Tabletop Scenario- Line 3 Possession Management

Name of scenario: Possession Management


Test Case Elements:
1. Line Closure (Cessation of Mainline Service)
2. Switching Off Traction Power
3. Track Possession Handover to Maintenance
4. Track Maintenance Support
5. Allowing a Maintenance Vehicle to enter/exit a possession
Brief description of Scenario:
1. Monday End of Service Train Removal from 3A1 and 3K1.
2. Briefing of staff for the movement of maintenance vehicle within Block 1 possession (West Depot to 3B2
Station)
3. Departure of the last commercial trains from the terminal station.
4. Removal of trains to the depot after train sweeping.
5. Staff Train from East Depot to 3K1 station Platform2 to pick up and drop to 3A1 station platform2 (train will
be removed to West depot after).
6. Stabling of Trains in Mainline.
7. Application of the Signalling Protection for the Block 1 Possession according to the Possession Authority Form.
8. Handover of the Possession Authority Form to the Engineering and Fault Controller.
9. Switching off Traction Power.
10. Authorization of Manual Movement by the Depot Controller for the Maintenance Vehicle from the Transition
Platform of West Depot to Connecting Track 1.
11. Handover of the Maintenance Vehicle Movement from West Depot Connecting Track1 to 3A1 platform1.
12. Authorization of the Manual movement by the Traffic Controller for the Maintenance Vehicle from 3A1
Station Platform 1.
13. Authorized the PIC and the Maintenance Driver to start the activity within the possession area.

Timeline for Block 1 Possession

23:00 hrs Briefing of Night shift OCC Staff including PIC and Maintenance Driver for the
maintenance vehicle movement.

00:56hrs – 00:57hrs Arrival time of the last trains to the terminal stations (3A1, 3K1)

00:53hrs - -00:57hrs Staff Train arrival to 3K1 station (inserted from East Depot)

01:02hrs Staff Train departure at 3K1 (will pick up staff from 3K1 to 3A1)

01:53 hrs Staff Train arrival at 3A1 (station staff will be dropped at the station)

02:03hrs The arrival of staff train to West depot stabling area.

02:02hrs – 02:16hrs EFC switched off the third rail for Block possession 1 (max 13 minutes using SCADA)

02:16hrs Lineside Access will be granted.

SC: Coordinating with the Station Supervisor on the last passenger train.
1. Confirm with the Traffic Controller regarding the departure time and the train number
of the last passenger train from each terminal station.
2. Inform the Station Supervisors of the expected departure time of the last passenger
train to coordinate with other Station Supervisors on interchange stations.
3. Inform the Station Supervisors of the train to be use for the staff.
SS/SA: Upon arrival and departure of the last passenger train from the terminal station.
1. 15 minutes before the departure of the last train in each direction, the you must alert
passengers via the station public address system of the departure times of the last
train and its destination.
2. Ensure the platform is clear after the last train departs.
TC: For Sweeping of Trains in Terminal Stations.
1. Relay the information to the Train Ambassador and the Station Controller regarding
the last passenger train at the terminal station.
2. Advise the time of arrival and train number of the removal trains to make sure trains
will be clear before removal to depot.
3. Coordinate with the Station Supervisor if additional station staff is needed to help the
Train Ambassador with the sweeping of trains at terminal stations.
4. Confirm with the Depot Controller the trains to be parked in mainline.
5. Make sure the parking of trains in the mainline will not impact the Scheduled Block
Possession.
6. Confirm with the Depot Controller from East which train to be use for the staff
deployment and to follow last passenger train to send to 3K1 station.
7. Ensure that the staff train will be stopping each station to board the staff from 3K1 to
3A1 station.
8. Confirm with the Depot Controllers for any maintenance request for the trains to be
send to West Depot from East depot. (Rolling Stock Transfer).
9. Confirm with the Duty Manager once the trains are parked in the mainline and staff
train have dropped the staff in 3A1 station and train has been removed from west
depot.
DM: At the Start of the End of Service Train Removal
1. Confirm with the Controllers that the Station Supervisor has been informed about the
last passenger train from the terminal stations and the train number to be used for
the staff pick up and drop off.
2. Monitor the removal of trains to the depot and parking of trains stable in the
mainline.
3. Check the PAF and confirm the Block2 Possessions for the mainline and depot. Check
with the Engineering Fault Controller all mainline activities that have been booked on.
4. Confirm with the DC and TC the movement of the engineering maintenance vehicle
within the Block2 Possession.

DC: Upon Removal of Trains to Depot:


1. Plan the removal of trains in the stabling area and inform the TC which trains to be
stabled in the mainline which is not part of the maintenance plan activity.
2. Prepare the train from East Depot to be use for the staff train pick up and drop off.
3. Confirm with the DM once all trains are parked in the stabling including the staff train
and movement from maintenance workshop is completed.
EFC: After Pre-booking of the activity
1. Coordinate with the Duty Manager all pre-booked in activities.
2. Distribute the master list of the PTW with LPIC who booked in with the DC and TC.
3. Prepare for the block possession to be given in depot and mainline.

