Honourable CEM Colleagues,
On behalf of the Government of Chile, it is my pleasure to welcome you to the
12th Clean Energy Ministerial. I am excited to be hosting one the most important
international clean energy meetings of the year to advance the deployment and
to accelerate the innovation of clean energy technologies worldwide. The Clean
Energy Ministerial comes at critical moments as we work together to develop and
launch an ambitious next phase of CEM 3.0 at these upcoming Ministerial.
Together we will boost the commitment, cooperation and dialogue of the world ́s
largest economies in their respective energy transformation processes in light of
the turning point for the energy sector that COP26 presents in the context of
broader climate action. With increasing urgency, the international community is
committing to constructing cleaner energy systems to power more sustainable
and zero-carbon societies. To achieve the goal of carbon neutrality by 2050, or
even earlier, and mitigate the worst effects of climate change, we still have to
face crucial unresolved challenges. These challenges are beyond the control of
one country, organization, company, or individual effort, and thus international
cooperation must play a key role

Dear CEM Community,
The context around this year's Clean Energy Ministerial (CEM12) is extraordinary in
many ways. Many in our community continue to be severely affected by Covid-19
and this meeting is entirely virtual as a result. Also, this meeting marks a defining
moment in which decisions about the future of the CEM itself will be taken. Finally,
it is a crucial opportunity to raise clean energy ambition in the lead up to COP26.
CEM12 will not disappoint. We have a massive programme of clean energy events,
packed with top speakers from around the world. Each day will bring several major
new announcements, as well as opportunities to hear the latest views and insights
from experts working across the clean energy spectrum. The CEM12 Ministerial
Plenary will, as in CEM11 hosted by Saudi Arabia, be completely open for all to
attend. All of this will be complemented by excellent opportunities for networking,
a virtual Expo, and an online library.
Chile is a regional and global clean energy leader, and it’s an honour to have them
host CEM12. My deepest thanks to Chile and our amazing global clean energy
community for all their efforts in preparing an extraordinary meeting. At the heart
of the Clean Energy Ministerial is an inclusive, supportive global community that is
fully committed to working together to accelerate clean energy transitions. It is a

INDUSTRIAL DEEP-DECARBONISATION INITIATIVE (IDDI) EMPOWERING PEOPLE INITIATIVE

HEADLINE
Major global economies – led by the United Kingdom and India – will
announce a new multi-year collaboration to drive forward a new clean
industrial revolution. Heavy industry – hard to abate, impossible to
ignore.
OBJECTIVE
Serve as umbrella initiative to create market demand to drive additional
actions for the deep decarbonisation of energy intensive industrial
sectors such as steel and cement.

On 1 June 2021, Canada, the European Commission and the United
States will announce their leadership of a new global coalition to help
build the clean energy workforce the world needs and support greater
citizen engagement in clean energy transitions – let’s start empowering
people!

Highlight critical socio-economic elements of the energy transition – in
particular as it relates to empowering people and advancing skills,
inclusivity and workforce development – an area of work currently
underemphasized by the technology-oriented nature of many CEM

BIOFUTURE CAMPAIGN HYDROGEN PORTS COALITION

HEADLINE
CEM12 will launch a new campaign to grow the global bioeconomy and
accelerate the adoption of sustainable bio-based products as part of
building our clean energy future.
Companies will announce their participation at the launch event
OBJECTIVE
To enable the reduction of GHG emissions and foster a circular economy
by showcasing pathways by which countries, companies, and consumers
can use sustainable bio- and waste-based Fuels, Chemicals, and
Materials instead of their fossil equivalents.

A major new global network will be launched to supercharge the use
of hydrogen at shipping ports, accelerating their clean energy
transitions.
OBJECTIVE
Create a platform for collaboration between port authorities and
related stakeholders to facilitate the adoption of hydrogen
technologies in port and maritime applications, and act as catalysts for
the scale up and deployment of hydrogen technologies in the energy
system. The event will feature the launch of a global Memorandum of
Understanding among leading ports.

