REACH Beyond Zero Life Saving Rules

1 Purpose
The purpose of this management standard is to define the REACH Beyond Zero Life Saving Rules that shall
be adhered to, ensuring that we work safely, help prevent injury and loss of life, and work to one
standard, at all times.

2 Scope
This document is applicable to all Stork businesses globally.
It also applies to those companies/joint ventures who perform activities for, or on behalf of, Stork or are
working on Stork or Client premises/locations.

3 Minimum requirements
The REACH Beyond Zero Life Saving Rules are mandatory for all employees, working for Stork directly or
as a subcontractor or on behalf of Stork and shall be implemented at every Stork or Client premise or
location and in conjunction with other local rules implemented on any site.
The objective of the REACH Beyond Zero Life Saving Rules is to create a common safety culture across
Stork and prevent serious injury or fatality, independent of the business or location we work in, or the
type of activities we perform.
The objective of the REACH Beyond Zero Life Saving Rules is to keep people safe, create a common
safety culture across Stork to prevent serious injury or fatality, independent of the business or location
we work in, or the type of activities we perform.
The REACH Beyond Zero Life Saving Rules combine other rules used in the industries that we operate in
and align with the Fluor Life Critical to reduce the chance of serious incidents occurring while carrying
out our activities.
Additional local rules may be in place according to local requirements.
Employees shall ensure they are aware of the rules applicable to the location they are visiting.
Ignoring these rules will lead to the immediate application of the Just Culture process (MS-03-06).
It is mandatory for personnel responsible for HSE to review, implement, administer and oversee the
procedures implemented under their control, including all rules and regulations enforced locally.

REACH Beyond Zero Life Saving Rules

3.1 Safe Systems of Work

“Comply with the Safe Systems of Work in place, use the specified protective equipment and do not
override safety critical equipment”.
This topic includes all activities with potential to breach a Safe Systems of Work, including non-
compliance of clear and workable procedure or known processes.

3.2 Working at height

“Protect yourself against falls and others from dropped objects and use the specified protective
equipment when working at height”.
This topic includes all activities exposed to falls or falls-through and dropped parts, grids, tools and
objects while working on a temporary approved platform more than above the locally enforced elevation
limit from a fixed level (but must not exceed a height of 1.8m).

3.3 Lifting and rigging

“Follow a lift plan, only perform lifting and rigging operations with certified equipment, for which you
are trained and certified and do not walk under a suspended load”.
This topic includes mechanical, pneumatic, electrical and manual lifting with cranes, hoists, derricks,
forklifts and below-the-hook rigging equipment.

3.4 Hazardous Release

“Confirm energy and chemical sources are isolated and depressurised before working on systems or
equipment and follow the isolation process in place”.
This topic includes Work resulting in potential uncontrolled release of energy or product from equipment,
unit operations or process lines being worked on and LOTO breaches related to the isolation of hazardous
energy (include electrical, mechanical, hydraulic, pneumatic, chemical, radiation, and thermal energies,
as well as various forms of potential (stored) energy, such as in springs, compressed gases, or suspended
objects) and ensures the opening of lines/equipment are performed in a safe and controlled manner.
Work on energised systems or equipment is prohibited except in circumstances where such work must be
performed “live”.

3.5 Confined Space

“Only enter a confined space if you are trained and authorised to do so, attendant and rescue plan are in
place and gas-test as required”.
This topic includes working in and being responsible for confined spaces, including the safe identification,
entry, and work authorizations/practices associated with confined spaces.

3.6 Driving

“Operate vehicles safely, comply with local regulations, wear seat belts in all seats, practice defensive
driving, follow journey management plan and do not use handheld mobile devices ”.
This topic includes the operation of light vehicles, both company owned, and personal vehicles used for
business purposes.

3.7 Electricity

“Obtain authorisation before working on electrical equipment and only if you are trained and certified to
do so”
This topic establishes the requirements and recommendations for work with, on, and around electrically
charged equipment, lines and conductors.

3.8 Excavations

“Only enter a trench or excavation through safe access and egress points, if it has been inspected and
secured and report any changing conditions”.
This topic includes working within the requirements for excavating, trenching, and shoring, including
such operations as spiking, driving of poles, piles, and pipes, chasing and excavations.

3.9 Equipment and plant

“Only operate certified equipment and plant which you are trained and certified to use and always
position yourself out of the line of fire in relation to moving and energised equipment and plant”.
This topic includes all activities with, in or around heavy motorised equipment and machinery, including
all machinery, equipment and moving equipment requiring skills’ certification.

3.10 Manual Handling

“Position yourself and body parts safely when manual handling materials, chemicals, equipment, tools
and when moving on foot”.
This topic includes manual handling of tools, parts, objects, materials and chemicals, including the
creation of pinch points and member entrapment, use of hand tools, hand held mechanical and electrical
tools and exposure to uncontrolled product and releases from loss of containment or adjacent process
lines and environments, ie. working in live-plant. This topic also includes moving on grade with potential
for tripping, slipping or falling on grade or from low elevation such as from Last-rung of ladders or
jumping from flat-bed trucks/utilities (non-Work-at-Height related).
