FALL RESTRAINT / PROTECTION
SYSTEM
ANCHOR POST IMPLEMENTATION BY MEINHARDT
L3 Contractor contribution: Enotek, PJC, IPM
ANCHOR POST
Anchor post installation and practices during working on top the roof area.
ANCHOR POST
Guideline for working on top building/canopy area (roof) – maintain 1.8m safe distance from
the edge and 100% tied off to anchor post with no free walking.
ANCHOR POST
Step 1:
a. Identify suitable area for scaffolding erection and ensure proper working isolation for
scaffolding
b. Scaffolding must be erected up to 1m height from the building top level to ensure worker
has proper access from scaffolding to building top (no climbing / jumping allowed)
1m
ANCHOR POST
Step 2:
a. Mobilise access ladder to access from building roof top to canopy
b. Install anchor post at safe distance near scaffolding where double lanyard harness is
required to ensure 100% protected from falling hazard. When movement from scaffolding
either from/to anchor post installed, double lanyard harness works as it is, where there is
potential of falling in between (gap) scaffolding and building (this is applicable for shop
building with corrugated roof sheet)
ANCHOR POST
Step 3:
a. Anchor post (individual use) installation at identified area with life line installation can be
made as secondary option.
b. Indicator line / marking are recommended to be implemented to indicate safe distance
(1.8m away from the building / canopy edge)
SCAFFOLD SAFETY
AGENDA
“A temporary elevated
platform and its
supporting structure used
for supporting workmen,
materials or both” in the
construction or repair of
buildings and other large
structures. “
Type of scaffolds
A Frame Scaffold
Installation of temporary platform for the second level, handrail and outriggers.
SAFE ERECTION
Installation of temporary platform for the third level and work platform.
SAFE ERECTION
Factories & Machinery Act 1976 (BOWEC) (Safety) Regulations 85, Part X - Scaffolding
Scaffolding shall be conspicuously tagged with a red tag at the beginning of scaffold construction to
indicate that it cannot be used. Before a scaffold (including wheeled scaffolds) is used, a competent
person shall inspect the scaffold to determine it is safe for use.
In addition, the scaffold shall be visually inspected for potential damage and defects by a competent person
before each work shift and after any occurrence that could damage or otherwise affect a scaffold's
structural integrity. The scaffold shall be conspicuously tagged with a red tag to indicate it is not safe for
use if it is determined the scaffold is damaged or defective.
The competent person who inspected the scaffold shall replace the red tag with a green tag only after he or
she has determined the scaffold is safe for use.

Nature of Proposed Change:
Organisational Procedural Hardware
Emergency Change: Emergencies where an unplanned change is needed immediately to reduce the risk of a
safety, security, health or environmental incident. Once control is regained, the normal MOC process shall be
followed. In no case is it acceptable to proceed without first having analyzed the HSSE risks and putting
barriers in place to prevent unintended HSSE consequences.

person in this context refers to the designated person who have received basic Level 1 scaffold
erection training and obtain certification from Dept. of Occupational Safety & Health (DOSH).

Shell Requirements
Fixed Scaffolds
• Scaffolds must not be climbed. Scaffolds may be accessed by using internal ladders and
stairwells with hatch access to the work platform. External ladders shall not be used.
• Scaffold planks shall extend over their end supports not less than 15 cm (6 inches) or
more than 45 cm (18 inches)
• Guardrails, mid-rails and toe-boards shall be provided for scaffolds above 1.8 meters (6
feet)
• The scaffold must be constructed on a level surface or the scaffold design must take into
account the surface slope
• Scaffold will be anchored according to local industry standard
• The scaffold shall be capable of supporting without failure at least four times the
maximum intended load. The capacity should be clearly displayed on the scaffold.
• The scaffold must be erected in proper sequence to eliminate or limit a risk of falling. If
risk of falling during erection or dismantling is not possible, vertical anchoring on the
scaffold is allowed, provided that the scaffold manual identifies anchor points
Type of Activities Involved Using Scaffold
• Canopy repair, painting & cleaning (including fascia work, re-lamping, red bar
repairs, Shell logo repairs)
Unlocked Locked
All castor wheels must be locked during erection, use and dismantling
of scaffold.
Aluminum Scaffold Erection Process
All hooks are properly attached to the rungs with the lock intact.
Aluminum Scaffold Erection Process
Clamps tightly fitted and outriggers firmly sits on the ground with its pad in
correct position.
Aluminum Scaffold Erection Process
There should be a barrier to prevent workers from climbing from the sides.
Aluminum Scaffold Erection Process
To increase the height of the work platform, make sure the gap is at
a maximum of 1 rung from its supposed location.
Bigger gaps would make it hard for workers to step on it.
Best Practice
Unsafe Practice
Unsafe Practice
• Hazards including: electrical, falling off the scaffold, and falling objects
• How to erect, maintain and disassemble the fall protection and falling object
protection systems
Remember to:
• Use appropriate scaffold construction methods
➢ Erect, move, or alter scaffold properly
➢ Protect from falling objects or tools
