Dear Bobcat,
Ohio University’s deadline for all students, faculty, and staff to be vaccinated against
COVID-19 or to submit an approved exemption is November 15.
We are writing to invite you to get a free COVID-19 vaccine at any of several upcoming
clinics on OHIO campuses. The University has organized these clinics especially for you,
so that it is easy to get this important protection against the virus. Additionally, the
University is offering money and other incentives for students, faculty, and staff who beat
the vaccination deadline.
If you are still unsure about getting the COVID-19 vaccine, we want to reassure you that
your risks from severe illness if infected with COVID are significantly higher than your risk
of serious side effects from the vaccine. Since January, 99.5 percent of Ohioans
hospitalized with COVID were unvaccinated. More than 98 percent of the COVID-related
deaths that have occurred in Ohio since January 2021 were among individuals who were
not fully vaccinated. In addition, we are seeing more young people infected with COVID and
becoming seriously ill than ever before. The CDC reported last week that hospitalization
rates in children ages five to 11 years are on the rise, and that weekly rates of COVID-19
associated hospitalizations for these children are the highest they have ever been.
Our own OHIO-specific data show the effectiveness and safety of the vaccines in our local
communities:
• Unvaccinated OHIO students, faculty, and staff are more than three times as likely
to be infected with COVID-19 than vaccinated OHIO community members.
• In rural Ohio, one in three hospitalized patients have COVID, and one in two ICU
patients have COVID.
We understand that this is a challenging decision for many. There are plenty of concerned
conversations going on about the COVID vaccines, but not all participants are working with
reliable information. We are here to answer your questions about the COVID-19 vaccines so
that you can make an informed decision about your health. Please don’t hesitate to contact

Fall leaves on the Ohio University campus
If you are not yet vaccinated against COVID-19, now is the time to start the process so you
can meet Ohio University’s November 15 deadline. Depending on the vaccine you choose,
you might need two doses with three to four weeks in between. If you plan to seek an
exemption from the vaccine requirement, the deadline to submit that application is
November 1.
Planning ahead also will give you the time to submit the necessary proof of vaccination or
an approved exemption request to the University. These dates fall between Halloween and
Thanksgiving, when holiday celebrations start to fill our calendars. Getting this worked out
in advance will help you and your friends and family enjoy the fall holidays together.
Some things to keep in mind:
• Not all vaccine options are available at all providers. If you have a strong preference
for which vaccine you want, ask if a particular pharmacy, clinic, or provider offers it
before you go.
• We do not automatically know if you have been vaccinated: you need to report it. You
do this by selecting the Vaccination Pathway and uploading proof of your vaccination
in the COVID-19 Testing Pathway Program.
• If you have already selected the Weekly Testing Pathway, your pathway selection will
expire on Nov. 15. Details on how to resubmit your Pathway selection are available
here.
• Students who have not met this requirement by November 15 will not be able to stay
enrolled for spring semester classes. Faculty and staff who have not met the
requirement by November 15 may be subject to processive discipline.

proof of vaccination to the University.

well as information about how to schedule a vaccine online or by phone anywhere in Ohio.
There is no cost for a COVID-19 vaccine.
It’s important to remember we are getting into flu season. This year more than ever it is
important to get a flu shot. Becoming sick with the flu this year could mean extra hassles,
including precautionary alone time if you come down with “COVID-like” symptoms. Getting
the flu also could mean added risk if you or a loved one need health care resources that
already are strained by COVID-19.
Students, faculty and staff can make an appointment for a flu vaccine through their
primary care provider, visit a local pharmacy, or contact their local health department for
information on local clinics.
This year’s flu vaccines have been updated to match circulating flu viruses and are safe to
get at the same time as COVID-19 vaccines. More information on this year’s flu vaccines is
available here. Protect your fall holiday plans by getting your COVID and/or flu shots now.
Thank you for your continued vigilance with all of our public health measures – masks,
testing, handwashing, distance, and vaccine will help push COVID-19 case rates down even

