1. SCOPE OF WORK AND JOB DESCRIPTIONS
The manpower will be responsible for development and maintenance of ABAS
application in Cantonment Board St. Thomas Mount and Pallavaram under the overall
guidance and instructions of Chief Executive Officer/Programmer of Cantonment Board,
St. Thomas Mount.

2. POSITION – ROLE / JOB DESCRIPTION

1. It is assessed to engage the following manpower in Cantonment Board,


St.Thomas Mount.

Verification and testing with regard to the functionality of
the application.Certification preferred, Project
Management, Planning, Architect, best practices &
documentation, project execution, data analysis.
2. Senior Software 06 years experience in JAVA coding with atleast 2
Developer - project cycle completed. Certification preferred with
JAVA version controlling, testing of application and
deployment.
3. Senior Software 06 years experience in Pl/SQL coding including
Developer – procedures and Triggers with atleast 2 project cycle
Oracle Pl/SQL completed. Certification preferred with version
controlling, testing of application and deployment.
4. Oracle Database Atleast 2 years experience in handle oracle database
Administrator administration in Linux environment, including backup
recovery, Disaster recovery, storage management and
performance tuning, Oracle DBA certification required.
5. System Atleast 3 to 5 years of experience in a reputed
Administrator organization and has performed Installation of Linux
Operating Systems., application of patches in cloud
environment maintenance of cloud resources like memory
storage, VCPU and to evaluate Monitor and Enhance IT
Infrastructure/Network knowledge. RHEL certification
required.
6. Technical With 5 plus of related experience in the following:
Support 1. Recording and consolidating the call logs from
Engineer various Cantonment Boards.
2. Routing to the Project Lead.
3. Testing and pre-deployment of patches in the test
environment prior to deployment in the
production server.
4. Confirmation status updation in version control
software.

The contractor should quote their rates along with other applicable contractors profit.

2. The bidder should have executed at least one project with contract value, not less than
Rs.21 Lakhs for each contract per year of providing manpower service in last 3 financial
years.

3. GEOGRAPHICAL PRESENCE
The Cantonment Board, St.Thomas Mount is an urban local body functioning under
Ministry of Defence, Government of India. It is located in Pallavaram Taluk, Chengalpet
district state of Tamil Nadu.

4. GENERAL TERMS & CONDITIONS

1. Contractor shall ensure the performance of technical manpower duties and other
related works by engaging the required number of technical manpower as directed by the
Chief Executive Officer.
2. It shall be ensured that the contractor should perform Hiring of technical manpower
resources with required qualification and experience in the office of the Cantonment Board,
St. Thomas Mount cum Pallavaram.

3. The technical manpower hired (on contract) must ensure that all data related to their
role is stored in a controlled access environment to ensure data security and integrity. All
facilities proposed for use must have adequate security systems in place to protect against the
unauthorized access to the facilities and data stored therein. Adequate security systems must
be in place to control access into the facilities.

4. Unless otherwise noted in the contract, all DGDE data exchanged with the Contractor
and staff must be stored, housed, Processed, backed-up, archived and otherwise retained on
systems physically located inside the DGDE office or any other system assigned for the said
task.

5. The technical manpower hired (on contract) shall use appropriate means to preserve
and protect the DGDE data. This includes, but is not limited to, use of stable storage media,
regular data backups and archiving, password protection of volumes, and data encryption.

6. Appropriate levels of confidentiality and compliance with privacy laws must be


maintained during collection, use, transmission, storage and destruction of data;

 Integrity (Accuracy and completeness), of all data is maintained during transmission


and storage.
 Availability of data meets DGDE requirements for operations and can be restored after
loss or damage by accident, breach of security, or natural disaster.
 Unauthorized access attempts, should be promptly detected and controlled by logs.
 Data breaches are addressed effectively to limit damage to the DGDE and Cantonment
Boards
 Integrity, accuracy and completeness of all data are maintained.

7. It shall be the responsibility of the contractor to provide the above said competent
manpower on contract basis for attending the above said work. The Cantonment Board may

request for additional staff for a specific period depending on the requirements for which
payment would be made accordingly.

