In order to improve the air quality of Shanghai, the implementation of ship emissions control
area and the development of Shanghai international shipping center green activity has been
noticed according to the Ministry of Transport "Pearl River Delta Yangtze River Delta, Bohai
(Beijing, Tianjin) to implement the Marine Emission Control Areas Program "(Maritime transport
letter [2015] No. 177)
(Hereinafter referred to as" the Ministry of transport, "implementation plan") and the Ministry of
transport on the Yangtze River Delta region to support to reply notice the core port of the first
implementation of ship emissions control area"(Maritime transport letter [2015] No. 843) of the
relevant requirements, the Shanghai Municipal people's Government Office issued the
"Shanghai implementation of the working plan of ships emission control area" (??? [2016] No. 7)
(Hereinafter referred to as the "Shanghai city working plan"), the relevant requirements of notice
as follows:
1, The city's port area (including sea and inland waters) from April 1, 2016 will be the first to
implement measures which is high level ship emission control requirements.
2, Except military vessels, Sport boats and fishing vessels. All other vessels sailing in the port
area of the city, berthing, ship operations must strictly follow the transportation department
"Implementation Plan" and the Shanghai city’s relevant requirements of the "Working Plan".
3, The International Ship and domestic coastal vessels shall meet with international maritime
conventions and Shanghai, "Working plan" requires the bunker.
From April 1, 2016, ships moored in the Shanghai area berth (except for one hour after arrival
and one hour before departure in port, the same below) should use the fuel with sulfur content
not exceed 0.5%.
4, River boats and Lake vessels shall use in line with GB 252 standard diesel fuel, prohibit to
use the residual oil
From January 1, 2017, the city official boat, Huangpu river cruise ships, passenger ferries,
harbor operate vessels, coast guard including a core section of the Huangpu River and Suzhou
river (central Link within the segment) in navigation, berthing, ship operations sulfur content of
diesel fuel used should be no higher than the country IV standard car diesel oil
5, Shanghai transportation committee and Shanghai Maritime department target to Shanghai
ship emissions control area to monitor the implementation of the assessment, after
government approved, timely announcements in advance take time the following measures:
(1) The ships into the emission control area shall use the fuel with sulfur content not
exceeding 0.5%
 (2) The ships berthing shall use the fuel with sulfur content not exceeding 0.1%
(3) The ship entering to the emission control area shall use the fuel with sulfur content not
exceeding 0.1%

6, The ship can be taken to shore power approved by the maritime administration. The use of
clean energy and other alternative measures equivalent emission control requirements.
7, According to Shanghai city, "work program" and the transportation and communication
department relevant demand maritime management association, harbor administration
management department need to base on its job responsibility to strengthen the supervision
and management of “Ship emission control zone”.
The respective supervision management (Including exemption or free of liability) regulation shall
be announced later.
8, This notice is valid until December 31, 2020.