Due Next week: The American College Health Association (ACHA) is providing
Mini-Grants for campus administrators and students to address challenges
presented by the COVID-19 pandemic by building vaccine confidence.
The Mini-Grant will provide $3,000 for use in the fall of 2021, and provide a
community to connect with to share successes and knowledge. Grant

Hi , How can I forget you?! That was super helpful. I too am worried
about fall.
Thanks for the feedback on Bobcat get vaxxed. Some of the peer pressure I was hoping
to use won’t be possible due to decisions made by others following the frustrating
changes to the CDC guidance. But here are a few things we are trying
-we are working on a campaign using campus influencers (students, faculty,
staff). That will include images and quotes on why people got vaccinated for posters
and social media.
-We will continue our Bobcat Health Ambassador’s program which includes 9
students who roam campus and try to engage students in conversations about COVID
and vaccine. We applied for a grant to hire an additional person who would focus on
engaging student leaders on campus (and RHE) to get them involved in the vax
campaign.
-We plan to initiate a vaccination competition with incentives for the residence
halls. We will be posting a leaderboard of vax rate by residence hall.
-We plan a number of pop-up clinics.
-We are asking deans and faculty to talk about vaccines and encourage their
students. (and we really need faculty to register their pathway).
We have to do this quickly not only because of spread but because HB244 goes into
effect on October 12. This prohibits requiring any vaccine that is not fully FDA
approved and “discrimination” against the unvaxed. This means that our Pathways
Program and testing plan will have to shift on October 13 if the vaccines are not fully
approved by then.
If you have other ideas, I am open to any and all. We could really use some
engagement from faculty on this as well.

Hi Gillian,
Needless to say, I am rather worried about recent developments. Saw your e-mail
about the "Bobcats get vaxxed" program and thought it was really cool how you are
trying to encourage students to get vaccinated. The following thoughts went through
my mind:
-- The best predictor of whether a person x got vaccinated is the proportion of x's
friends who got vaccinated.
-- At the beginning of the AY,students will move from one group of friends (at home) to
another group of friends (on campus). This will change said proportion for many of our
students and provide an opportunity for letting peer pressure operate towards
increasing vaccination coverage among our students.
-- Unfortunately, this mechanism may be a bit too slow. Ideally, we want students to
already come here vaccinated.

Back in October, there was a tremendous push for students to get vaccinated, even
more, there were extremely generous incentives offered for the residential halls
with the highest percentage of vaccinated students. Given that, it encouraged
students to more quickly get the mandatory vaccine.
I wanted to know if OU students were to see any sort of similar booster incentives
as well? In high efforts to remain in-person this spring semester, could there be a
possibility that the booster becomes mandated here at OU?

THANK YOU again for joining us last Wednesday for our webinar with Dr. Walensky – and
special thanks to the American College Health Association and the Students Learn
Students Vote Coalition for sharing their resources to deliver vaccine access for all. We are
also grateful to George Washington University, Institute of American Indian Arts, Jackson
State University, Rollins College, and the University of Illinois at Chicago for sharing what
they have done on their campuses to facilitate COVID-19 vaccinations.
Dr. Walensky reminded us that working together and doing everything we can to make
sure your students, families, faculty, staff, and your college communities have been
vaccinated will protect the health of our nation. Those not yet vaccinated remain at risk of
acquiring the disease and spreading it to someone else. The urgency of your efforts is
increasing, particularly as we see the Delta variant surging in our country. Our vaccines
work against this variant and is our greatest protection for a return to campus in the fall.
As we discussed last week, even with the Fourth of July now behind us, we need to keep
the momentum moving. COVID-19 vaccines are safe, effective, and freely available to all
Americans age 12+. It has never been easier to get vaccinated. As trusted messengers,
YOU can help your college communities to understand that and take action to get
vaccinated.
Colleges all over the country are leading the way – and we hope you will be one of those
leaders. Every day we are seeing more colleges step up and take public action in
convening and galvanizing their student, staff, and faculty leaders, and making a plan and
setting a goal for getting their college communities vaccinated. We are also seeing this
take place in a public way – sharing out goals and progress towards those goals on social
media. This is important work, and we encourage everyone to take these steps: it will help
build momentum across your communities towards a shared objective, and help everyone
to see their part in achieving it.
Just because the White House “Month of Action” has ended doesn’t mean the work
stops! As you know, a return to campus for most students, faculty, and staff is just around
the corner – and this is truly your time to shine! Please continue to share out your ideas
and responses also by using #COVIDCollegeChallenge and #WeCanDoThis on social
media so other college leaders, student organizations, and the public know about your
good work and can learn from your ideas.
And please tell your students to join us with Dr. Fauci on the next COVID-19 Student
Corps call on July 14 at 5:30pm ET! All students and young people are welcome! Are your
students signed up as Student Corps? If not, have them sign up here! And please sign up

