 Are international leadership and worldwide essential if we expect to protect the world’s

energy resources for future generations, as the author maintains? As the saying puts, “There
are a thousand Hamlets in a thousand people’s eyes”, people, of different backgrounds and
with distinct experiences, will definitely view the subject from different perspectives.
Complex and controversial as the issue is, it is unreasonable for the author to harshly drive
to the conclusion that it is unrealistic to expect individual nations to make, independently,
the sacrifices necessary to conserve energy and only international leadership and worldwide
cooperation are essential ways to protect world’s energy resources. As far as I am
concerned, to analyze the proposition comprehensively and convincingly, the final judgment
should depend on the case-by-case basis, that is to say, we should discuss the claim
according to different areas, divided into experiment-based areas which include economics,
politics and so on and theory-based areas such as math, physics and engineering. On
balance, my points of argument and convention with the author involve the fundamental and
deep analysis as discussed below.

On the one hand, I would like to admit that this statement, although suffers from some
drawbacks, has a great deal of merits in some cases in which the implicit rationale behind it
accords with common sense and our experience in daily life. After all, selfish is people’s
instinct. Like people, all nations will put their own interests at the first place, and thus how
can you count on a nation to make sacrifice to reserve energy resources while other nations
do not. In this situation, international leadership and worldwide cooperation which can put all
nations together to protect energy resources are quite crucial. OPEC is one of the best
examples. OPEC, the Organization of Petroleum Exporting Countries, is an international
organization of eleven developing countries that are heavily reliant on oil revenues as their
main source of income. Since oil revenues are so vital for the economic development of these
nations, they aim to bring stability and harmony to the oil market by adjusting their oil
output to help ensure a balance between supply and demand. In the long term, the stabilized
out-put helps to cease the problem of over-refining and over utilization of oil energy.

Furthermore, if nations not work together to reverse energy resources but only think about
themselves, the developed nations with limited recourses will plunder recourses which it
needs at present and in the future from the development nations with ample recourses.
What’s worse, their fights for resources may lead to wars.
 

On the other hand, recognizing that a more applicable choice must incorporate different
aspects of the issue as sufficient as possible, I have to point out the author overstates the
significance of international leadership and worldwide cooperation concerning protecting
recourses, and fails to take account other essential factors. In short, this assertion is
problematic in two aspects. The first argument – the one that I think the most compelling –
is that the author overemphasizes the effects that international leadership and worldwide
cooperation can make on protecting resources, that is to say, international organizations do
not always help to protect energy resources, in contrast, they are likely to consume a great
deal of energy resources. For instances, there are some problems international cooperation
cannot solve. For example, most countries of European Union which is an economic and
political union have been developing and using automobiles which are highly energy efficient.
The second argument – it might has been noticed by others – is that in some occasions, it is
not unrealistic for individual nations to make sacrifices necessary to conserve energy
independently. Factors other than international leadership and worldwide cooperation have
driven individual nations to conserve energy resources for own benefits in the future.
Accordingly, I tend to concede that when it comes to some certain circumstances it is
partially appreciate.

In the final analysis, the issue is a complex one which requires objective judgment and thus
should never be determined indiscriminately. So different are the personal experiences and
emotional concerns among people with diverse culture that thousand individuals might hold
thousand opinions. According to me, international leadership and worldwide cooperation are
of great significance to protect the world’s energy resources. But meanwhile we should not
ignore the sacrifices of conserving energy resources made by individual nations.
The primary responsibility of citizens is to obey their nation’s civil and criminal laws.

I completely agree with the above opinion because I believe that the primary responsibility of any good
citizen is to respect the constitution of his or her country and obey the laws as laid down by the
constitution. Nation’s civil and criminal laws are formed to protect the interests of every citizen in the
country and hence by following them, every citizen is contributing in his or her own way to maintain
peace, law and order in the society, which leads to prosperity.

First, as stated above, by obeying the civil laws, a citizen will not only help in maintaining good law
and order but also in reduction of costs that is used for the purpose of marinating law and order. For
example, if most of the citizens in the country follow all the traffic rules then there is no need to have
huge number of traffic cops. These cops can be deployed in other resource intensive activities while
the budget allocated for traffic maintenance can be used to develop infrastructure such as repairing
roads or construction of new roads etc. It will serve the twin benefits of cost reduction and efficient
utilization of resources.

Second, by obeying the criminal laws, a citizen will help to reduce the crime rate in the country. The
reduced violent incidents will help in boosting the confidence of the citizens and the whole society will
feel uplifted and empowered. Any country will definitely thrive in this kind of environment, leading to
its economic growth.

On the contrary, imagine a situation where all the citizens of a nation fail in their duties of obeying the
nation's laws. What will it lead to? It will certainly lead to complete anarchy and chaos in which even
one single person will not be able to live in peace. That country will not sustain for long but will suffer
from economic failure and finally deteriorate towards a failed state.

In conclusion, I would like to state that it is of paramount importance for a citizen to obey the nation's
civil and criminal laws as it leads to many benefits for the country as a whole and also for citizens as
individuals. However, failure to obey the nation's civil and criminal laws will lead to anarchy and chaos.
So we can conclude without an iota of doubt that, one of the primary responsibilities of citizens is to
obey their nation's civil and criminal laws.
