Health- Program Specialist

Primary Functions of Position

As a qualified professional in Program and Community Development, the Program


Specialist/Community Health works under the general supervision of the Peace
Corps/Peru Program Director of the Community Health Project, with oversight from the
Program and Training Officer. The Program Specialist has responsibility for assisting with
the planning, development, implementation, monitoring and evaluation of the Community
Health Project.

Serves as the main support for the Program Director/Community Health in the
supervision of Volunteers, providing administrative and technical support for an average
of 50 - 55 Community Health Volunteers in the field per year.

Implements approved activities that provide continuous programming and training


support for project staff and Volunteers, under the general supervision of the Program
Director/Community Health.

MAJOR DUTIES AND RESPONSIBILITIES:

I. Project/Program Support
 Responsible for supporting the Program Director/Community Health with
preparation and review of all project documentation, project plans, ministry/host
agency agreements, and monitoring and evaluation documentation. This includes
conducting research from published materials. Assures completion of all aspects
of assigned project documentation.
 Assists with the completion of all aspects of Volunteer program documentation,
including the collection, summarization, and distribution of Volunteer Quarterly
Reports (VRT) and the collection and summarization of program data for the
Project Annual Report (PSR) for Peace Corps Headquarters.
 Responsible for carrying out site development and Volunteer visits as assigned, in
coordination with the Program Director/Community Health.
 Responsible for maintaining and utilizing a variety of contacts in order to obtain
project resources and for managing all aspects of these transactions.

 With guidelines from the Program Director/Community Health, assists with the
organization and implementation of project-related training workshops and national
and regional workshops and conferences with host country agencies. Assists in
the preparation of all needed documentation.
 Assists with program coordination with the Training Manager of Pre-Service
Training (PST) and In-Service Training (IST) for Volunteers. Supports and
facilitates the PST and IST training processes and participates in the post-
evaluations of the effectiveness of training programs.

II. Administrative and Volunteer Support


 Provides technical assistance and guidance to assigned Volunteers through site
visits, phone calls, e-mails, and during appointments in the office.
 Provides Volunteers with counseling and personal support consistent with Peace
Corps policy.
 With general guidelines from the Program Director/Community Health, assists with
the preparation of training agendas, related materials and schedules for sector
conferences and workshops for Volunteers and agency counterparts. Attends
specified sector workshops.
 Responsible for maintaining project libraries by technical areas used by
Volunteers.
 Responsible for helping to prepare technical reports to host country agencies, as
required.
 Manages equipment and materials assigned to the project, ensuring they are
available on a timely basis to Volunteers or Peace Corps staff.
 Attends Completion of Service Workshops.

III. Other Duties


 Performs administrative support duties as requested and assigned.
 Responsible for helping to develop systems for site development and Volunteer
placement with host families, ensuring that these procedures are followed.
Ensures that Volunteers are placed in suitable communities and are provided with
adequate housing that meets the standards for habitability, safety and security.
 Monitors Volunteer’ compliance with Peace Corps policies, especially related to
safety and security, and takes corrective actions as necessary
 When requested, attends administrative staff meetings, in-service trainings, and
retreats.
 Participates as staff support on assigned Volunteer Initiative Committees.
 Incumbent will perform any other assignment that will be considered as necessary
by his/her Supervisor.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
a. Education: Bachelor’s degree in Social Sciences, Community Health, Rural
Community Development, or a related field.
b. Prior Work Experience: Three years progressively responsible experience in
program development, rural community development, and/or public health and
HIV/AIDS prevention.
c. Post Entry Training: Peace Corps on-the-job training. Periodic program workshops
offered by Peace Corps.
d. Language Proficiency: Level III English (good working knowledge) and level IV
Spanish (fluent) ability is required.
e. Knowledge: In-depth understanding of developmental plans and project-specific
organizations in Peru. Understanding of the Peruvian government’s objectives,
priorities and structure. Thorough knowledge of Peace Corps regulations and
operations. In-depth understanding of U.S. and Peruvian cultures, including areas of
cultural diversity.
f. Skills and Abilities: Ability to maintain good working relationships with Peace
Corps staff (American and local) and Volunteers. Ability to develop and maintain
mid-level contacts within the host government, international aid agencies, and
private sector. Ability to plan, organize and execute projects and to prepare
precise, analytical reports. Ability to work in cross-cultural training settings and to
develop training sessions and schedules. Strong interpersonal and cross cultural
skills. Ability to render advice employing sound judgment within Peace Corps
guidelines. Basic computer skills (Microsoft Office) required.