with employee incentives at this point

include in the Fall budget. I’m working with Julie A. and Cindy Perry on how
we will account for it. If you have other ideas and we just need a meeting to
discuss, that works too.
Laura R. just reached out to me to get the Fall PHO budget, and I shared with
her the version I have from Heather Dillinger that I consolidated into the Fall
Covid Budget. Draft Fall Covid budget attached, that obviously doesn’t
include the incentives and scholarships discussed today.

Tina, there was also a discussion in fall planning about other incentives for
students and employees so I think at some point we need to discuss overall
budget plan. Also, we don’t seem to have any supply budget this year and I
was hoping to purchase some items around vaccine promotion etc. What is

That date works for me. It incentivizes people to get it done early and there is still plenty of time to
do so. Frankly, a lot of folks probably have been vaccinated but haven’t submitted docs so they will
meet that deadline
Hi Maria. Thank you for providing your feedback so quickly. Unless Gillian feels differently,I would
prefer to end the incentives on Oct 29th since employees/students must be vaccinated by that date
in order to be fully vaccinated by November 15th. If everyone is in agreement with this timeline, all
time frames should align with the revised date of October 29th. I don’t see a problem with adding
the $100 to their student account as long as there is a way for them to access it as cash if they want
to. Should we ask the Bursar? For employees, a list can be provided to the payroll office and they
can pay the $100 along with the employees wages.
Yes, for the students and employee cash incentives, the money would be given to those who show
a date of vaccination from September 3rd through October 29th.
I appreciate all your questions. This is going to be difficult to get in place for this Friday.

Thanks Colleen. So we are not doing until Nov. 15 anymore? Should all the time frames move
then? I see your note about $50 incentives vs. $100 to reach more students. Can we apply
these funds to the student account? It would be easiest for us to manage. Or we could do
some de-minimis prizes that folks can hand out.
For the student and employee cash incentives, just for the management side of things, we’d
be giving this to folks who show a date of vaccination from September 3rd on? Or do we
include all students in the drawing pool?
Sorry for the numerous questions. Trying to understand the system better so we are in a
position to pull this Friday.

Hi Gillian and Maria - I updated the incentive plan based up the discussion I
had with President Sherman (EE incentive only for unvaccinated EE who get
vaccinated; $80,000 budget for students with more smaller prizes to
encourage more students to get vaccinated). I left the Greek Life and Resident
Hall incentives to build community and exert peer pressure. Let me know if
you have any changes.

