AWBARE WATER SUPPLY DISTRABUTION AGENCY STRUCTURE

1. INTRODUCTION
The Ethiopian government has focused and embarked on water-centred development strategy as
an urgent response to the need to avert the critical drought and food insecurity problems in the
lowland areas of the country and to hasten the overall socio-economic development. In view of
this, it has given special attention to water resources study, water supply, perennial and spate
irrigation development, drainage and land use study and planning and has identified many large
and small scale projects in its development and transformational plan.

The Somali Regional States possess a unique environmental resources and environmental
problems associated to it. The majority of the population of the region depends on these primary
environmental resources for their livelihood, chiefly the range land ecosystem resources, the dry
wood land resources, the riparian ecosystem resources, and the ground water and aquifer
resources. Environmental resources degradation is widespread in the region with manifestations
in the form of range land degradation, deforestation, soil erosion, water resources or wetland
resources and oasis threatened to the extent of extinction, etc. These and other environmental
resource degradations not mentioned here is vastly affecting the Somali People livelihood in the
study area.

To overcome this The Somali Regional State has adopted a “development corridor” approach
which is successful in Regional States to pursue broad development objectives in response to
recurrent drought affecting the lives of millions of people in the region, the worsening poverty
situation and the need for structural transformation. It is also understood that with the growth
potential, geographical location and the size of its population as well as lessons drawn from the past
years, the role of Somali Regional State is very vital to attain this objective. The first and foremost
activity is to identify available resources in the region. The region have been hit by recurrent
drought, marginalized and unaddressed. But they have immense development potential.
Experiences and encouraging results gained from interventions made in the dry lands of( srs ) have
led us to an improved approach to address key problems of the Somali region, too.

The existence of the water resources regulatory bodies alone, however, could not bring about the
required effectiveness especially in the water resources development activities. maintenance and
other related works. The Enterprise’s specific objectives are indicated as follows.

 To conduct studies pertaining to hydraulics, dams, irrigation, water supply, industry, and sewerage
disposal, roads and buildings.
 To carry out survey and designs and specifications regarding hydraulics, small hydropower,
geotechnical, dam and irrigation structure, medium flood control, water supply, sewerage disposal
and other related works.

 To render services regarding water works and design evaluation


 To render services regarding the preparation of bid and contract documents and selection of
contractors concerning water works and
 To undertake land use and management study
 To engage in other related activities necessary for the attainment of its purposes.

To achieve its objectives, the Enterprise has the following structure.
 Board of Management

 General Manager; and Directors, namely:

o Supporting Services Coordinating Director,

o Water Resources Director,

a) Planning functions

 Planning of projects in line with capacities

 Identifying and preparing project plans

 Identifying projects’ scope and definition

 Providing plans to achieve the projects goal.

 Recommending feasible and cost effective methods for utilizing physical resources

 Assessing follow up of project progress

 Completion and evaluation

b) Administration functions

 Personnel, general service and procurement activities.

 Ensuring that optimal and qualified manpower is available in all activities and in line with the
institutional requirement of the enterprise

 Ensuring that optimal and required equipment and supply is available for all activities in line with
the institutional requirement of the enterprise

 Ensuring that performance evaluation reports of the workers are prepared properly and timely and
used for the purpose of staff development

 Ensuring the properties and assets are properly utilized

 Ensuring the archives, transportation and other office services are adequately provided.

 Follow up repair and maintenance work of vehicles and office equipments.

 Provides adequate building maintenance, janitorial, publishing, communication services.

C) Financial Management Functions

 Prepares and administers annual budget

 Assesses properties and fixed assets according to commercial forms of depreciation annually.

 Prepares annual balance sheet, profit and loss statement

 Prepares cash flow analysis

 Undertakes project accounting

 Adopts commercial methods of receiving and making payment

 Adopts commercial methods of invoicing and debt collections

 Controlling and auditing

3.3. Staffing plan


The staffing plan is prepared in such a way that it could accommodate the manpower
requirement of both the present and the future.

Even though, the boxes are opened it does not mean that it could be filled immediately.
Assigning employees in these boxes shall go through an intense screening to be conducted by
a committee and management. It is only when the situation demands and the management
have firm belief that promotion and hiring takes place.

The management has agreed that vacant posts could be filled by recruitment on the basis of
their efficiency and performance.
