Dear Delegate or Alternate:

Thank you for serving as a delegate at the State Republican Endorsing


Convention. It is imperative that individuals like you be involved in endorsing
candidates supportive of the North Dakota Republican Party’s platform to
promote sound, honest, and constitutional government and to continue moving
North Dakota forward. I cannot thank you enough for dedicating your time to
this weekend’s Convention.

It has come to my attention that you may have recently received


communication from a rogue group calling itself the “Ad Hoc NDGOP 2022
Convention Rules Committee”. This “Ad Hoc” group is not recognized or
sanctioned by the North Dakota Republican Party (“NDGOP”). This group has
improperly used logos and images from the NDGOP’s official website on its
website and press releases to mislead delegates into believing it is associated
with the NDGOP. I want to make clear to you that these communications
are not from the NDGOP and do not represent the NDGOP State
Committee’s position on the applicable rules for this weekend’s
Convention, and the NDGOP has not consented to or authorized this
rogue group’s use of the NDGOP’s logos and images. The NDGOP is
exploring all legal options to ensure that this group, and any others wishing to
harm the NDGOP and its values, are prevented from doing so.

North Dakota law authorizes the NDGOP State Committee to adopt rules
governing the Convention and endorsement of candidates. Consistent with this
authority, the State Committee has adopted Rules governing this weekend’s
Convention, as well as Rules governing the process for amending the

The State Committee Rules provide that the Convention shall endorse the
Party’s official candidates for the primary election to be held in June. This is
consistent with the NDGOP’s power under state law, which gives the
Convention the right to endorse the Party’s official candidates for statewide
office. Under North Dakota law, candidates who do not receive the
Convention’s endorsement still may petition to run as a Republican in the June
primary election. North Dakota law dictates that the winner of the June primary
election is the NDGOP candidate on the November general election ballot.

The rogue “Ad Hoc” group that sent you the document is proposing
amendments to the Convention Rules seeking to have the winners of this
weekend’s votes recognized as the NDGOP “nominee” on the November
general election ballot, rather than the endorsed candidate for the June primary
election. These proposed amendments are in blatant violation of state election
law, as they seek to circumvent the June primary election and place the
Convention winners directly on the November general election ballot as the
Republican candidate.

You may be wondering how the NDGOP will be handling this rogue “Ad Hoc”
group’s proposed amendments at the Convention. The Convention has already
been called by the State Chairman and the Executive Committee under the
current State Committee Rules. The State Committee Rules require that
prior notice of any proposed amendments to the Rules be given 15 days
before the Convention. No one, including the rogue “Ad Hoc” group, has
given the required 15-day prior notice of any proposed amendments. Any
motion that conflicts with the State Committee Rules and state law will be ruled
out of order and will not be considered.

The NDGOP is a party of law and order, and it will not adopt rules that flagrantly
disregard North Dakota law, procedures that violate our Rules, and the right of
Republicans to choose candidates in the June primary election.

The purpose of the Convention this weekend is to endorse candidates and


instill Republican values in national, state, and local government. The North
Dakota Republican Party is a party of rules, not a party of self-interest. Should
