Abstract
Industria continuă să aibă ponderea cea mai ridicată la creșterea
produsului intern brut. România a avut un proces de industrializare care s-a
frânt în 1990, putând vorbi de un proces regresiv de dezindustrializare. Pe
acest fond, producția industrială în România a scăzut dacă ne comparăm cu
perioade de dinainte de 1990.
În altă ordine de idei, noile condiții de piață introduse în România, ca
și dezvoltarea unor investiții autohtone sau străine, au dus în ultima perioadă
de timp la un proces de reindustrializare.
Directivele Uniunii Europene prevăd însă creșterea industrializării în
toate țările membre. România face parte dintre acele țări care trebuie să își
sporească preocupările în domeniul dezvoltării industriei.
Putem afirma și alte aspecte în ceea ce privește dezvoltarea unor
ramuri specifice capacității de dezvoltare industrială pe care România a
avut-o sau pe care caută să o regăsească.
Participarea la marile proiecte în domeniul industriei nu se poate
realiza decât prin două posibilități. Fie prin participarea la unele domenii de
activitate în care societăți comerciale, România în principal, au capacitate
deosebită față de alte state, sau prin finanțarea unor proiecte în domeniul
industrial, care este o formă extra-comunitară într-un fel. Spun aceasta
deoarece Uniunea Europeană alocă, nu subvenții, ci sprijin dezvoltării unor
proiecte industriale majore în Europa și aceasta se asigură prin finanțare.
În acest sens, putem vorbi de faptul că unele țări participă la
proiectele majore, iar altele rămân de din afară și se chinuiesc în proiecte
mici sau proiecte naționale, care, în concurență cu marele capital ce stă la
baza dezvoltării industrializării continue a țărilor dezvoltate, pălesc sau au
șanse reduse.
Introducere
Producția industrială ca și resursele de energie primară reprezintă
elemente foarte importante în asigurarea dezvoltării activității în acest
domeniu.
Pentru început, în articol, pe baza studiului efectuat, se exprimă o serie
de aprecieri în legătură cu modul în care a evoluat producția industrială în anul
2017 față de anul precedent. Se compară datele obținute în luna decembrie cu
luna noiembrie, luna anterioară, dar și o comparație a rezultatelor obținute în
anul 2017 cu perioadele de timp similare din anul precedent, anul 2016. Spun
similare deoarece se au în vedere aici atât lunile, trimestrele, până ajungem la
analiza completă a datelor pe întregul an.
Constatăm că producția industrială a crescut în medie cu 8,2% dar,
față de luna noiembrie, în decembrie am avut un spor al producției de 14,8%
iar față de luna corespunzătoare a anului precedent, de 7,9% iar la datele
ajustate sezonier de 12,2%. Iată deci, o primă apreciere în acest domeniu.
În ceea ce privește evoluția industriei prelucrătoare și a industriei
extractive, constatăm că industria prelucrătoare are un spor față de industria
extractivă. Desigur, industria extractivă și-a mai diminuat activitatea ca urmare
a faptului că o serie de resurse s-au epuizat și la creșterea în acest domeniu
poate că cel mai mult contribuie cercetările de explorare pentru atragerea în
circuitul economic de noi resurse.
Se face apoi o analiză a resurselor de energie primară care, în anul
207 față de anul anterior, au crescut. Principalele resurse de energie primară
au crescu și se constată, de asemenea, că și importurile au avut tot o creștere
pozitivă, ceea înseamnă că se impune un mod mai rațional de identificare și de
sporire a resurselor de energie primară.
În cadrul resurselor de energie analiza se face pe cantitatea de cărbune
net exploatată, cantitatea de țiței extrasă sau importată, gazele naturale

