SCOPE & SPECIFICATIONS OF WORK

NAME OF WORK: -

“BMC for Deputation of M/s GE Power Expert during Overhauling, Servicing,

breakdown and online remote support of GT#1, 2, 3 & 4 Excitation System and SFC
for two years

GENERAL SCOPE OF WORK

The scope involves AMC for Deployment of competent Engineer at site based on request for
overhauling / servicing and breakdown and online technical assistance for trouble shooting of GT
Generator static excitation system and SFC for two years at NCPS, Dadri Gas.Detail scope of works
and other terms and conditions are as follows:-

I. SCOPE OF WORK FOR BOQ 10.10 : The scope involves AMC for servicing & Online
Technical assistance for trouble shooting / Deployment of competent Engineer at site
based on request.

A. Deployment of Engineer for Overhauling/Servicing/ Testing of Static Excitation System

(DAVR) and SFC for the following jobs:
1. Visual Check of all components
2. Checking of Filters

3. Testing pulse generation and amplification.

4. Checking the connections (cable, wires and connectors).

5. Checking for wear on mechanical parts (e.g. Relays, switches/MCBs).
6. Checking the general condition of installation (cleanliness, Oxidation etc.).
7. Power circuit Insulation Measurement.
8. Field breaker servicing, Thirstier bridges servicing, contact replacement (if required) and
commissioning of the same.
9. Servicing/checking of all Electronic Cards, Racks, Connectors and Relays.
10. Test of Internal IO’s.
11. Thyristor Firing Test.
12. Testing the power supplies and measurement circuit
13. Tuning and re-Calibration of all Electronic Modules.
14. Secondary injection and load test in both Auto and Manual channel.
15. All trip logic checking.
16. Setting and response checking of limiters at full load.
17. Dynamic response checking and Tuning of PID of DAVR & PSS.
18. Startup Checks :-
a) Following Checks shall be done during the start-up of the SFC System :-
b) Visual Check of all components.

c) Checking of Filters
d) Air Conditioning functioning including checking of Ambient Temperature

e) SFC Start-up in purging mode.

f) Feeder Runtime Measurement.

g) Unit Synchronization Check and recording.

19. Submission of detail report of testing and checks

B. Deployment of Engineer for attending breakdown in Static Excitation System (DAVR)

and SFC:

1. Break down visit shall be specific based on the NTPC dadri request.
2. On request engineers shall visit site to attend the break down call within 48 hours from the time of
call.
3. The call request shall be means of email and indicate the type of faults in the system.
4. A report on the issue reported and the action taken shall be produced.
 II. SCOPE OF WORK:- BOQ 10.20 : The scope involves AMC for servicing & Online
remote technical assistance for trouble shooting.
1. Technical assistance shall be provided by the GE PC team for troubleshooting the specific
requests raised by NTPC.
2. M/s GE technical support shall work with the NTPC Site engineer team to understand the
issues and provide a possible solution.
3. In case if telephonic support doesn’t solve the issue and then the GE PC engineer shall visit
site to attend to the issue. This visit shall be fall under the Maintenance visit.
4. Total Man hours considered for Online Technical Assistance – 40 Hours for each year.

III. SCOPE OF WORK:- BOQ (10.30): Additional man day

As the number of man days defined for BOQ item 10.10 and 10.20 are fixed, hence
requirement of additional man days on need basis will be provided by the party during any
breakdown / unscheduled work during two year AMC.

IV. GENERAL TERMS AND CONDITIONS

1. Period of contract:-The Period of contract for this work shall be two-year from date of PO
place.
2. GENERAL CONDITIONS FOR EXECUTION OF WORK
a. The contractor shall provide Special T&P required for the Servicing and overhauling
of excitation system. However the defective component to be replaced and the
components including general consumables shall be in scope of NTPC.
b. NTPC shall provide skilled helpers and technicians for shifting of excitation system
components from one location to another and other assistance during servicing/
overhauling period as and when required. However, vendor’s personnel will supervise
and ensure safe handling of excitation system components.
c. Contractor shall be responsible for carrying out troubleshooting/ health checks of the
equipment to the extent of assisting to put back the equipment in service.
3. Local Accommodation: NTPC shall provide free of cost accommodation at site Guest House
subjected to prior request and availability.
4. The contractor shall depute service engineer within 48 hrs period in case of emergency call
from NTPC.
5. Materials to be provided by the contractor:-The contractor has to arrange adequate number of
necessary & special Tools and Tackles required for execution of work of overhauling/
servicing of Static excitation system (DAVR) at his own.
6. Materials to be provided by NTPC
a. Excitation system spares required if any during overhauling/ servicing shall be in
scope of NTPC.
b. T&P required for dynamic response test and DAVR tuning, general measuring tools
viz. oscilloscope, multi Meter, Tong tester etc. shall be arranged by NTPC.
c. Providing of Misc. Consumables like electronic cleaner, lubricating oil, cleaning
material, cloth for cleaning, emery paper, PVC Tapes or any other consumable will be
in the scope of NTPC.

7. Overhauling/ Servicing Report:-The contractor shall submit overhauling report of excitation

system comprising of analysis and diagnosis work carried out during Overhauling cum
Servicing of excitation system.

8. SAFETY
a. The safety of contractor’s total manpower is the responsibility of the contractor.

b. The safety of contractor’s total manpower is the responsibility of the

contractor.
c. The contractor shall provide all the safety equipments to his manpower for
working in plant to avoid any accident.
d. Party to compliance all the safety rules as per clause mentioned in GCC of
tender documents.
V. SPECIAL TERMS AND CONDITIONS:-
1. Agency has to deploy well qualified and experienced service engineer to execute/ supervise
the work and co-ordinate with NTPC regarding all the work as per scope of work of this
contract. The service Engineer should have at least 03 years of experience in the field of static
excitation system (DAVR) overhauling and possess analytical and diagnostic ability in the
problem rectification.
2. Variation clause:
a. Item no 10.10 and 20.10 quantity may vary upto 100%.
b. Quantity for BOQ item no 10.20 and 20.20 are indicative only, however same may be
very on actual work therefore quantity consumption may very upto +-100%.
c. Quantity for item no 10.30 indicative only, however same may be paid on actual
basis.
3. BOQ item 10.10 (20.10 for 2nd year AMC) Includes 2 visits totaling to a maximum of 11 days
in each Year (with variation of + 100 % ) and any additional man days needed apart from the
BOQ 10.10 (i.e. 11day for two visits) will be paid to the party as per item rate of BOQ
10.30.Further ,if number of visits is more than 2 in a year then first variation clause for 10.10
(20.10 for 2nd year) will be applicable.
4. Payment Terms:

a. The payment shall be made within 15 days on submission of Invoice and

certified by EIC after each visit/remote support.
b. 5% of the each invoiced amount will be retained from each visit/remote
support RA bills against compliance to safety rules.
c. Aforesaid retained amount shall be payable in part or full based on safety
compliance duly certified by EIC and Safety-in-charge on yearly basis.
5. Defect Liability Period: This is service contract, hence no defect liability period.
