WHEREAS, the Department of Trade and Industry (DTI) is tasked under DTI-DBM Joint Circular 2014-01 s. 2014 to formulate standard criteria and procedures in the selection of SSF Project and Co-operator, to ensure that only eligible project and legitimate, qualified, and deserving entity, with proven track record and capability to participate in the program is selected; WHEREAS, the Department issued Memorandum Order No. 15-58 s. 2015 or the “Amended Guidelines for the Implementation of the 2014 Shared Service Facilities (SSF)’ pursuant to the foregoing Joint Circular and which was made applicable not only to the 2014 SSF funds but also to future SSF expenditures as maybe authorized by law; WHEREAS, certain National Government Agencies (NGAs) are recommended to become ‘SSF cooperators considering that they also provide direct intervention to MSMEs in the priority sectors identified by the DTI; NOW THEREFORE, considering the foregoing premises, the following are hereby ordered: Section 1. Section 4.5 is hereby amended to include National Government Agencies (NGAs) as cooperators and hence, shall now read as: 4.5 Cooperator — shall refer to the SSF partner, which may be any juridical entity such as but not limited to national government agencies. (NGAs), non-government organizations (NGOs), people's organizations, cooperatives, industryftrade business associations, local goverment units (LGUs), state universities/colleges, technical vocational schools and other similar government academic and training institutions Section 2.
