1. Do you think that the Philippines have achieved the goals and functions of a Health System?
Discuss the WHO Health System Framework.
Health System as defined by WHO consists of all organizations, people, and actions whose primary
intent is to promote, restore, or maintain health. It is undeniable that the health system in the
Philippines is of high standard. The Universal Health Care which was approved by the present
President, and the expert and skilled professionals in our country. Despite of this we still suffer from
unequal access of health care services. Due to the shortage of budget in health, full pay of
accessing the health care cannot be shouldered by the government. Because of small wage,
medical professionals tend to go abroad and work there, arising to shortage of workers as well as
service.
The WHO Framework focuses on systems and services for treatment. It also addresses issues of
sustainability, NCDs, health protection, and public health. The health policy framework provides
more detailed information on services and communication and also in addressing gaps and
challenges identified in the WHO framework and other models. The framework, therefore, takes not
only a systems-strengthening approach but also a public health approach.
2. Which primary goal of the health system do you think should be the priority in the Philippines?
Why?
Health Facilities Enhancement should be the foremost priority in the Philippines, the fact that most
of our government health facilities are in state of disrepair, inadequately equipped, insufficiently
supplied and poorly handled. Years and years of neglect of the government`s health infrastructure
have resulted this. It is really time to expand and upgrade public health facilities appropriate from
the safe services through provision of necessary high quality health services nationwide. Facilities
moreover must have adequate stocks of medicines, supplies, and equipment.

3. Do you think that the directions of the Philippines Health Sector are on the right track? Do you
have any other recommendations?
Currently the Philippines have poor Health care system, for example the usual circumstances of
inequality in health status, for instances the Private hospitals provide much more efficient health
services and has high standard facilities tend to be better equipped than public ones, I recommend
that they should have fairness despite of economic status of a family.
They should also improve proper implementation of health promotion and prevention, screening and
early intervention. In conclusion, I recommend they have to expand improving and sustaining
primary health care system with the goal of ensuring effective, safe services for consumers aimed
at providing care in the most appropriate and efficient setting, and improving health outcomes.

Integrated Community Health Services Project (ICHSP) and National Centre for Health Facility
Development (NCHFD) to strengthen referral system, enhance local planning, decision making and
monitoring.
Social Security Health Model refers to social insurance, where people receive benefits or services in
recognition of contributions to an insurance scheme.
Publicly Funded Health Care Model where the residents of the country are insured by the
government. Refers also to health care that is financed entirely or in majority part by citizens' tax
payments instead of through private payments made to insurance companies or directly to health
care providers.
Social Health Insurance is characterized by the presence of sickness funds which usually receive a
proportional contribution of their members' wages
2. Give suggestions on how to address decrease in the availability of health care professionals

Certainly the aging population causes a greater need for care, however, there is currently shortage
of health care professionals, which may compromise the quality of patient care. I suggests several
ways to increase the number of health care professionals by reducing the income gap between
primary and specialized care providers. Also increasing their salary, and giving incentives. It is
important for these incentives to address not only financial gain but also work-life balance and other
objections to working. Increasing is important to continually reconsider the situation and implement
innovative ideas to improve the care given to all individuals, no matter where they reside. Lastly,
increasing funding for primary care training and expanding training program for general
practitioners.
3. Identify and discuss the changes in healthcare and delivery service that informatics can make.
In today's health care environment, change is constant. Incorporating informatics into this process

speeds the flow of information between health care providers and patients.
With an electronic and connected system in place, much of that waste can be controlled. From lab
results that reach their destination sooner improving better and well-timed care delivery to reduced
malpractice claims, health informatics reduces errors, increases communication, and drives
efficiency since care having a valid and accurate record that the patient and his care providers can
access remains vital.
Health informatics provides a way for knowledge about patients, diseases, therapies, medicines,
and the like to be more easily shared. As knowledge is more readily passed back and forth between
providers and patients. When patients have electronic access to their own health history and
recommendations, it empowers them to take their role in their own health care more seriously.
Patients who have access to care portals are able to educate themselves more effectively about
their diagnoses and prognoses.
The most important way in which informatics is changing health care delivery service is in improved
outcomes. Electronic medical records result in higher quality care and safer care as coordinated
teams provide better diagnoses and decrease the chance for errors. Medical professionals are able
to increase efficiency, which frees up time to spend with patients, and previously manual jobs and
tasks are automated, which saves time and money.
Health care is undergoing a massive renovation all thanks to technology, and health informatics is
helping to ensure that part of the change results in greater efficiency, coordination, and improved
care.
4. Give suggestions on how to enhance health process.
I suggests incorporating Health information technology (IT) to enhance health processes, it has the
potential to improve the health of individuals and the performance of providers, yielding improved

