technology system. NetAct is virtualized for minimal downtime and resilience and provides
full visibility and control over your network, whether traditional or cloud-based.

What NetAct means for you:

Simplify: Get one consolidated view over the whole network
Control: Use real time performance and fault management, automated configuration
Optimize: Access all the tools you need to improve network performance and subscriber
experience.

NetAct lets you save up to 80% in OPEX by automating network-wide configuration

operations compared to performing tasks manually and with multiple systems.

25 / 40
NetAct provides a comprehensive suite of premium, modular applications for managing all
network domains. NetAct comprises a common computing platform; an adaptation and
mediation layer; an application layer and VMware Hypervisor layer.

 The adaptation and mediation layer- is responsible for converting the network
element data to NetAct internal format and for adapting the applications to, for
example, a certain network domain and technology. It also provides the application
layer with services not specific to any network management operation, for instance
access control and logging.
 The application layer- contains the applications for common management tasks,
such as fault, configuration, performance management and optimization. These are
accessible through user workstations. Depending on Mobifone installation, the tools
allow management of part or all of the network domains.
 VMware Hypervisor- is installed on physical servers which provide the HW
virtualization capability. Virtualization is a software technology, which uses
physical resources such as a server and divides it up into virtual resources called
virtual machines (VM's).

Figure 18: NetAct Virtualization Environment

Virtual Machines (VMs) allow the sharing of the underlying physical server resources
between different virtual machines, each running its own instance of operating system.
Servers simply add I/O, CPU and RAM computing resources to the HW “resource pool”.

Virtualization provides a logical view of data, computing power, storage capacity and other
server resources. Within each logical replica virtual machine, a guest operating system may
run independently of other guest operating systems running in other virtual machines.

A new level of resilience

In case of catastrophic failure, like a Network Operations Center being knocked out, NetAct
functions are automatically routed to another location to ensure continuity. Operator also get
better hardware utilization and load balancing.
NetAct system reliability refers to all features included in NetAct platform that facilitate high
availability and disaster avoidance of the NetAct system.

Reduced costs
Increasingly automated management solutions mean fewer personnel resources are devoted to
maintenance and operations, as well as making it easier to plan new networks or to introduce
new technologies. All this adds up to a big drop in OPEX.
Making the most of existing network capacity also means lower CAPEX, as does the
deployment of a common NetAct platform in place of separate, proprietary solutions.
NetAct helps in increasing the revenue with reduced total cost of ownership. The proposed
OSS systems aim to not only improve the efficiency of planning and operations teams, but
they also contribute significant financial benefits to a company’s overall CAPEX and OPEX
network equipment budgets.

Nokia Eden-NET uniquely addresses the emerging carrier demand for SON by bridging the
gap between RAN and IT suppliers. Eden-NET delivers the ultimate in network performance,
reliability, and operational efficiencies. Eden-NET provides an extremely powerful, highly
extensible architecture.

Advanced intelligence within the Nokia Eden-NET framework minimizes the bandwidth
required on the OSS interface. Eden-NET requires only a relative small subset of event data.
It parses the event data, aggregates the events, calculates summary statistics, stores only the
aggregated counts within the its databases, and discards the event files. Eden-NET retrieves
performance data in compressed format and performs sophisticated caching to minimize CM
read and writes.

Figure 20:Eden-NET Functional Architecture

The major framework subsystems of Eden-NET are listed below:

 SON Module Engine provides extensive functionality for the run-time execution of
SON Modules. The logic of each functional SON Use Case is delivered as a plug-in
“Module”. Eden-NET comes with a toolbox of SON Modules as described herein
and operators have the capability to modify these SON Modules and create or have
created additional SON Modules.
 Eden-NET GUI provides an interface for users of Eden-NET to manage and
configure the operation of Eden-NET, launch SON Modules, view the results of
SON operations, and view the network topology, SON status, SON logs, and overall
network performance.
 OAM&P Engine includes extensive functionality in the domains of administration,
configuration management logging, and fault management.
 SON Adapter Layer provides a well-structured abstraction layer for interfaces to
external systems (e.g., RAN configuration parameter data, KPI’s, Layer 3 event
data, alarm data, etc.). The Eden-NET Adapter Layer ensures configuration data
consistency by supporting configuration updates to RAN OSS elements via the OSS
or EMS interfaces. Since configuration changes are implemented via the OSS,
configuration data that is read from the OSS reflects the actual configuration of the
network at all times. The SON Adapter Layer can be readily extended to support
additional external systems such as backhaul, data probes, etc.
 Network Performance Engine performs processing of network performance
metrics, events, and alarms. These metrics, events, and alarms are available to SON
Modules via the Eden-NET API.
 Parameter Management Engine manages network configuration parameter data
that is pulled from and pushed to the network. This component maintains a full
history of changes made to network parameters by Eden-NET and other systems,

30 / 40
which forms the basis of the Eden-NET parameter rollback capabilities. Any and all
changes to the network configuration can be efficiently and easily undone.
 Extensive SON Module Toolbox for performing autonomous network
optimizations (e.g., ANR lists, handover parameters, reuse parameters, antenna
parameters), workflow automation (e.g., automatic performance reports, real-time
alerts, parameter consistency enforcement), network reliability automation (e.g.,
sleeping cell detection, cell outage compensation), and dynamic network adaptation
(e.g., traffic load balancing, optimization of special events, etc.). The SON Modules
configure hundreds of RAN parameters within closed loop SON operation.

3.3.1.1 SON Modules

3.3.1.1.1 Automatic Neighbour Relations

ANR automatically detects, creates, modifies and deletes adjacencies in multi-vendor, multi
RAT, multi-layer networks. It is fully automated, can perform its actions without any human
intervention in selected interval.