Anghelache, Anghel, Lilea, Burea and Avram (2017) au analizat
aspecte referitoare la Strategia adoptată de Uniunea Europene privind
dezvoltarea industriei, comerțului și serviciilor. Anghelache (2010) a studiat
evoluția producției de servicii în România. Anghelache (2010) a prezentat
elemente legate de riscul de mediu și managementului acestuia. Anghelache
(1999-2017) a efectuat o amplă cercetare a evoluției social-economice a
României și a rezultatelor înregistrate. Beelen et al. (2009) au studiat aspecte
legate de poluarea în Uniunea Europeană. Bozbas (2008) studiază politica
Uniunii Europene referitoare la producția de carburanți alternativi. Farole,
Rodríguez-Pose and Storper (2011) analizează politica de coeziune în Uniunea
Europeană. Kahn and Mansur (2013) studiază corelația dintre prețurile
energiei pe plan local și concentrarea geografică a locurilor de muncă. Vehlow,
Bergfeldt, Visser and Wilén (2007) analizează strategia Uniunii Europene
privind gestionarea deșeurilor. Wilting and Vringer (2009) realizează un studiu
privind utilizarea carbonului și a terenului din perspectiva producătorului și a
consumatorului.

Concluzii
Principala concluzie care se desprinde din analiza producției
industriale și a resurselor de energie primară este aceea că România a făcut un
mic pas în 2017 pe linia îmbunătățirii activității în această ramură principală
a economiei naționale care, în continuare, dă un spor al creșterii produsului
intern brut.
Atât producția industrială cât și resursele de energie electrică au
sporit și, pe această cale, se poate aprecia că există premise ca în perioadă
următoare, prin accesarea fondurilor comunitare, prin atragerea de investiții
străine directe și determinarea investitorilor autohtoni să se orienteze către
domenii industriale, putem vorbi de un proces de reindustrializare.
România are nevoie și de un proces de reindustrializare pe lângă
îmbunătățirea activității în domeniul agriculturii și al serviciilor. Spun aceasta
deoarece, în condițiile nou-create în România, agricultura, deși beneficiază
de condiții naturale extraordinare, datorită imposibilității de a asigura o
agricultură bazată pe ultimele cuceriri ale științei și tehnicii agricole (irigații,
fertilizare, chimizare etc,) nu mai are o contribuție prea ridicată la formarea
produsului intern brut.
În paralel, activitatea industrială este una mai ușor de realizat,
de a asigura creșterea rentabilității societăților comerciale naționale și
multinaționale din acest domeniu.
Se impune fundamentarea și consolidarea unui sistem legislativ
stimulator pentru atragerea de investiții suplimentare din partea celor care

Abstract
Industry continues to have the highest share of gross domestic product
growth. Romania had a process of industrialization that broke in 1990,
talking about a regressive process of deindustrialisation. On this background,
industrial production in Romania has decreased if we compare with pre-1990
periods.
In other news, the new market conditions introduced in Romania, as
well as the development of domestic or foreign investments, have, over the last
period of time, led to a re-industrialization process.
However, EU directives foresee increased industrialization in all
member countries. Romania is one of those countries that have to increase
their concerns in the field of industrial development.
We can state other aspects regarding the development of some
branches specific to the industrial development capacity that Romania has
had or that it seeks to regain.
Participation in major projects in the field of industry can only be
achieved through two possibilities. Either through participation in some areas
of activity in which commercial companies, mainly Romania, have a special
capacity towards other states, or by financing some projects in the industrial
field, which is an extra-community form in a certain way. I say this because
the European Union allocates not subsidies but supports the development of
major industrial projects in Europe and this is ensured through funding.
In this regard, we can talk about the fact that some countries are
participating in the major projects and others remain from outside and are
tormented in small projects or national projects which, in competition with the
great capital underlying the development of the industrialized countries’ fad
or have low chances.
Introduction
Industrial production as well as primary energy resources are very
important elements in ensuring the development of activity in this field.
For starters, the article, based on the study, expresses a series of
assessments regarding the evolution of industrial production in 2017 compared
to the previous year. It compares the data obtained in December with the previous
month, but also a comparison of the results obtained in 2017 with similar time
periods of the previous year, 2016. I say similar because we are considering here
both the months, the quarters, until we get full data analysis for the whole year.
We find that industrial production increased by 8.2% on average, but
compared to November, in December we had a 14.8% increase in production
and 7.9% compared to the same month of the previous year, and data adjusted
seasonally by 12.2%. Here is a first appreciation in this area.
Regarding the evolution of the manufacturing and extractive
industries, we find that the processing industry is growing in the extractive
industry. Of course, the mining industry has diminished its activity due to the
fact that a number of resources have exhausted and the growth in this field
may be the most contributing exploration research to attract new resources
into the economic circuit.
An analysis of primary energy resources is then made, which in the
year 207 compared to the previous year, increased. The main primary energy
resources have grown and it is also noticed that imports have also grown
positively, meaning that a more rational way to identify and increase primary
energy resources is required.
In the case of energy resources, the analysis is based on the amount of
net coal exploited, the amount of extracted or imported crude oil, the natural
gas used, the hydroelectric, nuclear or import energy, as well as imported
petroleum products.
Literature review
Anghelache, Anghel, Lilea, Burea and Avram (2017) analyzed aspects

