Introduction

In today video, we will cover the more important national


aviation bodies. We will also cover what is CAAS and its role.

Civil Aviation Organisations

Article 12 of the Convention states that: “Each state shall keep its
own rules of the air as uniform as possible with those established
under the convention, the duty to ensure compliance with these
rules rests with the contracting state”

National Aviation Authorities

Roles & Responsibilities:

• To prescribe airworthiness requirements and procedures in


their respective States (Nations);

• To communicate with all stake holders (example: aircraft


manufacturers, parts manufacturers, airlines & service
providers) via published technical regulations, standards,
circulars etc.;

• To regulate aeronautical material, design and manufacturing


organizations and aircraft operators.; and

• To certify aeronautical material and design organizations.

Singapore Civil Aviation Governance

Civil aviation matters in Singapore are regulated by the following Acts


established by the Parliament.

1. Civil Aviation Authority of Singapore Act;

Civil Aviation Authority Acts of Singapore

Civil Aviation Authority of Singapore (CAAS) Act

• establishes CAAS as a statutory body

• empowers it to promote and regulate aviation safety, air transport


and air navigation and to develop and manage airports and airport-
related facilities. (Governance)

Air Navigation Act of Singapore

• to provide for the control and regulation of aviation


• to maintain, enhance and promote safety and security in civil aviation
• provide for the implementation of Singapore’s obligations under the
Chicago Convention

Air Navigation Order (ANO)

• The ANO is the subsidiary legislation of Air


Navigation Act and together with the Act, it
gives effect to the "Chicago Convention“.
• Contained 89 paragraphs under XI parts.

Summary

• National Aviation Authorities main responsibilities are to


prescribe airworthiness requirements and procedures in their
respective States (Nations) and to communicate with all stake
holders (example: aircraft manufacturers, parts
manufacturers, airlines & service providers) via published
technical regulations, standards, circulars etc.;

• Examples of National Aviation Authorities are FAA, EASA and


CAAS.

• Air Nav Act provide for the implementation of Singapore’s
