Duterte prohibits police from drinking in public

After telling police they can no longer enter casinos, President Rodrigo Duterte now also prohibited
them from drinking in public.

He gave this new order on Tuesday, January 8, in a summit with Metro Manila local officials in Pasay
City.

"Kayong mga pulis, I'm warning you, do not drink in public. Sa Davao pinagbawalan ko 'yan, pati kayo na
ngayon, all over the Philippines. You do not enter into drinking places," he said.

He cited instances when police personnel would go on a shooting spree after having had too much to
drink in bars.

Recalling his experience as Davao City mayor, he said certain soldiers of the Philippine Army are guilty of
the same.

“’Yung Armed Forces of the Philippines at mga police all over the Philippines, you do not enter drinking
places. Ang police at ang Army, nag-aagawan ng baril,” Duterte said.

The President lamented the cases where police and military personnel fight each other in drinking
places, especially when they carry their guns with them. In such cases, some end up dead.

Duterte pointed out that these police and military personnel usually fight over the microphone.

“And always they sing out of tune,” the President added in jest.

Two months ago, in November, Duterte had ordered police not to set foot in Okada Manila casino,
saying policemen have been involved in kidnapping that took place in the gaming establishment.

Philippine National Police chief Director-General Oscar Albayalde then ordered that cops seen entering
casinos would be dismissed.

Albayalde reminds cops: No drinking in public or face dismissal

Philippine National Police chief Director General Oscar Albayalde on Wednesday reminded police
officers about the existing rules and regulations prohibiting them from bars, nightclubs, and similar
public drinking places and establishments.

Interior Secretary Eduardo Año on Wednesday ordered the PNP to ban its personnel from drinking in
bars and similar establishments.

Albayalde specifically declared nightclubs, beer gardens, karaoke bars, and pubs as strictly off-limits to
all PNP personnel, as well as establishments of ill-repute, illegal gambling dens and other places devoted
to vices.

He cited Section 3.1 of the PNP Ethical Doctrine which states that “PNP members shall adhere to high
standards of morality and decency and shall set good examples for others to follow.”

“In no instance during their terms of office, among other things, shall they be involved as owners,
operators, managers or investors in any house of ill-repute or illegal gambling den or other places
devoted to vices, nor they shall patronize such places unless on official duty, and tolerate operations of
such establishments in their respective areas of responsibilities,” the provision reads.

The PNP chief said violators will face grave misconduct charges which is punishable by dismissal from
the service.

He added that police personnel should conduct themselves properly at all times in keeping with the
rules and regulations of the organization and the Code of Professional Conduct and Ethical Standards.

PNP spokesperson Chief Superintendent Benigno Durana Jr. said the penalties for the commission of
acts/practices in violation of the PNP Ethical Doctrine shall be in accordance with the Revised Penal
Code, RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, RA 3019
or the Anti-Graft Practices Act and other specials laws.

He added that for acts or omissions which merely require administrative sanctions, the applicable
punishments as provided for the rules and regulations promulgated by the PNP, NAPOLCOM, the Civil
Service Commission and DILG shall be applied.

Meanwhile, Secretary Eduardo Año has ordered the Philippine National Police (PNP) to issue the
necessary administrative circular to ensure that cops conduct themselves professionally in public,
banning them from drinking in bars, nightclubs, and in public places.

“Si Presidente na mismo ang nagsabi na bawal na uminom ang mga police sa mga bar, pub at mga
kalsada. Kasuhan ninyo agad ang sinumang lalabag dito,” he said in a news release Wednesday.

The DILG chief said he expects the senior officials of the PNP from Director General Oscar Albayalde
down to all chiefs of police in all cities and towns to lead by example so that their men will follow.

He said President Duterte is right when he said people lose their respect and trust in policemen and the
entire PNP as an organization when they see drunken policemen in public.

“Nakakahiya at masagwang makita na may mga pulis na nag-iinuman sa publiko. The job of the police
requires the respect of the people. Therefore, they must do what it takes to gain and maintain public
trust,” Año said.

He said cops who are seen drinking in public places may face administrative charges such as dereliction
of duty, insubordination, and gross neglect of duty.

“We cannot have armed policemen walking around in public reeking of alcohol and not in their best
state of mind as it implies lack of discipline among our uniformed personnel. Respetuhin ninyo ang tsapa
at uniporme ninyo,” he said.

Año said the police can instead opt to drink alcoholic beverages in the confines of their own homes or
private households so as not to taint the image of the PNP.

“Paano pa makakaresponde sa isang insidente kung hilo na ang pulis dahil sa pag-inom ng alak? Mas
mabuti pang sa bahay ninyo na lang kayo uminom para iwas gulo at para hindi rin kayo maasunto,” he
said.

Duterte also directed the police to break off drinking sessions conducted along sidewalks, parks, and
other public places as it scares away other people.

Last year, Davao City, where the President had served as mayor for several years, imposed a liquor ban
on its constituents by prohibiting the drinking of liquor along the streets, in parks, parking areas, among
other public spaces.

PNP Ethical Doctrine:

Chapter 2

Section 1. The PNP Core Values

The police service is a noble profession which demands from its members specialized knowledge and
skills, as well as high standards of ethics and morality. Hence, the members of the PNP must adhere to
and internalize the enduring core values of love of God, respect for authority, selfless love and service
for people, sanctity of marriage, and family life, responsible dominion and stewardship over material
things, and truthfulness.

3.5 Delicadeza- In consonance with the requirements of honor and integrity in the PNP, all members
must have the moral courage to sacrifice self-interest in keeping with the time-honored principle of
delicadeza.

3.6 Police Lifestyle- The PNP shall promote and maintain a lifestyle for its members which the public will
find credible and respectable. The public expects a police officer to live a simple and dignified life. They
must be free from greed corruption and exploitation.
3.7 Political Patronage- PNPP members shall inhibit themselves from soliciting political patronage on
matters pertaining to assignment, award,, training and promotion.

3.8 Setting Example- All PNP members shall set good example to their subordinates and follow good
example from the superiors.

Chapter 3

2.4 Physical Fitness and Health- PNP members shall strive to be physically and mentally fit and in good
health at all times. Toward this end, they shall undergo regular physical exercises and annual medical
examination in any PNP Hospital or Medical facility, and actively participate in the Physical Fitness and
Sports Development Program of the PNP.

SECTION 3

3.1 Morality- PNP members shall adhere to high standards of morality and decency and shall set good
examples for others to follow. In no instance during their terms of office, among other things, shall they
be involved as owners, operators, managers or investors in any house of ill-repute or illegal gambling
den or other places devoted to vices, nor they shall patronize such places unless on official duty, and
tolerate operations of such establishments in their respective areas of responsibilities. They shall be
faithful to their lawfully wedded spouses.

3.5 Humility – PNP members shall recognize the fact that they are public servants and not the masters of
the people and towards this end, they should perform their duties without attracting attention or
expecting the applause of others.