and Wilén (2007) analyzes the European Union waste management strategy.
Wilting and Vringer (2009) conducted a study on the use of carbon and land
from the perspective of the manufacturer and the consumer.

Rezumat
O corelație recunoscută în plan economic general și conturată drept
evoluție economică naturală urmează traiectoria factorială: investiții –
productivitate – salarii. În paralel, coeziunea socială constituie alături de
rata creșterii economice, rata șomajului, rata inflației și deficitul balanței
de comerciale indicatori de pilotaj consacrați în politicile macroeconomice,
dar și cele cinci dimensiuni ale pentagonului “magic” al unei economii. Cele
două afirmații anterioare constituie fiecare în parte o bară limitativă a unui
spațiu de discuții, iar articolul se plasează practic între ele. Un aspect derivat
de aici este acela că articolul nu putea să fie conceput decât ca “între bare”
și intitulat tot ca o întrebare, drept consecință logică evidentă. Numai că în
demersul acestui articol, autorul a trebuit să încerce să găsească răspuns
nu la una, ci la mai multe întrebări derivate din câteva aspecte problematice
și care constituie substanța finală a acestuia: i) Ce sunt din punct de vedere
statistic salariul minim, mediu și maxim într-o economie? ii) Există similitudini
evolutive salariale pe tema salariului mediu și minim, în plan global și în
Uniunea Europeană (UE)? iii) În ce măsură dinamica salarială reală este
afectată de evoluțiile diferențiate ale salariului minim, maxim și mediu ? iv)
Cât de veridică poate fi o soluție statistică de calcul a indicelui de coeziune
socială în România, cuantificată prin evoluția raportului dintre salariul
maxim sau mediu și minim ? v) Degradarea semnificativă a coeziunii are drept
cauză exclusiv numărătorul? vi) Când evoluția excesivă a numitorului poate
crea probleme de ecluziune sau chiar gravă inechitate? vii) Care este viitorul
relației minim - mediu - maxim în populația statistică salarială din România?
Autenticitatea întrebărilor naște de la sine înțeles și originalitatea articolului
și a concluziilor sale repunând îndiscuție mereu certitudinile aparente legate
de prognoza tendinței salariului mediu în raport cu cel minim.
Cuvinte cheie: indicator statistic de coeziune socială, salariul minim,
maxim mediu, câștig salarial, ditribuție salarială, coeficient de omogenitate.
Cea de-a treia concluzie este poate și cea mai importantă, respectiv
aceea că 90% din variația totală și din substanța dispersiei aparține ultimului
interval sau altfel spus este determinată de salariul maxim, ceea ce traduce
polarizarea excesivă, în paralel cu eterogenitatea, asimetrie și anormalitate
distribuțională. Ceea ce ar putea rezulta de aici ar putea să fie o falsă
generalizare a distribuției salariale globale sau europene. Pentru a putea
înțelege clar că anormalitatea ține în mod clar și exclusiv de comportamentul
economiei românești trebuie comparată distribuția sa salarială din figura nr.
1 cu distribuția globală cu care se aseamană, în debutul analizei grafice la
nivelul anului 1960, dar care se normalizează în următoarele patru decenii,
până în anul 2000, conform studiului realizat în 2014, de van Zanden și echipa
sa de coautori (figura nr. 2):

Over the past 25-odd years there have been 35 legislative changes to
the minimum wage, ever since 1993. The presentation of the statistical indicator
built in an expressive graph (Figure 4) identifies a continuing trend of diminishing
the SCI specific ratio in the last 10 years, virtually since the EU accession.
This continuous process distorts the wage population, being accentuated by the
abnormal distribution of net salaries through the frequency of change, which has
become biannual, as well as the macroeconomic forecasts in Romania. The SCI

