In the interest of promoting employees’ welfare adhering to the touchstones of objectivity, fairness, transparency, and giving opportunities to all, this office institutionalizes the implementation of NEW DOORS ((Nurturing Employees’ Welfare through the Division Objective Open Ranking System) for ‘Master Teachers, Head Teachers, and Principal Positions in both elementary and secondary levels, SY 2018-2019. 2, Employing NEW DOORS, the Human Resource Merit Promotion and Selection Board (HRMPSB) will come up with Comparative Assessment Results (CAR) for SY 2018-2019 that would be the bases for promotion through Shifting of Items, and Upgrading/Reclassification. In order to give clear-cut information to the field, Enclosure A provides the Criteria using the following guidelines: GUIDELINES ‘MODE OF PROMOTION Points to Meet FOR MASTER TEACHER POSITIONS 1 | 1 | 1. Considering that the NEW DOORS was effected last School Year, and the same will be employed this Schoo! Year, there will be two (2) categories of screening, to wit: A. Updating of Points for Candidates who were in the 2017-2018 Ranklists but were not promoted via reclass or natural vacancy (MT, IIT, & Principal Positions) ‘Note: Except those in the approved plotting affected by ORA-OHRA All SY 2017-2018 Ranklists will be updated this SY 2018-2019 & All old Ranklists will be replaced by CAR for SY 2018-2019 + Documents acceptable for updating are those dated on the following day after the schedule of the screening process. e.g. For thase screened on August 23, 2017, documents acceptable are those dated August 24, 2017 onwards. + Candidates in the Old Ranklists who have no additional documents still NEED to submit Letter of Intent that their points be retained, for their names to be included in the CAR this SY B, Fulllength Screening of New Candidates for Promotion for SY 2018-2019 CAR B, 1 Master Teacher Position a. Incompliance with the Master Teacher: Teacher Ratio requirement (1:10 for Elementary & 1:7 for Secondary) Master Teacher soreening will only be open to identified districts and secondary schools based on the latest inventory of Teaching Personnel. 'b. Supporting Documents per criterion will be objectively based on the Summary Criteria coniained in Enclosure A of this memorandum. Ail Master Teacher applicants are advised to check & re-check their documents vis-d-vis the supporting documents; ¢. Duly authenticated or as much as practicable original documents are needed. HRMPSB will return all documents affer the assessment process except 1 PDS and original copy of Classroom Program for the 2 Schoo! Years (2017-2018, 2018-2019); d. All documents must be properly tabbed/indexed based on the order of the criteria to facilitate the process; Applicants’ folders will be collected for Rapid Assessment on the actual schedule of the cluster. It is reiterated that there shall be no more additional documents except those submitted to the Secretariat which were included during the rapid assessment, {All clarifications, queries, and concerns about the assessment must be raised before the closure of the process. All concems relative to the process and results shall be no longer entertained once the candidate affixed his/her signature on the conforme portion of the individual Rating Sheet; B.2 Head Teacher and Principal Positions a. Applicants’ folders will be collected for Rapid Assessment on the actual schedule of the ‘cluster, It is reiterated that there shall be no more additional documents except those submitted to the Secretariat which were included during the Rapid Assessment; ©. All clarifications, queries, and concerns about the assessment must be raised before the closure of the process. In light of the foregoing, HRMPSB in coordination with the CID & SGOD will conduct On-site Performance Validation to the Candidates on June 20 to July 31, 2018, In this connection, District Heads are requested to prepare the list of candidates applying for promotion, for clementary & secondary per position. During the performance validation, it is reiterated that “preparation of foods and pabaon” are strictly discouraged. Results of the performance validation will be bases for the shortlists of candidates to undergo the NEW DOORS. Enclosure B contains HRMPSB & the TWG who will give life to the ‘conduct of the NEW DOORS. 5.