COP26 CALL TO ACTION ON PRODUCT EFFICIENCY CEM LONG-TERM SCENARIOS FOR ENERGY TRANSITION CEM FLEXIBILITY FOR NET ZERO INITIATIVE
INITIATIVE

The COP26 Product Efficiency Call to Action aims to
double the efficiency of key high energy consuming
products by 2030 to boost energy security, reduce
emissions and bring multiple benefits for Governments,
businesses and consumers.
The UK and IEA are working together to deliver this
action through the Super-efficient Equipment and
Appliances Deployment (SEAD) initiative.
The LTES campaign has transitioned into a long-term
initiative to support and accelerate CEM members' clean
energy transitions.
The Long-Term Scenarios for the Energy Transition
(LTES) initiative aims to promote the wider adoption
and improved use of long-term model-based energy
scenarios to support and accelerate the energy
transition among CEM members.
A new CEM global initiative will be announced (3 June
2021) to accelerate the integration of high shares of
solar and wind into the energy system by leveraging a
whole system approach on flexibility.
Building on the successful Power System Flexibility
campaign, it will seek to leverage all forms of flexibility
across the energy system to enable the integration of
very high shares of variable renewables on the path to
achieving net zero.

GLOBAL MOU AND TARGETS FOR ZERO EMISSIONS COMMERCIAL VEHICLES NEW CALL TO ACTION TO ACCELERATE GLOBAL ELECTRIC VEHICLE ADOPTION

A Global MOU under the Drive to Zero Campaign will align leading nations
around ambitious ZE-MHDV targets, and support ZEV commitments being put
forward by fleets and manufacturers.
Launched on the “En Route to COP-26 Event” in December 2020, the Global
Memorandum of Understanding (MoU) builds on CEM’s Global Commercial
Drive to Zero Campaign under the Electric Vehicle Initiative bringing together
government and will be released at COP26.
Governments and industry coming together to close the gap in global electric car
adoption, a key instrument in reducing emissions from the transport sector.
EVI members coming together under a collective call to action to raise the
share of zero emissions drive vehicles from the BAU 16% sales in 2030, to the
targeted 30% through tangible ACTIONS.

LAUNCH: CORPORATE SOURCING OF RENEWABLES –
LESSONS FOR SECTORS BEYOND POWER
New report to be released at CEM12 identifying lessons learnt from corporate
sourcing of renewables in the power sector and how they can support faster
deployment in other sectors.
The report will be launched by the US National Renewable Energy Laboratory (NREL)
at the event “Opportunities for Unlocking Decarbonization at Scale: Applying Lessons
from Corporate RE Procurement to Support RE Adoption Beyond Power”.

CEM12 premieres the 2021 edition of the IEA’s flagship World Energy
Investment Report.
The IEA’s World Energy Investment report is a crucial barometer of investment in
clean energy transitions – its 2021 edition will be launched to coincide with the
CEM Investment and Finance event at CEM12.

LAUNCH: SMART GRID REGULATORY SANDBOXES 2.0 – POLICY GUIDE
CEM12 will see the release of a new policy brief on regulatory sandboxes and

regulatory sandboxes and related instruments that can help scale-up the deployment
of smart grid and wider energy system innovation.

CARBON CAPTURE UTILISATION AND STORAGE
 CEM12: FACTS ABOUT CCUS FROM EXPERTS, CCUS
Initiative. It informs about the current progress and
upcoming developments of Carbon Capture, Utilisation
and Storage (CCUS) technology and projects and provides
basic information on how carbon capture works and what
its role can be as part of a clean energy portfolio. It
discusses how CCUS can contribute to net-zero
commitments and ambitious climate policy targets.
 CEM12: HOW CAN MY ORGANIZATION ACCELERATE
CCUS? CCUS is a vital emission reduction technology that
has applications across many sectors and industries.
Interest in CCUS is growing, as many companies develop
carbon capture solutions, as part of their broad emission
reduction portfolios. This event showcases viewpoints
from a variety of organisations: Asian Development Bank,
International CCS Knowledge Centre, Port of Rotterdam,
Global Cement and Concrete Association and BHP.