Starting in 2018, the structural changes in the gross wages result in its
impossibility to use in comparisons of temporal evolution, due to the lack of
statistical comparability. Analogously, the data about the minimum wage can no
longer be used, either, because they are exposed to the same structural change.
However, anyone who will continue doing so making use of statistical
indicators that seem apparently identical will come to totally alarming
conclusions, which are anyway incomparable with the rest of the series
under the impact by the lack of representativeness through excessive data
heterogeneity and the content of both notions (i.e. average wage and minimum
wage). Thus, the ratio between net monthly average wage and minimum wage
(forecasted SCI) becomes an alarming signal of excessive equalization and
discouragement of the compensation process: 1.288 in 2019 and 1.269 in
2020. All these predicted values are not coherent and real, but rather apparent,
and should be redefined in real rather than nominal terms.

Abstract
Sistemul financiar al unei țări este esențial deoarece acesta
evidențiază fluxurile economice care se stabilesc între agenții economici și
instituțiile statului, precum și între o serie de alte componente care contribuie
la realizarea produsului intern brut. Pe de altă parte sistemul financiar-
bancar este cel care ușurează corelarea obligațiilor și drepturilor agenților
economici și evidențiază în orice moment care a fost evoluția la un moment dat.
Desigur, sistemul financiar-bancar a existat de o lungă perioadă de timp și în
termeni generali el este definit ca totalitatea activităților cu caracter financiar
și local într-o țară. În principiu vorbim de finanțele publice, cele care asigură
într-o perioadă de timp un cadru adecvat pentru realizarea resurselor bănești
și fondurile publice, a modalităților și instrumentelor utilizate îndeobște
cu o anumită legătură a finanțelor publice cu cadrul legislativ care nu se
exclud reciproc. Existența resurselor financiare publice se realizează în orice
orânduire socială prin repartiția din produsul intern brut a unor sume care
sunt destinate, fiind cuprinse în bugetul consolidat, satisfacerea nevoilor
mediului social. Cu alte cuvinte, finanțele exprimă relații sociale de natură
economică, în expresie bănească, aceasta apărând în cele mai vechi timpuri.
Desigur, sistemul finanțelor publice a evoluat și s-a adaptat în funcție de
cerințele sau de caracteristicile societății. Din acest punct de vedere, în acest
articol putem identifica o perioadă până la primul război mondial, o perioadă
interbelică, care coincide și cu startul formării statului național unitar român
în 1918, apoi este perioada celui de-al doilea război mondial, iar din 1945
până în 1989, o perioadă a economiei etatizate în care și finanțele publice au
avut o anumită structură, o anumită evoluție, o anumită organizare, și multe
altele. Apoi, din 1990, se trece la economia de piață, care, are caracteristicile
sale, și pe acest fond și finanțele publice se modifică și adecvează sistemului
economiei de piață. Aici pot fi desprinse unele elemente, dar care nu au esență
în ceea ce privește rolul finanțelor publice. În studiul efectuat de autori se

În acest articol, autorii s-au axat pe o prezentare succintă a evoluției
finanțelor publice în contextul evoluției istorică a României. După definirea
termenului și evidențierea principalelor caracteristici în fiecare dintre
perioadele parcurse de România, de economia țării, se fac unele corelări în
sensul că finanțele publice depind si de conceptul pe care îl au acele politici
care se doresc a fi implementate, concepțiile de tip comunitar, de tip totalitar
sau de economie de piață. Cu atenție se prezintă fiecare dintre aceste etape
în ideea de a sublinia evoluția care a trecut prin toate aceste stadii și în final
a ajuns la etapa în care România este membră a Uniunii Europene, în care și
în acest domeniu trebuie să se implementeze directivele și orientările Uniunii
Europene. Putem vorbi în ultimă instanță de necesitatea de a restricționa din
punct de vedere legislativ și a funcționării sistemului finanțelor publice în
strânsă concordanță cu cele din celelalte țări membre ale Uniunii Europene.
Uniunea Europeană, recurge prin directivele sale la sistemul de a a corda
subvenții la unor sectoare care sunt de maximă importanță pentru economia
națională, dar și pentru economia Uniunii Europene. În acest context putem
aminti despre subvențiile care se dau pentru agricultură, dezvoltare rurală,
acestea fiind strict necesare economiei românești care dintr-un anumit punct
de vedere are unele rămâneri în urmă în ceea ce privește agricultura. În
treacăt fie spus, rezultă că în perioada de după 1989, agricultura României
a fost afectată de măsurile de „descentralizare”, punere într-o situație fără
posibilitate de aplicare a agrotehnicii moderne. Tot în acest context, autorii
analizează și legătura care există între moneda națională și piața, așa încât
banca centrală s-a căutat realizarea unei corelații macroeconomice care să
asigure și macrostabilizarea. În acest articol sunt prezentate unele serii de date
cu scopul de a ușura înțelegerea și acceptarea concluziilor la care autorii au
ajuns în studiul pe care l-au efectuat.

