1. Where the flight or operating characteristics of an aircraft or its components


have been affected by maintenance or other work, how can the aircraft be
released to service?

It must be certified as fit for flight and tested in accordance with an approved test
schedule, under the certificate of fitness for flight (CFF).

2. What certificate has to be provided with an aircraft component before it can be


fitted on aircraft?

Authorised Release Certificate.

3. What is the period of validity for a Certificate of Fitness for Flight?

7 days

4. Operators shall submit maintenance schedules, detailing the maintenance required


at specific intervals on the aircraft, to the Authority for approval. State 3 information
that maintenance schedules contain (other than owner, make, and nationality of
aircraft)?

o Procedures for recording aircraft time in service.

o Periods, practices and procedures at which aircraft, components, equipment


shall be inspected.

o A schedule detailing components or equipment which are to be overhauled or


retired from service at specified calendar (elapsed) time, or flying time periods
or other approved service life period.

5. Operator shall provide a system of maintenance control for aircraft. State 3


information that this system contains.

 Condition monitoring and reliability programmers for aircraft systems,


components, power plants and structural integrity programmed.

 Approved specification and/or grade of fuel, oil, water methanol, hydraulic


fluids, oxygen, etc.

 Procedures for use of aircraft components, equipment and materials in


maintenance when an aircraft is away from Singapore.

6. What is the importance of a Certificate of Maintenance Review?

 the aircraft was in compliance with the requirements of the maintenance schedule


approved by CAAS.

 that all modifications and inspections classified as mandatory had been satisfied.

 that defects entered in the technical log had been rectified or deferred in accordance
with approved procedures.

 that all Certificate of Release to Service had been issued in accordance with the
Singapore Airworthiness Requirement.

7. What are the validity periods of Certificates of Maintenance Review for

a. aircraft above 2730 kg MTWA and

 CMR shall be issued for a period of 4 calendar months unless a different


period has been approved by the authority.
 CMR may be reissued as many times as necessary, but its validity must never
exceed 4 months.

b. aircraft below 2730 kg MTWA?

 Private Category Aircraft.


 CMR shall be issued for a period of one year and must be aligned with the
renewal of the Certificate of Airworthiness.

8. What are the pre-requirements for a CMR applicant?

Persons seeking authorization to issue CMR shall:


• Hold a SAR Section 7 license in at least 2 categories.
• A: Aircraft/Airframe
• C: Engines
• E: Electrical
• I: Instrument
• R: Radio
• hold a SAR-66 Category B1, B2 or C license, or
• hold a foreign approved license with equivalent privileges acceptable to the
Authority.
Shall also have at least 8 years’ experience of aircraft maintenance, which includes
at least 2 years’ recent experience involving the certification of maintenance of the
aircraft.
Validity of Authorizations
• Remains valid only if the license holder remains in the employment of the
maintenance organization he/she is working in.

9. State 3 conditions that allow an aircraft or equipment defect to be deferred.

• Deferment is in accordance with the provision spelt out in the Minimum Equipment
List.
• Defect is related to a cabin item which is not safety-related.
• Defect is allowed in the Maintenance Manual or Structural Repair Manual.

10. State 5 entries that are required to be recorded in the technical log of an aircraft.

 Flight Information – Date & Time of Flight began & ended


 Aircraft Servicing Information – Record of Fuel & Oil put into aircraft
 Maintenance Information -  Certification of checks & inspections made
 Aircraft Repair Information -Record of deferred defects and stating any
conditions relevant to operation of the aircraft, including the certification by an

11. State 5 types of aircraft records that are to be maintained by the operator.

12. The following aircraft records must be kept for how long?

a. Total time in service of aircraft components which are subjected to mandatory


life limitations.
 Records to be kept for 2 years after the date the aircraft or component has
been destroyed or permanently withdrawn from service.

b. Detailed maintenance records to show that all requirements for the signing of
the certificate to release to service have been met

 Records to be kept for a minimum period of 2 years after the signing of


the certificate of release.

13. What is a duplicate inspection?

 An inspection first made and certified by one qualified person and then
repeated and certified by a second qualified person.

14. Why are duplicate inspections necessary?

 Required of all work which, if not completed correctly, could affect the
safety of an aircraft.
 Examples include Flight control system, Landing gear system, Engine
control system.

15. Testing of magnetic compasses on aircraft needs to be carried out following


what maintenance actions on that aircraft?

 Replacement of an engine, removal or replacement of any magnetic material which


may affect the accuracy of a compass.
 Installation of a new electrical system or major modification to an existing system. 
 Installation of equipment likely to have a strong external magnetic field. 
 Replacement of equipment likely to have a strong magnetic field.
