people with tiny foibles that ruin their lives to the hordes of the rat men, to
the brutality of the Pure from South of the border, and to the patient machinations of the spider
mastermistresses and their webs of deception and comfort.
Theme: The Fire Rises In You

Normally, the violent inclinations of werewolves are taboo for good reason. They create senseless death
and destruction. They massacre and rampage without much provocation. However, there are cases where
the answer to a problem cannot be arrived at by negotiation and careful politicking. There are cases
where judicious and naked use of force are the only solution that will actually work. Those cases are
present here and they are present now. The anger issues of werewolves in some ways have become an asset
for a scenario where the powers that be are corrupt, the world itself is tainted, and the enemies are at the
gates. Slaughter of invaders and systematic expulsion of subverters is called for, and there is nothing and
no-one better equipped for this task.
Your Pack must rise to the challenges that weigh El Paso down. It must get a grip and make the tough
choices required for success. It must grit its teeth and do what must be done, no matter how unsavory or
animalistic it is. If your Pack wusses out or succumbs to senseless anger, El Paso will be lost forever. It is
up to you to prevent that from happening.

• Recapture territory from
vampires, mages, changelings,
and thing stranger yet than any
of them
• Defend that territory from
interlopers and malicious spirits
• Police the spirit world for
subverters and degenerates
• Herd the mortal world to the
least horrific path
• Wage wars, train for combat,
contrive battle plans, and build
weapons

be obtained as a PDF in the
chat room)

players