Concluzii
Finanțele publice și execuția bugetară sunt două elemente surori în
cadrul oricărei economii naționale. Finanțele publice evidențiază modul în care
bugetul conceput pentru o perioadă de timp este executat pentru intervalul de
timp respectiv. De asemenea, finanțele publice rezultă că au un rol important în
sistemul economico-social al unei țări, deoarece, într-un sens mai larg, o serie de
activități cum ar fi bugetul statului, creditul, operațiunile bancare sau de bursă,
relațiile cambiale, resursele și așa mai departe. Relațiile și operațiunile bănești
sunt elemente financiare care trebuie interpretate în cadrul sistemului finanțelor
publice dintr-o țară. Pe de altă parte finanțele publice au evoluat de la o etapă

Abstract
The financial system of a country is essential because it highlights
the economic flows that are established between economic agents and state
institutions as well as among a number of other components that contribute to
the realization of the gross domestic product. On the other hand, the financial-
banking system is the one that facilitates the correlation of the obligations and
rights of the economic agents and highlights at any moment what the evolution
was at one point. Of course, the financial-banking system has existed for a
long time and in general terms it is defined as the total of financial and local
activities in a country. In principle, we are talking about public finances, which
provide an adequate framework for the realization of money resources and
public funds, the modalities and instruments used in general with a certain link
between public finances and the legislative framework that are not mutually
exclusive. The existence of public financial resources is carried out in any
social organization by the distribution of gross domestic product of amounts
intended, being included in the consolidated budget, meeting the needs of the
social environment. In other words, finance expresses social relations of an
economic nature, in a monetary expression, which appears in the oldest times.
Of course, the public finance system has evolved and adapted according to the
requirements or characteristics of the company. From this point of view, in this
article we can identify a period until the First World War, an interwar period,
which coincides with the beginning of the formation of the Romanian unitary
national state in 1918, then it is the period of the Second World War, and
since 1945 until 1989, a period of the stagnant economy where public finances
had a certain structure, a certain evolution, a certain organization, and many
others. Then, since 1990, a market economy has its own characteristics, and
on this background, public finances are changing and appropriate to the
system of market economy. Here some elements can be detached, but they are

In this article, the authors focused on a brief presentation of the
evolution of public finances in the context of Romania’s historical evolution.
After defining the term and highlighting the main features in each of the periods
spent by Romania and the country’s economy, some correlations are made in
the sense that public finances also depend on the concept of those policies
that are intended to be implemented, totalitarian or market economy. Each of
these stages is carefully presented in order to highlight the evolution that has
passed through all these stages and finally reached the stage where Romania
is a member of the European Union, where the directives and guidelines must
also be implemented in this field The European Union. We can ultimately
talk about the need to restrict the legislative system and the functioning of
the public finance system closely in line with those of the other EU member
states. The European Union uses its directives on the system to subsidize some
sectors that are of the utmost importance to the national economy and to the
European Union economy. In this context, we can remember the subsidies
for agriculture, rural development, which are strictly necessary for the
Romanian economy, which from a certain point of view has some lag behind
in agriculture. In passing, it is said that in the period after 1989 Romania’s
agriculture was affected by the measures of „decentralization”, placing in a
situation where modern agrotechnics can not be applied. Also in this context,
the authors analyze the link between the national currency and the market, so
the central bank sought to achieve a macroeconomic correlation that would
also ensure macro-stabilization. In this article some series of data are presented
to facilitate understanding and acceptance of the conclusions reached by the
authors in the study they have done.
Literature review
Anghel, Anghelache and Carp (2017) analyzed the main correlations
between monetary-banking indicators. Anghelache, Păunică, Bodo and Mirea
(2017) have made a detailed approach to optimal government policies, given