8. Any clarification/inspection of the system will be entertained in the Office of the


Cantonment Board from 10.00 AM to 2.00 PM. A contractor shall be deemed to have full
knowledge of the systems existing in the office whether he as inspect them or not.

9. The contractor shall submit the experience certificate of similar work done equal to
the estimated cost during last three years.

10. The contractor shall ensure that the manpower deputed to work are to be accepted as
Competent by the Chief Executive Officer to perform their duties. Any complaints received
from the Cantonment Board staff, on the manpower deputed will be viewed seriously and
impose penalty as fixed in the agreement. In case of compliant the operators should be
replaced within 3 working days else a penalty of Rs. 1,000/- will be imposed.

11. Bill for the services should be submitted to the Chief Executive Officer with the bank
statement showing details of dues paid to the labourers through online modes (NEFT/RTGS)
during the first week of every. The bills submitted without supporting documents shall not be
considered for payment.

12. The staffs deployed are employees of the Contractor and not the employees of the
Cantonment Board.

13. The contractor shall indemnify the Board regarding any liabilities arising on account
of the persons employed by him/her.

14. The contract agreement shall cease to exist, automatically at the end of the date
mentioned in the agreement without any separate notice to the firm. The Board has right to
pre-close the contract by giving one month notice.

15. The Chief Executive Officer shall terminate the services of the contractual manpower
without any prior notice, if Chief Executive Officer finds him medically unfit. This decision
of the Chief Executive Officer shall be final and binding on the candidate, which shall be
communicated to the firm/candidate.

16. The Chief Executive Officer shall terminate the services, without any prior notice to
the candidate who is found to be prima–facie guilty of any in-subordination, intemperance,
moral turpitude or other misconduct, participation in strikes/ agitations/ Union/ Association
or of any breach or non-performance of these conditions or if found in efficient of his/her
duties.

17. Holidays shall be applicable according to Government's rules and regulation.

18. In case of any dispute, the decision taken by the President of St. Thomas Mount
Cantonment Board will be treated as final.

19. The contractual manpower shall deploy himself/herself efficiently and diligently and
to the best of his/her ability as a part of Cantonment Board St Thomas Mount cum
Pallavaram and that he/she will devote his/her whole time to the duties of the Board. The
contractual manpower shall not be entitled for remuneration for the period of absence and no
extra pay will be paid for any extended hours of work.

20. The Cantonment Board St Thomas Mount cum Pallavaram/Chief Executive Officer
reserve the right to use the services of the candidate during the currency of this agreement
depending upon the requirement of the Cantonment Board St Thomas Mount cum
Pallavaram. The candidate should agree to work wherever he/she is posted or wherever
his/her services is required by the Cantonment Board St Thomas Mount cum Pallavaram.

21. That the contractual staff shall be available at all times as per their duty roster and
they shall not leave their place of duty without prior permission.

22. The persons deputed to Cantonment Board St.Thomas Mount cum Pallavaram shall
normally not be changed by the firm/agency. However, if the person has resigned midway
due to reasons beyond the control of the firm/agency, then the agency/firm has to ensure the
replacement of an equally qualified/experienced/skilled person within 7days.

23. The proof of payment of these should be submitted to Cantonment Board St Thomas
Mount cum Pallavaram along with the bill, failing which the bill shall not be considered for
payment.

24. The amount quoted should include all statutory taxes including GST.

25. Upon selection of the candidate for posting on contractual basis by Cantonment Board
St Thomas Mount cum Pallavaram the contractor shall immediately provide the breakup of
the salary to be offered to the manpower along with other terms and conditions.

26. The agency shall provide a non-judicial stamp paper value more than Rs.100/- for
preparing a Contract Agreement. The contract agreement will be provided to the successful
Bidder at the time of Award of Contract.

27. The contractor is liable to provide a photo ID card to the staff employed by him and
cater to appropriate safety measures as per the provisions made in Govt rule as an when
required basis.

