Singapore Airworthiness Requirements (SAR)

The Singapore Airworthiness Requirements:

• issued under Singapore Air Navigation Order.


• sets out the minimum requirements, in respect of airworthiness
of aircraft, aircraft engineering and maintenance requirements,
licensing of aircraft maintenance engineers and the approval of
persons and organisations
• must be complied with in addition to obligations imposed under
the Air Navigation Order.

Chapter 1.3 Pursuant to para 4 of the


Singapore ANO, this chapter prescribes the
requirements for registering of aircraft in
Singapore.

SAR: Registration of aircraft

• Proof of cancellation of foreign registration or, for a new aircraft,


proof that the aircraft has never been registered elsewhere must
be submitted,

• One-off exercise unless there is a change of ownership.

• Registration of an aircraft does not permit an aircraft to fly


without a valid Certificate of Airworthiness.

SAR: Certificate of Airworthiness

Pursuant to para 7 of the Singapore ANO, this


chapter prescribes the requirements for the
issue of a Singapore Certificate of
Chapter 2.2
Airworthiness.

SAR: Certificate of Airworthiness

• the aircraft meets the Singapore airworthiness requirements

• must have a type certificate that has been accepted by the DGCA ,

• all work on the aircraft undertaken by a licensed aircraft maintenance


engineer. A Certificate of Release to Service shall be issued and attached
to the log book or other approved records together with full particulars
of the work done.

SAR – Engineering and Maintenance Adminstration

This chapter prescribes the requirements


for the preparation of:
Chapter 4.3
• Maintenance of
schedules; and
• Systems of control over maintenance on
aircraft.

SAR – Engineering and Maintenance Administration

• The periods at which the aircraft, its components, equipment


and their installations shall be inspected, the extent of each
inspection, and practices and procedures to be followed .

• Procedures and documentation for certification of all checks


and inspections, issue of a Certificate of Maintenance Review
and issue of a Certificate of Release to Service.

Pursuant to para 9 of the Singapore ANO, this


Chapter 4.3 chapter prescribes the requirements for the
Appendix 1 issue of a Singapore Certificate of
Maintenance Review.

SAR – Issue of CMR

Certificate of Maintenance Review:

• All maintenance requirements prescribed by the approved


maintenance schedule, including requirements on all lifed items
and out-of-phase checks or similar special checks, have been
complied with.

• All mandatory modifications and inspections have been complied


with within the prescribed time periods.

• All entries in the technical log have been rectified or deferred in


accordance with procedures approved by the CAAS.

• All required CRSs have been issued.

SAR- Certificate of Release to Service

Certificate of Release to Service:


• Certified that aircraft fit to fly after completion of maintenance
work
• Contains:
• Basic details of maintenance done
• Date done
• Party carry out the maintenance
• Any limitations to operations

Summary

• The SAR sets out the minimum requirements, in respect of


airworthiness of aircraft, aircraft engineering and maintenance
requirements, licensing of aircraft maintenance engineers and
the approval of persons and organisations.

• Failing to meet SAR will face suspension of licenses and/or


penalties.

• Certificate of Maintenance Review required all maintenance


requirements prescribed by the approved maintenance schedule,
including requirements on all lifed items and out-of-phase checks
or similar special checks, have been complied with.

• Certificate of Release to Service certified that aircraft fit to fly


after completion of maintenance work
