Division Manager
Contracts and Grants Administrator
I have had simultaneous programmatic, supervisory, and budgetary responsibility
over five diverse units, including Mediation Programs, Finance, Research and Eva
luation, Court Support programs, Information Technology, and Volunteer Programs,
supervising up to 40 employees. I was responsible for revising, rewriting, and
maintaining the policies and procedures manual. This responsibility resulted in
the formation of a cross-functional participatory work group to institutionalize
the process of maintaining the manual. I oversaw the development of and provide
d oversight for a $29 million annual multi-source budget; monitored application
and reporting compliance for $12 million in grants; negotiated, drafted, and mon
itored more than $4 million in contracts; and developed new programs and expande
d existing programs, including dependency mediation, domestic violence, drug cou
rt, and early intervention diversion programs. I routinely collaborated with oth
er court leaders to ensure procedures were consistent with organizational missio
n and vision, provided guidance to unit supervisors on personnel and procedural
issues, brainstormed with them to effectively resolve problems, develop program
goals, and review and monitor progress towards attainment. I provided technolog
ical and financial information to other managers and superiors, reviewed all pur
chase requests, and negotiated with vendors and outside agencies for services an
d products.

* I had programmatic and supervisory responsibility over multiple court departme

departments, ensured procedural efficiency and compliance by staff, and coordin

gning, developing, implementing, monitoring, and expanding a statewide ADR progr
am and efficiently scheduling trials. These two innovations resulted in a reduct
ion of average time to civil jury trial from 5 years to 18 months. I routinely c
ollaborated with unit supervisors on personnel and procedural issues, developed
program goals, monitored the civil jury trial list and attorney preparedness for
trial, advised members of the bar and the public regarding civil procedure issu
es, and performed courtroom duties.
