r 16 years in an elected position as City Councilor (14 years) and State Represe

Motivated, self-starter with significant experience in managing and implementing
plans to assess the conformance of products and services to the agreed upon req
uirements. I have used statistiical analysis to assess conformance, and to pinpo
int areas for improvement. I believe these skills could be utilized to help us e
nsure that products and services delivered to the public can be delivered on tim
e, on budget, and meet the end-user needs. With smaller budgets, I believe this
can add real value. I was a certified Six-Sigma Specialist at Raytheon.

DETAILED EXPERIENCE ON MEASURING AND IMPROVING PERFORMANCE:
* I have experience in breaking down data to show where a process can be improve
d. Have utilized Microsoft Project to assess complex weapons systems projects to
assess which tasks and sub-tasks are on schedule and within budget, and show ac
tions needed to keep on schedule.
* Generted reports on the health of a project. Defining what % of tasks are earl
y, on time, or late, for example, are good indicators of how a large project is
progressing toward an on time delivery.
* Assessed the compliance of vendors to see who normally delivers superior prod
ucts, and services, and used the data to update the approved vendor rating syste
m for future projects.
* Reviewed engineering and manufacturing data to help drive improvements. Lookin
g at the number of engineering changes during the manufacturing phase, for examp
le, shows that a more robust design review process would be beneficial. This cou
ld easily be applied to large public works projects.