Thanks all. I have no knowledge base to make interpret but I think the concern has been
raised previously. Just not sure we got a good answer
I just emailed Robert. I think he can just have Accounts Payable issue them a check for
cash. I’m sure he will weigh in soon.
I forgot to copy Gillian on the previous. We need to figure this out – who is able to tell us
what we can and can’t do with the $$$ in terms of allocating it in a different way for
Regional students?
UGH – I am sorry this happened. @Erlewine, Meredith There aren’t convenient places for
regional students to spend Bobcat cash. Many of them never come to Athens asnd they
don’t have their own cafes to use the cash.
I raised this question and I thought I was assured that Bobcat Cash is applicable! We have
actually talked about this so many times I thought we were a-ok. I thought the only thing
that didn’t apply was SFL and res halls. This is a big mistake if that is not the case. I am
copying Colleen and Maria so we can get more info.

Hello everyone:
I just noticed that none of the Bobcats Get Vaxxed incentives apply to regional campus
students. They don’t have anywhere to use Bobcat Cash, Greek Houses or Residence Halls.
Can we add an incentive for Regional Campus students, or should we run a different
incentive for them? Please feel free to forward this email along to anyone else who may
need to make this decision. Thanks!

Thank you, Gillian, for your reply. I was sorry to read that you don't get to
relax during the break like the rest of us. Let's hope things will get quieter on
Monday.
Yeah, it does look like the big wave is going to subside some time in February,
or even January. The question of course is how we'll manage to get through
these weeks. Here is something I have been thinking about: What percentage
of students could possibly be persuaded to voluntarily delay arrival on campus
by a week or two? Enough to make a real difference in the height of that
initial wave?
There are strong incentives for students to do so, regardless of OU policy.
MLK weekend after 1 week, and some students will simply want to wait and
see how the situation on campus develops. All that OU needs to do might be
offering penalty-free no-questions-ask accommodations for students who don't
attend in person for the first couple of weeks. On the one hand, this is not
going to work in certain courses (labs, art, etc.).
On the other hand, many students in A&S and such take none of these courses.
Moreover, each instructor will need to offer such accommodations anyway
(minus the no-questions-asked aspect perhaps) for students who may be
quarantined or infected.
I guess what I'm proposing here would amount to some degree of de-
densification by tacit (can we call it ``gentlepeople's"?) agreement between
faculty and students. I'm not sure this can or should be elevated to the level of
policy, or how much it would help. But perhaps no harm can result from
making the agreement less tacit and gently suggesting to instructors to be as
lenient as possible in their f2f attendance requirements for the first few weeks,
and to share their syllabi with their student as early as possible.
I'm sure you and COVID operations have long ago thought about this. But I'm
equally sure that most of my fellow instructors haven't and could benefit from
a little nudge in this direction.

Hello All,
The prizes to students would be a taxable event if we proceed with cash or cash
equivalent. The current practice is that all cash or cash equivalent prizes run through the
A/P system for 1099 tracking. The preferred method of distribution would be bobcat cash
or check/deposit through A/P directly to the student. A/P will require a W-9 for the prize
winners and some basic information on a spreadsheet but they would not require all the
normal paperwork required for payments to vendors. Any students that are also
employees in 2021 would need to be processed through payroll. Once decided I can work
with the team to develop the best way to track the prizes and the paperwork that will be
required.

Here is the revised incentive proposal that I believe aligns with our discussion ($200,000
total budget; more, smaller prizes for students; I did keep the Greek life and residence
hall incentives to encourage a sense of community and exert peer pressure at Gillian’s
request). The incentive program will run for 9 weeks with the first prizes being given on
September 3rd and the last on October 29th. The total budget for the combined
student/employee program is $190,100. We have approximately 800 unvaccinated
employees. The $80,000 budget assumes all 800 get vaccinated and receive the $100
incentive. We have approximately 9,100 unvaccinated students. The proposal is to have a
weekly drawing where newly vaccinated students (that week) are entered into a drawing
to win a $100 cash incentive. We anticipate the value being added to their student
account but will confirm with the Bursar. There will be 89 student winners each week with
801 total winners by the end of the program. The chart below is the at a glance
summary.
Please advise if you have questions or revisions. I did work with Gillian and Maria when

