1. Sustainable and Efficient Mass Transportation

As we all know, traffic congestion is one of the leading problems in most of the cities in Metro
Manila and some cities in Central Luzon. The lack of quality infrastructure in the country such as
roads, railways, and effective public transport terminals is one of the biggest causes of traffic in most
places in Metro Manila. The NSCR South Rail serve as the key in which it opens a lot of
opportunities in the country and bring a solution to the existing problems such as the heavy
traffic congestion in the Philippines. The NSCR South Rail can accommodate 68,500 passengers
per day with an average load factor of 78%. Also the SCR will allow riders/passengers from Calamba
to get off at Blumentritt station within just 1 hour, compared with the 2- to 3-hour travel by bus or
the close to 3-hour commute on the PNR line.

By connecting the two regions (metro manila – Laguna), the NSCR South rail can improve their
residents’ access to jobs and thus increase overall productivity. Those with access to the rail line can
explore a wider range of job opportunities that used to be beyond a reasonable commuting time.
Residents of Metro Manila will have easier access to manufacturing jobs in the south, while those
living in the south can commute faster to Metro Manila by rail to work in the service sector. 

Because according to the study of ADB ( Asian Development Bank) the 54.6-kilometer (km)
railway, which will have 19 stations between Blumentritt in Manila to Calamba in Laguna, could
increase the job opportunities by an average of 15.3% for those living in the southern cities and by
8.5% for those residing in Metro Manila.

and traffic along the area. The NSCR south rail was serve as a bridge that will open a lot of
