Associated accessories are Ti Corp OC spray can, Ti Taser, IR modified Glock 22 pistol or Ti simulator pistol, baton. Sterlize room and participants of all lve fire lethal and less-lethal tools. Classroom portion: Sterilze all people present of any live-fire weapons, tasers, and OC spray. Review the materials that will be used as reference throughout the scenarios, to include the Response to Resistance Policy, Graham factors, Tennessee v Garner. Highlight the changes in the Response to Resistance Policy, including but not limited to, use of deadly force and totality of the circumstances. Brief Deputy on how to interact with the scenario and encourage them to offer feedback as they are going through the scenario, to verbalize if they would do something differently that how itis being presented in the video scenario. Encourage Deputies to think their way through the entire scenario and allow them to use different approaches or tactics than what the video presents. 1. Scenario involving successful de-escalation; less-lethal. a. Deputy will engage a scenario that requires verbal commands and the potential use of 0C or Taser to successfully gain compliance from scenario subject: b. Scenario should be able to be resolved without use of force above verbal commands, or verbal commands and presentation of a less-lethal tool such as OC or Taser. Deputy articulates his/her chosen use of force or verbal commands in accordance with departmental Response to Resistance policy and state law. d. Debrief and discussion. Hl. Scenario involving successful de-escalation; lethal. a. Deputy will engage a scenario that requires verbal commands and the potential use of deadly force. Scenario should be able to be resolved without use of force above verbal commands and articulation of deadly force consequences. Deputy articulates his/her chosen use of force or verbal commands in accordance with departmental Response to Resistance policy and state law. 4d. Debrief and discussion. IIL Scenario involving unsuccessful de-escalation; less-lethal. a. Deputy will engage a scenario that requires verbal commands and the presentation of a less-lethal tool, such as OC, Taser, or ASP. b. Be sure participants retrieve live-fire weapons and tools prior to returning to the street Instructor Bios: Deputy kim Heath-Chudwin has been a Will County Sherif’s Deputy for 18 years and is the department's Range Master. With Will County, Dep. Heath-Chudwin has two years of corrections experience, 8 years of patrol experience, and has been the Range Master for 8 years. Dep. Heath- ‘Chudwin was an FTO while in Patrol, has instructor level training for use of force, ess lethal shotgun, rapid deployment, MACTAC, and has been a firearms instructor for 16 years. In addition to running the range, she is the lead firearms instructor and weapon armorer for the department. Dep. Heath-Chudwin teaches pistol, patrol rifle, women’s shooting skills classes, and use of force classes for the department, and local state training MTUS. She has taught at conferences for ILEETA, Ohio Tactical Officers’ ‘Association, and the Illinois Tactical Officers’ Association. Dep. Heath-Chudwin is also trained in basic ‘SWAT, designated marksman, less lethal shotgun, vehicle COB, and is a Master Tactical Patrol Officer, certified through Illinois Tactical Officer's Association. She has attended Force Science institutes’ Use of Force analyst training and Realistic De-escalation Instructor training, Dep. Jeffrey Jere has been a Will County Deputy for 19 years and has been in law enforcement for 21 years. Dep. Jer? is assigned to the training unit and has been a use of force instructor since 2006 He is also a Firearms Instructor, Active Shooter Response/Rapid Deployment instructor, Rescue Task Force instructor, MACTAC instructor, Bleeding Control/Trauma Management instructor and Taser instructor. He is also an Illinois Active Threat Master Instructor. During his career he has been a Field Training Officer, Crime Scene Investigator and Traffic Crash Investigator. He is a Crisis/Hostage Negotiator on the departments SWAT team and a member of the Departments Honor Guard. Detective Jon Kane has been a Will County Deputy for 4 years, and in law enforcement for 15 years. Det. Kane is a state Use of Force instructor and certified Rapid Deployment instructor, and has taught both. He is also a certified firearms instructor, range officer and Glock armorer. Det. Kane is also 2022 Scenario based use of force training using the TI Corp., Use of Force simulator. a certified instructor through the US Army, and teaches annually at the US Army Intelligence Center for Excellence (USAICoE), Counterintelligence Agent Course at Ft. Huachuca, AZ. Deputy Anthony Baker has been employed with the Will County Sheriff's Office since 2017 and hhas worked as a Police Officer in llinois since 2015. Dep. Baker maintains an active role at the Sheriff's Office as a Patrol Deputy, Field Training Officer, Firearms instructor, Use of Force Instructor, and Immediate Trauma Care Instructor. Anthony also serves as an Operator on the WCSO SWAT Team, Marine Unit, and the ILEAS WMD Special Response Team. Anthony has assisted in providing the Sheriffs Office Training in the above areas through coordinated efforts with the Training Division. Anthony has participated in instruction with several scenario-based trainings, as well as being involved in several Critical Incidents and SWAT Operations. Lt. John Allen is employed with the Will County Sheriff's Department and has worked as a Police Officer in the state of illinois since 2009. Lt. Allen has an active role at the Department as a Patrol Sergeant, Field Training Officer, Firearms Instructor, Use of Force Instructor, Rescue Task Force Instructor, and an Immediate Trauma Care Instructor. He also serves as an Operator on the SWAT team, and as the Sniper Team Leader. John has assisted in providing the Department training in the above areas through coordinated efforts with the department's Training Division. John has further been involved in and created numerous scenario-based trainings in addition to being involved in several critical incidents and SWAT operations. Deputy Stortz has been with the Will County Sheriffs office for 12 years. Deputy