Action sequence: Test Case Element 3 and 4 : Switching Off Traction


Power and Track Possession Handover from OCC to Maintenance
TC/DC: Upon Train Removal is Completed:
1. Inform Duty Manager if the mainline/depot is clear from all train movement and
trains are stabled and secure in the mainline/depot.
2. Apply the Signalling Protection as stated on the PAF and according to the Block2
Possession.
3. Complete and Sign the PAF and hand over to the Duty Manager, then log on the
TC/DC logbook.
DM: Once PAF handed over by TC and DC:
1. Confirm with the TC and DC that all train movements have been completed and trains
have been all stabled and secure in mainline and depot.
2. Check that the Signalling Protections has been correctly applied and accomplished
from the depot and mainline according to the Block2 possession as stated on the PAF.
3. Sign and Handover the PAF to the EFC for the switching off the traction power.
EFC: When PAF is received from DM:
1. Ensure with the Traffic Controller and Depot Controller that the area is clear from
train movements and trains or maintenance engineering vehicles are stabled
correctly.
2. Check that the Signalling Protection is duly accomplished on the PAF and the
switching schedule for mainline and depot is relevant to the block2 possession
handed over by the DM.
3. Proceed to switch off the traction power rail and follow strictly the sequence stated in
the switching schedule based on the Possession Authority Form
4. Follow the step on the switching schedule on the PAF and tick the form.
5. Sign the PAF after the completion of the switching schedule.
6. Give the completed and signed PAF back to the DM.
DM: Once the PAF has been received back from the EFC.
1. Check that the de-energized block possession is correct based on the PAF.
2. Sign the PAF and instruct the TC and DC to allow first the lineside access for any
planned maintenance vehicle movement before giving access to other activity
3. Record the hand-over of possession on the Duty Manager’s log.
TC/DC: Once Track has been de-energized.
1. Confirm on your workstation that the correct block possession has been de-energized.
2. Authorize the lineside activity or any planned maintenance engineering vehicle
movement upon confirmation by the DM that possession is handed over to
maintenance.

Action sequence: Test Case Element 5: Track Maintenance Support


DM: Conduct briefing for Engineering vehicle movement

1. Discuss the procedure of Engineering vehicle movement


2. Start and end of the movement
3. Follow safety critical communication
4. Movement restriction (if any)
5. Follow instruction from OCC
TC,DC, Maintenance vehicle driver & PIC: Attending briefing

1. Understand the briefing

to enter/exit a possession
DC west: Authorizing the driver of Engineering vehicle to proceed for the movement

1. Ensure that the driver is onboard the vehicle with the complete equipment or device
(e.g tetra radio, keys, signage or marker board etc.)
2. Confirm that the vehicle is positive at transition platform (T1)
3. Set route from transition platform (T1) to 3A1 track 1
4. confirm route is set and authorize to move the vehicle with corresponding
authorization to proceed number.
5. Record details of movement in the authorization number to proceed
6. remind driver of the line of sight principle
7. follow lineside signal aspect
8. tell TC1 that the movement of vehicle is until 3A1 and movement to be continued by
TC1 from 3A1 to 3A2
9. Notify ODM for the arrangement of vehicle movement
10. record all details in OCC log

Exiting from block possession;

1. acknowledge handover from TC1 at the connecting area


2. take responsibility of the movement from the connecting area up to transition
platform
3. set route from connecting to transition platform
4. authorize to move the train with the use of authorization to proceed form
5. advise and handover to RSK team movement in depot manual area

TC1: Authorizing the driver of Engineering vehicle to proceed from 3A1 to 3A2

1. confirm exact location of Engineering vehicle (3A1 platform 1, vehicle ID)


2. Set route from 3A1 to 3A2
3. With authorization number to proceed, authorize the driver to move from 3A1 to 3A2
platform 1 and wait for further instruction
4. Tell driver to follow line at sight principle
5. Remind driver to obey line signal
6. Confirm stopping point at the mainline

Exiting from block possession;


1. Confirm from L-PIC that the site is clear, and the vehicle is safe to move out from the
possession
2. Confirm driver is onboard and the line is clear for the movement
3. Set route from current location to depot boundary
4. Authorize to move the vehicle with authorization number to proceed
5. Remind driver to obey line signal and approach any points at caution
6. Handover to DC west

PIC: Maintenance vehicle movement from transition platform (T1)

1. Attend briefing with the ODM


2. Ensure that equipment being carried out (if any) are secured and not out of gauge
3. Understand the sequence of movement
4. Details of the vehicle
5. Communicate with the driver

Exiting from block possession;


1. Clear the line and ensure free from obstruction
2. confirm to TC1 that worksite is clear from tools, staff and equipment
3. Maintenance vehicle driver is on board and ready to move

Maintenance Vehicle Driver : Before movement of maintenance vehicle from Transition


platform 1 (T1)

1. Be certain of the limit of movement where you are required to stop


2. Follow instruction from TC/DC with regards to train movement
3. Follow safety critical communication procedure
4. Do not proceed if instruction is not clear, ask to repeat the message
5. Follow limit of speed stated in authorization to proceed provided by TC/DC
6. Do not move the vehicle until you have been confirmed the location you will drive to
7. Follow line at sight principle
8. Obey line side signal
9. Approach any points with caution and make it sure it is in correct position before
driving through
10. Stop the vehicle if point is incorrectly positioned and report to OCC
11. Stop the vehicle to the location you are required to stop
12. Tell TC1 that you stop at the correct stopping point.

Exiting from the block possession;

1. Confirm from TC/DC that you are onboard the vehicle and ready to move
2. Confirm line is clear
3. Obey line signal
4. Follow speed limit provided in authorization to proceed form
5. Approach any points at cautions
6. Ensure authorization to proceed number has given prior movement

DM: upon receiving information about the train movement

1. Ensure that all staff participated and understand the briefing for the movement of
Engineering vehicle
2. Ensure that all actions are according to W.I/procedure