Customer Benefits:

 Adjacency management ensures stable quality e.g. Reduced Drop call rates, reduced
drops due to missing neighbors.
 Customer can benefit on reduced time needed for adjacency management, as well as
improved customer retainability due to increased and assured quality

3.3.1.1.2 Coverage Capacity Optimization

Eden-NET Coverage and Capacity Optimization (CCO) Module provides Mobifone

Corporation with the critical capability to automatically perform the optimization function
across the entire network on a continuous basis. It identifies which cells are under-shooters
and over-shooters, based on Neighbor directed HO attempts and successes, Detected Set
Reporting, Cell level aggregate HO attempts and successes, Call Trace Events, antenna
azimuth, and delay information. Based on this information, it calculates Tilt score for each
cell. The tilt score reflects if a cell is overshooting or undershooting. Then it selects the worst
over-shooters and under-shooters for corrective actions.

Customer Benefits:

 OPEX saving can be achieved by automated analysis and optimization of antenna

tilts including plan provisioning.
 Reduced interference potentially improves signal quality, which enables higher cell
throughput and reduced radio link problems.

3.3.1.1.3 Mobility Robustness Optimization

Eden-NET Mobility Robustness Optimization (MRO) Module encompasses the automated

optimization of parameters affecting active mode and idle mode handovers to ensure optimal

31 / 40
end-user quality and performance, while considering possible competing interactions with
other SON features such as ANR and load balancing.

Eden-NET MRO Module improves network performance by identifying areas with poor
mobility performance (e.g., excessive ping-pong effects, high handover failure rate) that are
not resolved by ANR processes and optimizes handover thresholds to improve the mobility
performance for those areas.

Customer Benefits:

 Improved handover performance by reduction of HO related radio link failures.

 Reduction of the inefficient use of network resources by reducing unnecessary or
missed handovers.
 OPEX savings by reducing the need for manual optimization.

3.3.1.1.4 Reuse Code Optimization

Eden-NET Reuse Code Optimization Modules automatically and dynamically improves the
performance of mobile networks by detecting and resolving code reuse conflicts and
developing optimal code reuse plans. The reuse conflicts that are detected and resolved
include reuse collisions (i.e., neighbor cells that share the same reuse code), reuse confusions
(i.e., multiple neighbors of a source cell share the same reuse code) and other reuse conflict
scenarios that are uniquely detected by the Nokia Networks RCO modules.

Customer Benefits:

 Major network performance gain as many performance problems are due to sub-
optimal reuse code planning.
 Customer can benefit on reduced time needed for scrambling code optimization, as
well as improved customer retainability due to increased and assured quality.

3.3.1.1.5 RACH Parameter Optimization

Eden-NET PRACH Parameter Optimization Module automatically and dynamically reduces

call setup failure and handover failure rates in LTE networks by optimizing LTE RACH
parameters. This module reviews PRACH access statistics, characterizes access channel
utilization history and UE mobility types (high speed or low speed) across local cell clusters,
identifies cells with the poorest performing access, optimizes RACH parameters for
operational cells and initializes RACH parameters for newly installed cells. RACH
parameters optimized include the Root Sequence Index, Frequency Offset and number of
access slots per frame.

This Module leverages the following inputs for optimizing mobile network coverage and
capacity: PM counts and KPIs related to RACH performance, Call Trace Events related to
RACH messaging, UE reports related to RACH messaging attempts and Operator RACH
policies.

Customer Benefits:

32 / 40
 Fully 3GPP complaint. Supports PRACH planning based on Time, Frequency and
Code separation.
 Flexible Algorithm and workflow. Can be configured to suit Operator’s planning
strategy

3.3.1.1.6 Automatic Site Creation

Nokia Eden-NET Automated Site Creation module is an end to end process for creating a new
site configuration, monitoring the SON plug and play steps and following up the KPIs and
alarms for the new installed site. To get full benefit of process automation, Site and User
Templates should be taken in use in NetAct Configurator. Templates are typically based on
Golden Master Configuration of network releases, tuned per customer preferences. Templates
are containing even 95% of configuration parameters and are created for different HW
separately. With this concept, the needed planning data per site is reduced dramatically.

ASC automates the LTE site creation workflow process steps. The first state in automated site
creation is planning, where the imported planning file is combined to predefined template
values. Actual network dependent parameters, like PCI and PRACH, are created by
optimization algorithms and included to plan.

After plan file is complete, validation phase starts automatically. In validation, which is one of
the most important and critical step in the process, the complete configuration plan is
validated using element manager software. If validation fails, e.g. some planning parameters
are missing or have invalid values, the detailed feedback is provided in the ASC GUI. When
passing the validation phase, we are ensured that the site configuration is compatible with the
site hardware. After validation, the state is changed to auto configuration and status is
awaiting.

When the site is physically installed and transmission connected, Plug and Play (auto-
connection and auto-configuration) is triggered. From ASC point of view this step is under
status auto configuration and during this step site software can be updated and configuration
provisioned. Before the configuration provisioning, the time depended parameters (PCI,
PRACH and adjacencies) can be updated based on the actual network configuration.

Upon successful completion of auto configuration phase, site status will changed to on air.
Site follow up will be continue predefined time, 48 hours as default. During this time
predefined KPIs and alarms are visualized on the same workspace. After 48 hours without
active alarms, site will be moved to archived late list and the follow up will be done in normal
network management system.

Customer Benefits:

 Network level and multi-technology enabled site creation process.

 Automation, quality, speed in site creation process, with full control.