28. In case the performance of the firm is found to be unsatisfactory by the Chief
Executive Officer/Cantonment Board St Thomas Mount cum Pallavaram, one month notice
in writing shall be issued to the firm/agency by the Chief Executive Officer/Cantonment
Board St Thomas Mount cum Pallavaram before termination of the contract. In case the firm
desires to terminate the contract, a written notice to this effect should be issued, three months
prior to the date on which termination of contract is desired which shall be subject to the
approval of the Chief Executive Officer/Cantonment Board St Thomas Mount cum
Pallavaram.

29. The Cantonment Board/Chief Executive Officer shall have the right to impose penalty
if any default is observed in performance of the contract @ Rs.2000/- in the first 10 days and
Rs.5000/- in the next 10 days and Rs.10000/- in thelater 10 days. If the contractor fails to
rectify the default even after the third instance, the contract shall be liable for termination by
Chief Executive Officer/Cantonment Board and the security deposit will be forfeited without
further notice.

5. FEE DETAILS
1. An EMD amount of Rs.2,12,684/- (refundable) should be paid via E-Chhawani portal
https://echhawani.gov.in/citizen/ The bidders should register themselves with the portal and
shall pay the EMD amount using Challan system menu by generating the challan by entering
the basic details and pay the same online through the portal. The step by step procedure

2. Successful tenderer will have to deposit 5% of the amount quoted by the tenderer to
the undersigned as security deposit and the same will be refunded after completion of the
work satisfactory during the contract period .

3. The firm which is registered with MSME/SSI is exempted from payment of EMD for
which valid and necessary proof on support of thesame to be submitted.

6. TERMS OF PAYMENT
1. The agency will submit the monthly bill in duplicate enclosing the
documents/challans as indicated, which shall be got duly certified by the officer-in-charge
and the same shall be paid by the Cantonment Board St Thomas Mount cum Pallavaram after
making recovery, if any.

2. He shall ensure regular payment of wages to person engaged by the first week of the
subsequent month. That the disbursement of wages would be made in accordance with the
procedure contained inlaid down rules/government orders by 7th of every month.

3. The bidder shall be responsible to issue pay slip in the prescribed format to each
employees every month.

4. The agency shall make regular and full payment of salaries and other payments as
due, as per the labour laws to its personnel deputed under service contract and furnish
necessary bank statement. The payment to personnel by the Contractor should be made on or
before 7th of every month. However, 7th being holiday, wages should be paid on the
preceding working day of that month. Along with monthly bills, the firm should enclose a
certificate to Cantonment Board St Thomas Mount cum Pallavaram to the effect that the
personnel deputed for Cantonment Board St Thomas Mount cum Pallavaram has received the
payment as full and final from the firm for the said month.

5. Cantonment Board St Thomas Mount cum Pallavaram shall release due amount after
making statutory recoveries, if any, through NEFT in favor of the Agency.

6. In case, Cantonment Board St Thomas Mount cum Pallavaram receives any complaint
regarding non-payment of wages to the personnel, the amount payable to these personnel will
be recovered from the security deposit of the agency and paid directly to such personnel.
Thereafter the penalty clause will also be imposed on the firm.

7. The agency to ensure that no other charges except statutory charges should be
deducted from the individual concerned

8. All the payments should be made by the Contractor through NEFT/online transfer to
the employee’s bank accounts. Proof of the same should be submitted along with the bills
submitted to the office of the Cantonment Board St Thomas Mount cum Pallavaram, failing
which the bill shall not be considered for payment.

9. The payment will be made on monthly basis with satisfactory service and based on
the certificate issued by the inspection team nominated by the Chief Executive Officer.
Payment of Income Tax or other taxes is the responsibility of contractor which will be
deducted as per the rules.

7. DEMAND FOR ARBITRATION

The demand for arbitration by the Contractor shall be processed in accordance with
the Cantonment (Regulation of the procedure of Committee of arbitration) rules, 2017 and
provisions of the arbitration and Conciliation Act, 1996 in respect of those matters not
specifically provided in the Cantonment (Regulation of the procedure of Committee of
arbitration) rules, 2017.