· Students who have not met this requirement by November 15 will not be able to stay enrolled for spring semester classes. Faculty and staff who have
not met the requirement by November 15 may be subject to progressive discipline.
5. I am putting you on notice. On Tuesday 10/12/2021, I contacted an Ohio Licensed Constitutional Rights Lawyer. I will be bringing a lawsuit against you. Many
other parents and students who are also disgusted with these unlawful mandates and coercive tactics being delivered by Ohio University have expressed interest to
join in to a class action lawsuit against you.
As an alumni of Ohio University, I am not only disgusted with OU but heartbroken by the way this has been handled. Athens and Ohio University have always been

A Post reporter is working on a story about why the RHE vaccination rates are lower than
the Athens Campus. She sent us some general questions, and she’s also reaching out to
the regional campuses directly. We’re planning to get a response from Dean Pennington
for the latter, but can you help with the below? I took a stab at two of them, but happy to
have amendments as needed.
1. Does the university communicate differently with the branch campus students than
it does with main campus students? If so, how?
No; our university-wide communications, including pandemic-related communications,
also go to the regional campuses.
2. Why does the university think the branch campus vaccination rates are so low?
(Not sure how to answer this one)
3. What is the University doing to encourage branch students to receive the vaccine?
Regional campus students, faculty and staff are eligible for the same incentives offered at
the Athens Campus. Employees who are vaccinated after Aug. 31 will receive $100, and
students vaccinated after Aug. 31 will be entered into a drawing for $100 in Bobcat Cash.

While specific messages may be modified to make them more specific to regional
campuses, the advice in our communications with regard to vaccination is the same
regardless of location.
2. Why does the university think the branch campus vaccination rates are so low?
There are potentially many factors that could impact the difference between campuses.
First, it’s possible that more students are vaccinated than we realize; many simply haven’t
filled in the Vaccination Pathway yet to let us know. Some students may also be fully or
primarily online and thus may have assumed the vaccine mandate doesn’t apply to them.
Some students are in College Credit Plus programs, for whom the vaccines are not yet
required. Our various campuses also bring different cultural perspectives and other
considerations, and are hosted in counties with varying vaccination rates, as well.
3. What is the University doing to encourage branch students to receive the vaccine?
Regional campus students, faculty and staff are eligible for the same incentives offered at
the Athens Campus. Employees who are vaccinated after Aug. 31 will receive $100, and
students vaccinated after Aug. 31 will be entered into a drawing for $100 in Bobcat Cash.
Regional campuses also held vaccination clinics on their campuses, as we did in Athens.

We were just discussing this for a different project, so I would add that:
• We have seen an uptick in vaccination rates on our regional campuses since the
beginning of the semester with an 80 percent (approx. across all regional
campuses) vaccination rate for faculty and staff. This is much better than the state
vaccination rate for completed vaccinations of 48.92%.
Student rates indeed are lower on regional campuses than on Athens campus, and lower
than state average. I would like to know how many have not selected a pathway and how
much that is messing with the data.
I got curious so I did some quick comparisons (below) using state dashboard and our
dashboard. I wouldn’t share them with reporter because I was working fast AND because

Sorry, I got sidetracked by other stuff. I compiled this draft response; what do you think?
Yeah, we did provide the $ previously but didn’t include the housing or RHE and I don’t
know those costs in detail.
It is hard to pin point any one intervention leading to increase in vax status. We continue
to see an increase in vaccination rates but we are doing many things – incentives, test
compliance sweeps, information campaigns, convenient vaccination locations, the
requirement. All of these things together are likely contributing.
I wasn’t thinking when i scheduled this; i’m kind of sort of on vacation. i’m going to try to
connect while in the car but if i have difficulty connecting- i’ll try to find a better time

I had an interesting conversation with the Governor -I told him about our trying to use
testing to incentivize campus to report if they were vaccinated and to be vaccinated. And
that we were putting incentives in place and maybe even competitions with student
organizations. He liked it! He expressed his frustrated especially with vaccinations at
nursing homes.
A question for future – in your update you are talking about events for fall. I think we also
need to speculate and discuss about spring events because in many cases of lead times
involved. I know it will be difficult to predict.