quality and cost saving. With the use of information technology it helps to organize and analyze
health records to enhance healthcare outcomes.
Health information technology has multiple opportunities for improving and

transforming healthcare which includes; reducing human errors, minimizes risks and harm to
service users, improving clinical outcomes, facilitating care coordination, improving practice
efficiencies, and tracking data over time.
It supports health information management across computerized systems and the secure exchange

of health information between consumers, providers, payers, and quality monitors. Not only this
technology reduce paper cost, it also allows healthcare provider to access relevant patient
information such as medical history, medications, and insurance information, with just the click of a
mouse.

The health information and technology describes the use of computer information systems to
manage the patients’ electronic health records based on electronic health record.
The use of Health information and technology has a huge development in healthcare that is
delivered by providing accurate records. It is used to record, analyze and share patient data record.
It provide enhanced care for patients and achieve health equity. It also increases patient safety,
decreases medical errors, and strengthen the interaction between patient and healthcare providers.
Having a comprehensive patient history empowers doctors to more accurately treat ailments and
prevent over-prescribing medications which can be fatal.

4. What conclusions can you draw from the practice of Health Informatics in the Philippines?
In terms of technology, I believe that the Philippines is not behind. We are following the same
standards (HL7) as other countries. We have the latest medical equipment as well, some even
more advanced than other ASEAN countries.
The field of health informatics in the Philippines is not totally in advance. There are some factors
that hinder the growth of health informatics in the country these includes, lack of health human
resources interested in the field and network infrastructure or IT human resource. Other issues
includes we are still behind in the field of implementation and lagging in terms of legislation as well.
There is still no "supreme push" from the government to start adapting Electronic Medical Records
and Health Information System. Covid-19 crisis proven this. Though, I believe that the Department
of Health is already finding a solution.
Health informatics is the future of the healthcare system in our country, like in the developed
countries, funding from different societies for system development will not difficult as probably
before. With every technology, acceptance at first is slow, but improvement is inevitable.
5. Would you recommend the use of Health Informatics in Cloud for your hospital? Why?
Yes, one of the biggest roles of informatics within health care is finding a way for hospitals, clinics,
and other facilities to deliver patient-centered care. I would recommend it, a cloud-based health
information system can improve management of data by creating a system that is compatible with
all parts of the system.
Cloud technology is not a perfect solution to manage patient care and data in the healthcare
system, yet this technology provides patients and doctors with accessibility to information that can
improve patient care. The cloud also offers a great opportunity to use patient data on a healthcare
informatics scale to draw conclusions about public health thus healthcare systems can take
advantage of this rapidly growing and useful technology. A good health information system will
ensure that the end-users would be able to utilize the system and increase their productivity.
6. How would you help in the propagation of the use of Health Informatics in the Philippines? What
are your recommendations?