Stortz is a Use (of Force Instructor and has also taught Tactical K-9 Traling, K-9 Utilization, and Perimeter Development. He is certified in Use of Force Instructor, SWAT COB, K-9 Man-Trailing and Tactical Casualty Combat Core. Deputy Stortz isa K-9 Handler(Sloodhound), SWAT Operator and Marine Unit Operator. Deputy Hindman has been employed with the Will County Sherif’s Office since 2016 and has, ‘worked as a police officer in illinois since 2010. Deputy Hind man maintains an active role at the Sheriffs Office as a Patrol Deputy, is certified as a Use of Force Instructor and Field Training Officer. Deputy Hindman has assisted in providing the Sheriff's Office training in the above areas through coordinated efforts with the Training Division. Deputy Hindman has participated in instruction with several scenario- based trainings, as well as being involved in several critical incidents. Deputy Brandon Doyle has been employed with the Will County Sheriff's Office since June of 2016. Dep. Doyle maintains an active role at the Sheriff's Office as a Patrol Deputy, Firearms Instructor, Use of Force Instructor, and Enhanced Diversionary Device instructor. Brandon also serves an Operator on the WCSO SWAT Team, SWAT Technology Response Unit, and the ILEAS WMD Special Response Team. Brandon has assisted in providing the Sherif’s Office Training in the above areas through coordinated efforts with the Training Division. Brandon has participated with several scenario-based ‘trainings, 2s well as being involved in several Critical Incidents and SWAT Operations. 2022 Scenario based use of force training using the TI Corp., Use of Force simulator. Set. Ben Gilbert began his law enforcement career in 2008 and has been a member of, the Will County Sheriff's Office since 2015. Sgt. Gilbert is a certified Use of Force Instructor and has also worked as an AXON Taser instructor and field training officer. Dep. Houlihan has been a Will County Deputy/police officer for approximately 9 years. Dep. Houlihan isa certified use of force instructor and has also taught pistol, rifle, and ballistic shield. He is also State certified firearms and rifle instructor as well as Glock/AR armorer. Mark has been a member cof Will County SOG/SWAT for two years and assigned to the Gang Suppression Unit for 3 years. Dep. Houlihan has attended the Mid-South Institute combat shooting/40hour live fire COB course and Chicago SWAT 5 day Shield operator class as well as several firearms courses. Deputy Houlihan is prior Ar Force enlisted Security Forces and Combat Arms where he was also certified as Range instructor/safety officer, armorer, and armory operations. Dep. Adetheid Connolly has been a Will County Deputy for 11 years. Dep. Connolly is a use of force instructor and firearms instructor for the department. She has taught multiple yearly firearms {qualification courses and in house firearms related training. Dep. Connolly is a Glock armorer and AR 15 armorer. Deputy Connolly is also a critical incident stress management peer and has taken part in many nt debriefings with Joliet police department, Mokena Police Department and University Park Police Department. Deputy Connolly has also taught multiple in-house training courses for the Auxiliary ical Incident stress management/resiliency and in body searches. Dep. Gabrielson has been a Will County Deputy for almost 19 years. Dep. Gabrielson is a Use of Force instructor and has also taught as an instructor of Defensive Tactic, Rescue Task Force, and Oleoresin Capscium Spray/Less Lethal Impact Weapons. He currently Is a certified instructor in Use of Force and Rescue Task Force. Dep. Gabrielson has been a member of the Will County SWAT team for 10 years, in which, he is currently an Assistant Team Leader. Dep. Gabrielson has also been a certified FTO for 12 years. Dep. Beck (#1681) has been a Will County Deputy for 17 years and was a Correctional Officer for 2 years with Will County Sheriff's Dept prior. Dep. Beck is a use of force instructor. Dep. Beck has also been an FTO for the majority of his career. Dep. Patrick Jones has been in law enforcement for 20 years. Dep. Jones has 8 years of corrections experience in the Will County Adult Detention Facility, and 12 years’ experience in the Patrol Division. Dep. Jones holds certifications in Basic SWAT Entry, Advance SWAT Entry and Midsouth Institute, He Is also a Firearms, Rifle, and Control and Arrest Tactics instructor. Dep. Jones is also an FTO, Glock Armor, and Crisis Negotiator for the Will County SWAT Team. Dep. Andre Carter has been a Will County Deputy for 17 years, 10 of which as an Emergency Response Team member at the Will County Adult Detention Facility. Dep. Carter teaches Oleoresin Capsicum, expandable baton, and the FN 303 less lethal launcher. He is also a Police Firearms and Patrol! Rifle instructor. Dep. Carter also has certifications in Police Strategy and Tactics, Police Tactical arms, Master Firearms Instructor, Level 1 Pistol COB, and Crisis Intervention, Dep. Carter is also an FTO. 2022 Scenario based use of force training using the TI Corp., Use of Force simulator. Sergeant Shaughnessy has been a Will County Deputy for ten years. Sergeant Shaughnessy is a control tactics instructor as well as a firearms instructor, and is certified in FTO. He holds armorer certifications for Glock, ARIS, and Accuracy International. The authority to use force In securing compliance with the law is basic to the role of maintaining public order. N. POLICY Itis the policy of the Will County Sheriff's Office that only such force which is reasonably necessary shall be used and will be in conformity with the Statutes and Constitutions of the State of Illinois and the United States of America. Carotid Neck Hold o Carotid Choke Hold or Sleeper Hold—epplying pressure to the cerotid neck arteries ‘with the intent to reduce or prevent blood flow to the brain. ‘Chemical Munltions-Oleoresin capsicum (0C) and orthochlorebenzsl malonitrile (CS) munitions which can be fire, launched, or otherwise propelled. This does not include OC spray or foam which Is deployed frome ‘hand-held projector. Chokehold~applying any direct pressure to the throat, windpipe, or sirway of another with the intent to reduce o prevent the intake of air.
