Items with estimated value < 5 Lacs
with Foreign origin but offered in INR
can be processed without local content
verification requirement.
However No EUC can be provided.
If supplier insist repeatedly, in
exceptional cases, EUC only in DPS
format can be issued.
I/O’s are also encouraged to educate the
prospective bidders that non submission
of bid declaration formats like Annexure
XI, Annexure XI and e_DPS-P-102 or
e_DPS-P-103 A & B will disqualify their
bid.
I/O’s to interact with prospective
bidders/suppliers to explore various
means and options for local value
addition and increase local content to
minimum 20 % in applicable cases.

IRPU will process it with local tender. No
GTE will be issued. As per Public
procurement Policy- Preference to
Make in India (PPP-MII) GFR 2017-
Amendment to Rule 161(iv) dated
15.05.2020.
Against domestic mode tender enquiry,
all bidders must submit local content % if
item is from Foreign origin as per
annexure XI of NIT
‘Class-I Local supplier’ Local content ≥
50%
‘Class-II Local supplier’ Local content >
20% and less then 50%
Local content <20% is treated as ‘Non
local supplier ‘and will not be considered
for procurement in INR.
Services such as Transportation,
insurance, installation, commissioning,
trailing and after sales service support
like AMC/CMC can not be claimed as
local value addition.
If L1 is a non local supplier against
domestic mode tender enquiry, his bid
shall be disqualified and next technically
suitable higher bid of local supplier shall
be considered as per guidelines.
Price variation must be with +/- 10%. In
exceptional cases price variation up to
+20% can be considered with detailed
justification and duly approved by
competent authority.
Beyond +20% the case files is to be
retendered as per CVC guidelines.
If no offer is qualified as local supplier,
the proposal can be put for approval of
Secretary DAE for GTE by HoDIS through
Group Director and Director, RRCAT.
