Dear Grant Proposal Evaluators,

We are requesting funds to implement a new program into our culinary curriculum that
will not only encourage students to pursue their passions but will even open the door of
opportunity for them to accomplish such passions. We, Declo High School, are requesting
$825.00 to aid us in starting a ServSafe Food Handlers Program in our school. This program will
allow students to gain basic necessary skills in the culinary kitchen that will help them to further
their careers in such fields. ServSafe Food Handlers program is a food and beverage safety
course that provides training for certification. It is provided by the U.S National Restaurant
Association and is accredited by ANSI and the conference for food protection. This program
trains students on hygiene, safety guidelines in the food preparation process and food borne
illness prevention.

As people who have benefited from taking a ServSafe Food Handlers course, we are
more prepared to encourage and support these students as they begin and complete this course.
We have been able to see how taking the ServSafe Food Handlers course gives an advantage
above other applicants in job opportunities and we want to create a classroom experience for the
students to gain these skills. As the students are already being introduced to these skills we think
it is important to apply them in a way that they can put on a resume and use for the future.
Learning the health requirements, proper kitchen etiquette, and safety training is essential for all
food related positions. Students who have a food handlers permit will be a better candidate than
those who do not have one because it is one less thing for the employer to do.

Our goal is to prepare students for their future jobs, career, and everyday life. We know
that including this program into the curriculum at our school will provide the students with a job
straight out of high school. Our school has been finding new opportunities for students to prepare
for the workforce for years and we feel that this is a necessary component to this education and
preparedness. This program will further the education standards for this unit as well as provide
opportunities for deeper thinking, application to everyday life, and workplace opportunities.

Summary of project or grant request: We are requesting a grant of $825.00 to allow Declo High

School the ability to create and implement the ServSafe Food Handlers certification program for

its students.

Introduction & Background

Declo High School has a wonderful academic program that has been molding and changing
students' lives through education since it was organized in 1921. The goal of Declo High school
is to prepare our students to be effective members of society and to achieve their goals for the
future. Helping students to be better prepared for the workforce is one way that we have been
opening doors for student opportunities in the last few years with many programs connecting
students and the workforce. We have seen the benefits of this in the Ag department where the
students have the chance to certify in their welding qualifications to have a headstart in the
hiring process into the workforce.

The town of Declo Idaho is a small rural community in which students drive long distances to
get to school each day. There are approximately 350 people in the city limits but there are more
in the nearby areas that also attend Declo High. The community is very tight knit and gives
plenty of feedback on the current needs of the people, school, and businesses. This allows us to
focus some of our projects and curriculum to meet the needs of the community. It also creates a
great relationship between the community and the students because many parents, business
owners, and leaders have a huge involvement in the students' learning opportunities.

Goals and Objectives


The ServSafe Food Handlers Program addition to Declo High School is looking for a qualified
source to provide funds to the Family and Consumer Sciences program. This program will allow
students the opportunity to gain a head start on their qualifications and to help them prepare for
their future. As students complete the ServSafe Food Handlers Program they will gain hands-on

experiences, go into the workforce with their ServSafe Food Handlers Permit, gain networking
opportunities, and understand the purpose behind food handlers permits in professional kitchens.

The objective of this Request for Proposal is to locate a source that will provide the best overall
value to Declo High School Family and Consumer Sciences program. While price is a significant
factor, other criteria will form the basis of our award decision, as more fully described in the
Evaluation Factors section of this Request for Proposal below.

Submission Guidelines & Requirements


We will have specific guidelines and requirements in place to aid students in comprehension,
retention, and overall completion of the program. Those requirements for the program are as
follows: to be currently enrolled in our advanced culinary arts course Culinary Arts 2. The
guidelines for the program are to help structure the program in a way that helps students to
complete the program successfully with an exam pass rate of 80%. The The guidelines are as
follows: 3 weeks of classroom content learning followed by 3 weeks of hands-on content
learning, 1 quiz a week for 6 weeks reviewing content and assessing student comprehension, 1
guest speaker from the culinary industry, 1 practice exam to be administered 1 week before the
permit test, and finally, 1 ServSafe Food Handlers Permit test.

Project Description

The purpose of this program is to improve the preparedness of the future culinary workforce,
provide students with more opportunities and experiences, and provide training for necessary
permits. Throughout this program our students will learn all of the required content and training
for the ServSafe Food Handlers Permit in the classroom, the school kitchen, and a professional
kitchen. They will understand the required content from classroom training and will apply
required content into kitchen training. Students will also have a professional from the area come
talk to them about the importance of the ServSafe Permit in their kitchen and why it will benefit
them to have it. To prepare for the ServSafe Permit test, students will take quizzes and practice
exams. Students will be able to take the test without having to pay out of their own pocket.

Project Scope

Project Scope is to meet the needs of the community as well as the needs of the students.
Community needs are as follows: the upcoming workforce is not prepared with correct
qualifications for job openings, there needs to be more connection between workforce and
education, and local businesses are struggling to find passionate workers.

The criteria set forth below should be met to achieve successful completion of the project:

4. Have all students take the ServSafe Food Handlers Exam

Budget

Declo High School’s budget for the ServSafe Food Handlers program is $825.00. Of that
$825.00, $180.00 of that is for ServSafe Food Handlers guides in English. $45.00 of that is for
ServSafe Food Handlers guides in Spanish. Over 70% ($600.00) of the budget will go towards
the ServSafe Food Handlers online course and assessment bundle.

Evaluation Factors

Declo High School will rate proposals based on the following factors, with cost being the most
important factor:

4. Cost, including an assessment of total cost of ownership.
5. Technical expertise/experience of bidder and bidder’s staff

Declo High School reserves the right to award to the bidder that presents the best value to Declo
High School as determined solely by Declo High School in its absolute discretion.