Thank you for the helpful template and graph. We can be very competitive in the COB and are
up to the challenge! The chart provided is very helpful and will tell an important story, so I
appreciate that I can use that in messaging.
In terms of incentives, things that work on faculty/staff might not work as well on students, and
vice versa, but a special recognition in the homecoming parade, or a special tailgate before a
game, a banner in front of the building, are a few ideas. Maybe a “pizza party” or some sort of
food giveaway “Vax 4 Snax”(?) I’m sure that the leadership team can come up other creative
ideas.

Where did you post the vaccination numbers for OU employees & students/. I would like
to look at those again.

We also have a group among senior leadership discussing a suite of additional incentives so I’d
appreciate any thoughts you all have on that. I assume COVID ops will be managing that
program and I will have strong input. Already the information that you shared with me were

Dear all, this works for me. I just read Dr. Sherman's new guidance and one of the
behavioral strategies mentioned in the materials I sent the other day is already
implemented (so that is good). I am referring to the fact that non-vaccinated people will
have to undergo constant Covid testing which may increase the subjective cost of not
being vaccinated and motivate vaccination. Great we can discuss additional methods to
add to this when we meet. Claudia

Well, we need details to put on the web page. I am unclear who is the holder of the
details. If people want to meet now in the next 5 min I can wait and leave after we talk.

I don't think we are looking at it as half empty. In fact, we've made remarkable progress and I am
working hard to make sure that we don't reverse that progress. I really think we might just need to
exercise a little more precaution at the start of the semester. It is not pessimism but realism that when
people travel through the summer, with only about 40% of the country fully vaccinated, mask
requirements falling by the wayside, increased socialization and density, we are likely to see a bit of
surge when people travel not only from all over the state and country but from other countries as well.
I don't think it will be unmanageable but we also can't just let it go unchecked.
As far as the variants, it has not been a major issue in the US but it has been elsewhere in the world.
Did you read about the breakthrough infections with the Yankees or the Singapore airport workers?
These are things I am looking at and evaluating. I'm pouring through the science on breakthrough and
transmission. Unfortunately, many of those studies were conducted for less than 3 months, so we have
a lot of unknowns.
Ultimately, I do not know where we will be with masks in the fall. That is really the only thing that
will be affected. We already reduced distance in the classroom and most classes have at least some
component face to face. This is absolutely not going to stop everything; it may mean that we are
wearing masks for a little longer. In the grand scheme of this, masks are really just not that big a deal.
Healthcare workers and others wear them all day, every day. We may need to keep them inside or in
classrooms for a while. It is best public health practice to do so.
I continually evaluate this and while I think 70% for campus is reasonable (many universities are
advocating for 80%), it will also be largely determined by transmission.

Hi all, I asked Rebekah to take the lead on moving the assessment part of the R&T grant
forward. Based on last week’s big group meeting, we discussed planning some focus
groups to ask about awareness of existing resources -OU and community, use of
resources, gaps, what kinds of services they would find acceptable. One thing I forgot to
mention to Rebekah is that we discussed that an important part of this is connecting with
the community so we somehow want to incorporate this in the focus groups. Although
our original plan was to hire bobcat health ambassadors, I think the best route is to hire a
couple of graduate students on hourly to help with logistics of the focus group, transcripts
etc.
If you all know of any potential grad students who would be available for hourly work,
that would be easiest.
@Risler, Laura can you look into setting up to hire 2 grad students with our grant funding.
There is also funding for incentives for participation.
We got a late start on all of this so ideally we would jump on planning next week and try
to implement before end of semester but I know that is also a tall order.