INTEGRATION NREL, US National Renewable Energy
Laboratory. This event showcases innovation and
practices that have led nuclear energy to operate flexibly
and, more recently, to partner with renewable energy in
clean energy systems. It broadcasts the work of the CEM
campaign, educates and informs about existing and new
approaches/technologies, and provides basis for
constructive stakeholder dialogue.
 CEM12: LEARNINGS FROM REGULATORY SANDBOXES FOR
ADVANCEMENT OF SMART GRIDS, ISGAN, International
Smart Grid Action Network. Deliver policy messages
relevant for CEM ambition to accelerate clean energy
transitions. These messages are outcomes from the
ISGAN international project with contributions from 16
countries.
 CEM12: THREE YEARS OF POWER SYSTEM FLEXIBILITY
(PSF), Power System Flexibility Campaign. It covers
flexible generation, flexible demand, storage and grids
across the three pillars: digitalisation, market design, and
sector coupling. This event showcases first-hand evidence
from beneficiaries and project developers who highlight
tangible benefit from exchanging

 CEM12 PODCAST: PODCAST DISCUSSIONS ON KEY CLEAN
ENERGY POLICY SUBJECTS, National Renewable Energy
Laboratory, 21CPP. Many countries around the globe are
seeking information on the best way to transform their
energy systems. This events delivers engaging and policy-
relevant information on subjects that are currently
considered “hot”.

TRANSITION
 CEM12 VIRTUAL PHOTO EXHIBITION AND ENERGY
PORTRAITS: ENERGY ACCESS CHALLENGES THROUGH THE
PHOTOGRAPHIC LENSE. WAME, World Access to Modern
Energy. This event highlights the issue of energy access as
part of the objective of providing clean and modern
energy to all by 2030. It provides a space to visually
display the issues and progress related to access and
sustainable energy and emphasizes real-life impacts of
policy decisions and appeals to a just and fair transition
for all.

 CEM12: INTERGENERATIONAL PARTNERSHIP FOR
HYDROGEN: ROADMAP FOR 2050
European Youth Energy Network. This event focuses
on green hydrogen opportunities in developing
countries, especially in terms of development and
decarbonization, and opportunities across different
sectors (i.e. transport, power, industry, agriculture). It
covers deployment challenges and underscores the
role of public intervention (developing strategies,

OVERALL THEME AND FOCUS AREAS

This year’s Ministerial Plenary will take place on 3 June 2021, 14:00-
17:00 Paris (CEST/UTC+2) in virtual format. It will be attended by
CEM Member countries, CEM Observer countries, Guest countries
and CEM Observer Organisations. It will be open to the general
public as the format will be streamed live. The Ministerial Plenary
will be held under the theme “Ambition into Action – Turn a Year of
Ambition into a Decade of Delivery”.
It aims to discuss the coming decade of clean energy transition
from 3 different angles, namely:
 Part 1: Identify priority solutions and actions that can
supercharge the scale of clean energy deployment this decade
 Part 2: Identify priority opportunities and actions that can
supercharge the shift to an every-sector, whole-of-government
approach
 Part 3: Identify priority issues and actions to create an inclusive,
whole-of-society approach to clean energy transitions

This year's Ministerial Meeting will offer a virtual
library available on the CEM12 platform between
31 May - 20 June 2021.
We hope that the library will be a space where
organisers, member states, partners and
stakeholders can share relevant information on the
main themes of the event and take the opportunity
to disseminate studies, publications or documents
of interest to the general public. We expect that the
library will help to better visualise and deepen the
content, such as reducing social disparities,
engaging new actors, improving cooperation and
the scope for action in the run-up to COP26, that
will be discussed during CEM12, thus positioning
the CEM12 library as a legacy for knowledge
management.
All delegations are invited to upload content
related to CEM12 by 20 May 2021. Before
uploading, interested parties should complete and
upload a form which is available at
https://contents.cem12mi6chile.com/library-
submission-form.
All files should be uploaded in PDF format and
preferably in English/Spanish. Files should include a
separate title page with logos, the name of the
publication, the name of the organisation, the
name of the author and, if possible, an appropriate
background. All files submitted and uploaded to the
virtual library will be available for download by the
general public.
