Dear Mr. Rivera,

Greetings of peace!

This is to inform you that the former road along Purok Ragsak, fronting our Ancestral
house (Severiano and Rosario Ringon’s house) shall be closed to heavy quarry, hauling
and dump trucks. I will only provide three-meter bypass road and permanently enclose
the remaining area. Please note that this is a private property and the passage of which
is only under the tolerance of the lot owners.

For your information, acquisitive prescription is not applicable in this case because this
is a titled lot and the principle of right of way will only apply if the owner, or any person
who by virtue of a real right may cultivate or use any immovable, which is surrounded
by other immovables pertaining to other persons and without adequate outlet to a public
highway, is entitled to demand a right of way through the neighboring estates, after
payment of the proper indemnity [Art. 649, Civil Code].

In line with this, I shall only allow up to 4-wheeled vehicles including but not limited to
SUVs, bongo truck, sedan, single motor, bicycles and tricycles. The free passage of
enormous quarry, hauling and dump trucks deprived the land owners of their good
night’s rest due to the frequent intrusive activities.

Finally, let us adhere to the use of the new road which is already traversing the land and
condemn the use of the old road which caused inconvenience to the land owners and
nuisance to the neighborhood.

May this letter serve as a notice to your office and to the general public.