With the used of Health Informatics, it really improves healthcare. This ranges from software to
equipment integration. The Health informatics is fairly new so we cannot expect a lot of health
professionals to be that knowledgeable, or even interested. There are already quite a few health
start-ups, since it is still an emerging practice, I recommend that people should invest their time and
effort in it by implementing.
The technology may be implemented over a larger geographic area (such states) data from different
geographic areas may be synthesized allowing the examination of trends from across the areas to
aid in strategic decision making on many levels.
Health Informatics is the use of technology to improve healthcare. This ranges from software to
equipment integration such as a Laboratory Information System, to Video Conferencing
methods for telemedicine.
This is the fact. Technology, in general, makes our lives easier. But of course, before this happens,
Technology complicates our lives first. This is called “Birthing pains”. This has always been the
problem in the development of any technological advancement. I remember the movie of the late
Steve Jobs and the development of Macintosh and Apple computers. Months and years are used to
develop the now well-accepted Apple products. allows patients, doctors and other health
professionals to view, manage and store laboratory results online. It allows the access of
laboratory result information from anywhere through the internet, thus giving the patient more
control over his/her data, and the doctor easier access
For us to answer the question: How can we advance the field of health informatics in the Philippines? We
must first identify the problems in health informatics. Dr. Alvin Marcelo in the article “Health Informatics
in the Philippines” mentioned that there are issues that impede its progress in the country. First, the lack
of health human resource interested in the field. At present, unlike in Medicine, Health Informatics is
only offered, as a Master’s degree in the University of the Philippines- Manila with the main objective is
to develop innovators in the field of Health informatics in the Philippines. With the limited number of
human resources, it is only understandable why the progress of health informatics in the country is slow.
Second, poor or lack of network infrastructure. And lastly, many decision-makers in the health sector do
not yet understand the benefits of information technology. Because majority of health workers are not
exposed to technological advancement in healthcare system, the benefits are not yet known to many.
Other issues include confidentiality and privacy, complexity of the system making it difficult for an
average person to understand, and of course, the issue of funding.
Health informatics in the Philippines is pioneered in the University of the Philippines-Manila with the
establishment of the Medical Informatics Unit (MIU). In 1998, the National Telehealth Center was born
with the objective of developing cost effective tools and innovations in the realm of information and
communications technology (ICT) for improving health care. Its projects include Community Health

Information Tracking System (CHITS), RxBox, National Telehealth Service Program (NTSP) to

name a few. The CHITS is an electronic medical record system developed by the NTHC to improve
health information management at the RHU level. The RxBox is a telemedicine device capable of
capturing medical signals through built-in medical sensors, storing data in an electronic medical record
and transmitting health information via Internet to a clinical specialist in the Philippine General Hospital
for expert advice. Patients in the rural areas can now consult to specialists even without going to Metro
Manila. NTSP is a joint project of the Department of Health and the National Telehealth Center, aimed
at expanding Telemedicine in 4th to 6th class municipalities nationwide. NTSP facilitates consults
between primary care physicians in rural areas and clinical specialists of the Philippine General Hospital
(PGH) using a mobile and internet-based interface and triaging system. All these projects are aimed to
bring rural communities closer to the metro for better healthcare delivery. In addition, with the aim of
generating new blood in Health informatics and formulating a structured learning program in health
informatics, Master of Science in Health Informatics (MSHI) in UP-Manila is developed and has formally
started with its first batch in 2005.
What can be done to advance Health Informatics in the Philippines?
As Dr. Marcelo mentioned it, MSHI is at the centerstage of health informatics in the Philippines. To
increase human resources interested in this field, MSHI should also be offered in other big universities
and colleges in the country, especially in Visayas and Mindanao. As i called ourselves Health Informatics
warriors, MSHI graduates and students are expected to become leaders in this field that collaborate
with other IT professionals to push for organizational and technological changes in health sectors.
Filipinos have now become gadget savvy. In the January 2016 Compendium of Global Digital, Social and
Mobile Data, Trend and Statistics, active internet users in the Philippines reached 47 million, and 48
million Filipinos are active Social Media users. Health Informatics warriors should take advantage of
these informations to increase the acceptance of health informatics in the country. Because people are
using technology already in their daily living, integrating health informatics will not be difficult anymore.
They, with collaboration with system developers, are given a more difficult task to simplify systems and
programs that the average Filipinos will able to accept and adopt. Because i believe health informatics is
the future of the healthcare system in our country, like in the developed countries, funding from
different societies or organization for system development will not anymore difficult as probably before.
With every technology, acceptance at first is slow, but progress is inevitable. Open-mindedness is an
important trait to acquire.

Health Informatics plays many parts in the modern healthcare industry. A cloud-based
health information system can improve management of data by creating a system that is
compatible with all parts of the system such as an Enterprise Resource Planning (ERP)
System. It also deals with the storage aspect, such as cloud-based servers like Microsoft
Azure and Amazon Web Services, which are HIPAA-compliant. User Interface problems
can also be solved as systems are best designed with the cooperation of the end users.
Health Informatics is more than just the system and the technology, it is also very much
involved in the diffusion of innovation. A good health information system will ensure
that the end-users would be able to utilize the system and increase their productivity.
