The Implementation of SAP

Introduction

The current public health crisis brought about by the COVID-19 pandemic has
disrupted all aspects of society, particularly income and employment. The
unemployment rate rose to 17.7% in April, leaving 7.3 million Filipinos jobless.
According to the World Bank, the two-month loss of income could increase the poverty
rate by 3.3 percentage points in the Philippines.

The Social Amelioration Program grants a P5,000 to P8,000 monthly cash subsidy to
low-income families for two months, depending on the area of residence. The subsidies
provide marginalized sectors of society the means to afford basic needs during the
pandemic.

Much like any new program, the implementation of SAP has not been smooth-sailing.
Many LGUs have reported issues with coming up with the list of beneficiaries, and
releasing the cash subsidy due to insufficient funds or inadequate distribution
infrastructure. Some have also criticized the speed with which the subsidies are rolled
out, the uncertainty with regard to the recipients of the subsidies, and the exact
amount they are given.

During lockdown many people were suffering because of unemployment and having no
source income. Not all the people here in the Philippines has a job before lockdown and
they are not ready that’s why they don’t have enough money to spend for their
personal needs. They desperately finding source of income and breaking the rules just
to feed their families.

The government implemented the SAP or Social Amelioration Program to give money to
those who badly needing it and help them to feed their families despite of having no
job. One of the reasons why government implemented this program because they are
thinking many people will die of starving not in the virus spreading in the country.

We think that the government made the right decision about implementing this
program so that many people had a chance to buy food and made them stay at home
to keep them safe to virus. Other people spent it to start a small business so while they
are waiting for the next SAP they expected to the revenue source coming to them and
other people bought foods to stock in their home. They did this because they are
doubting of government system.

Other people spent this money to their bad habits such as gambling, personal use,
alcohol and drug addiction but in spite of this they still find a way to keep on
complaining. When second wave came DSWD validated those families who are truly
deserving and in need.

On it’s on going third tranche, DSWD making sure that the rest of the funds will be
given to those families who were not able to receive its first and second tranche. The
last update was, DSWD will start to distribute the rest of the funds on some nearby
provinces this December.

Ethical Dilemma

The ethical dilemma that they do was the one of problems in the Philippines resolved
on giving the capable satisfactory or certain need to those people had SAP through
equally giving and the accountability of public officials have been helpful, they show it
by how do distribute properly. This action was a morally right because they did their
duties and obligations as public servants.

The ethical dilemma to this scenario under the REPUBLIC ACT No. 6713 sec. 4
Commitment to public interest. - Public officials and employees shall always uphold the
public interest over and above personal interest. All government resources and powers
of their respective offices must be employed and used efficiently, effectively, honestly
and economically, particularly to avoid wastage in public funds and revenues.

Political neutrality. - Public officials and employees shall provide service to everyone
without unfair discrimination and regardless of party affiliation or preference.

And the professionalism, Justness and sincerity, Responsiveness to the public,


Nationalism and patriotism, Commitment to democracy.
