1.0 INTRODUCTION
The government of the united republic of Tanzania set aside fund for the
financial year 2019/2020 for upgrading of Mugumu Town Roads (1.0KM) to
double surfacing bitumen standard (DBSD) of about Tshs. 500,000,000
Million.

In 2019/2020 through “Ahadi za Uongozi”, introduced the construction


of Mugumu Road which is now not yet being completed due to several
reasons.

2.0 OBJECTIVE
The objective of this report is to know why this project has been
abandoned/ stopped for several years without any proper information and
why contractors have been terminated once they sign the contract and
start to execute the work.

3.0 METHOD OR APPROACH


Finding were obtained through a letter dated 7th march 2022 with
reference No. FA.7/345/03/VOL.VIII/72,the Regional Manager
(MARA) elaborated some issues regarding about the failure of this project
since the project fund was released.

I will use only a letter from the regional manager (MARA) to analyse some
comments to suggest the way forward.

4.0 Results or Findings or Comments
Through the given letter I have analysed some comments in which some
might be some questions to ask ourselves on the way how the project
failed to start since 2019/2020.
Below are some of the questions/comments to ask ourselves:-
i. Why 500,000,000 million was released to construct
2.0KM without detailed feasibility study of the
particular project?
ii. Why contractors which won this project are end up with
termination? Eg. M/S STANLEY ENGINEERING CO. LTD
and D4N-COMPANY-LIMITED?
iii. Why when they advertise this tender through TANePS
on restricted, single source or national competitive
tendering neither one nor no one who appear for the
competition?
iv. Those who were terminated by the breach of contract,
what were the consequences after breaching the
contract?
v. Why the accounting officer rejected the award M/S
EDOS LTD after recommendation from tender board?

5.0 SUGGESTION THE WAY FORWARD

According to the findings above, I suggest the following:-
i. The budget should be increased to reach the targeted scope.
ii. The feasibility study should be done to determine the exactly
scope of the work.
iii. The design of the project should be done so as to get the
approximately estimate of the project.
iv. Client should be told to wait until the total professional details
and estimate is done to see if the Tshs. 500,000,000 will be
able to complete the 1.0KM long.
v. The project should be taken into phases according to the
budget set out, but this will be done after detailed drawings
and professional estimates.
vi. If the contract is terminated because of fundamental breach of
the contractor, we need to use the output from all contractors
as part of the budget to this project.

6.0 CONCLUSION
I advise that, the project should be phased in order to work on the
targeted budget which is Tshs. 500,000,000.
Also a detailed report, including the feasibility study, drawings, and
estimates should be prepared and submitted to the client for further
decisions.
