GUIDE ON HOW TO CREATE BID AND AWARD NOTICE IN THE

POSTING PORTAL

TO ALL OUR VALUED CLIENTS

In view of the scheduled system preventive maintenance of PhilGEPS 1.5, all Procuring
Entities are advised to temporarily post your procurement projects through this portal
http://notices.ps-philgeps.gov.ph. This portal shall be used in the Posting of Project
Requirements (Bid) and Awarded Contracts (Award) until the PhilGEPS 1.5 is up
and running. Please take note that this is only a temporary procedure during this period.
Normal proceedings will take effect upon resumption of service.

For steps on how to record your procurement projects, kindly follow the steps listed
below:

1. Open your browser (Google Chrome, Mozilla Firefox, Safari) and go to the following
URL: http://notices.ps-philgeps.gov.ph.

2. Users will be redirected to the homepage. There are two (2) tabs that contain the
posted notices under Open Opportunities and the Award Notices. Users may use the
SEARCH function to look for posted notices under these tabs. Only 20 line items will be
shown per page. Users may click the pagination to navigate through the records.
3. The user may start creating a NOTICE by clicking the CREATE NOTICE button. The
Create Notice page will be displayed. The system will provide a drop-down for the user
to select whether BID NOTICE or AWARD NOTICE.

4. Select a Notice Type and Click Ok. The system will display a page with a form relative
to the selected Notice Type. Kindly fill-up the information needed on each field based on
the field description below.
FOR CREATION OF BID NOTICE, the following fields will be displayed. All are
mandatory to be filled out except for the Agency link.

Procuring Entity - Agency name of the one posting the Bid Notice or Awarded
Contracts.

Title - Bid Notice Title of the opportunity being posted.

Procurement mode - Procurement Mode of the Bid Notice being posted.

Business Category - Business Category of the Bid Notice being posted.

Publish Date - Date published of the Bid Notice on the Agency's website or
newspaper.

Closing Date - End date for the submission of Bid Proposals for the Bid
Notice being posted.

Contact Person - Person in-charge of the Bid Notice being posted.

Agency Link - Link of the posted Bid Notice on the Agency’s website.
REMARKS: Per RA 9184 and its 2016 Revised IRR, the Procuring Entity shall post the
invitation/request for expression of interest/request for submission of price
quotations/proposals, in the website of the Procuring Entity concerned, if available. If
posted in the PE’s website, the link shall be indicated in the Agency Link field. Otherwise,
the Agency Link shall be left blank.

If “Agency Link” is clicked, the user will be redirected to the page displaying the project
requirements details of the PE concerned.

FOR CREATION OF AWARD NOTICE, the following fields will be displayed. All are
mandatory to be filled out except for the Agency link.

Procuring Entity - Agency name of the one posting the Bid Notice or Awarded
Contracts.

Title - Bid Notice Title of the Award being posted.

Procurement mode - Procurement Mode of the Award being posted.

Business Category - Business Category of the Award being posted.

Publish Date - Date published of the Award on the Agency's website or


newspaper.
Contact Person - Person in-charge of the Bid Notice being posted.

Awardee - Organization name of the awarded merchant.

Contract Amount - Awarded Contract Amount

Award Date - Date awarded of the award being posted.

Agency Link - Link of the posted Award on the Agency’s website.

5. If all needed information is accomplished, the user may click the SUBMIT button to
finish the process. Kindly take note that all details are final and cannot be updated
anymore by the user once submitted.

If there are erroneous entries, the user must repeat the process and request to the
PhilGEPS-Customer Service thru this email address agency@ps-philgeps.gov.ph for the
deletion of the erring record.