the same period, we presented the main expenditures that are being made.
We have aligned the value of gross domestic product made annually with
total expenditure incurred and then with the structure of personnel, goods and
services, interest, subsidies, social assistance, capital expenditures and others
to highlight how income is distributed and then redistributed to the economy.
Conclusion
Public finances and budget execution are two sister elements in any
national economy. Public finances highlight how the budget conceived for a
period of time is executed for that time period. Also, public finances appear
to play an important role in the economic and social system of a country,
because in a broader sense, a number of activities such as the state budget,
credit, banking or stock exchange operations, resources and so on. Money
relationships and transactions are financial elements that need to be interpreted
within a country’s public finance system. On the other hand, public finances
have evolved from one historical stage to another through which Romania
has gone, and at each stage of this evolution some changes have been made in
line with the needs of the national economy. A final conclusion would be that
public finances need to be harmonized on the basis of EU directives within the
Community in which Romania is a member. Certainly, when Romania joins
the euro area, the public finances in our country will also get other changes, but
evolutionary, to ensure the consistency between what is being re-established
and what has to happen in a unitary way the framework of the European Union
in which Romania is a member.

Rezumat
În secțiunea introductivă se prezintă principalele categorii de modele
clasice validate ale investițiilor străine directe (ISD), încheind cu câteva dintre cele
recent publicate, aparținând literaturii ultimului deceniu. O secțiune de metodologie
prezintă principalele teste de validare ale modelului econometric clasic în general.
Tema principala o constituie însă invalidarea unui model clasic în care ISD este
specificat în context macroeconomic pornind de la valoare PIB-ului, formarea brută
a capitalului fix (FBCF), importuri (M) și exporturi (X), în cazul Cehiei, Ungariei și
Poloniei. Alegerea acestor economii europene exsocialiste și prezentarea invalidării
modelelor ISD specifice fiecărei țări în parte, cu exemplificarea testelor de tip
Fisher sau Durbin - Watson reflectă anumite schimbări în imaginea investitorilor
despre aceste economii și induc discuții referitoare la similaritatea invalidărilor
care conturează în profunzime decizia de a nu investi, mai curând decât a investi
în aceste economii. O succintă apreciere finală clarifică valoarea unui articol, care
invalidează și nu validează în perspectiva unei cunoașteri amplificate un demers de
modelare descriind situații de real interes statistic și econometric.

1. Introducere
Testul și testarea rămân concepte de conţinut pur statistico-matematic,
detalierea lor oferind contur instrumental în premodelarea econometrică sau
econometrică financiară. Obiectivul formulării unei ipoteze relevă importanţa
şi utilitatea practică a cunoașterii proceselor și fenomenelor economice, în
cazul de față de tipul investițiilor străine directe (ISD). În finalul oricărei
testări, poate avea loc identificarea factorilor explicativi modelatori, ajungând
chiar la validarea sau invalidarea unui model, în etapa specifică a formulării
deciziei statistice într-un fenomen natural și într-un proces iterativ.

4. Rezultate și discuții
Modelul multifactorial clasic propus în metodologie este invalidat de
evoluțiile cantitative sau valorice ale indicatorilor descriși pentru economiile
din Polonia, Cehia și Ungaria. Practic invalidarea modelului nu este cauzată
de intensitatea corelațiilor (conform valorii lui R simplu) sau a determinației
(conform valorii lui Rsquared) ci de faptul că modelele nu trec teste esențiale
cum sunt Fisher (valoarea lui F – statistic) sau Durbin-Watson (Durbin-
Watson stat) etc. Dincolo de clarificarea opţiunii pentru un anumit prag de
semnificaţie (α) - în economie, un nivel de eroare de 5% sau α = 0,05 poate
fi considerat suficient ca limită maximă în modelarea econometrică - şi a
tipului de test unilateral sau bilateral (one or two tailed), particularizarea
prin valori limită sau critice a regiunii de respingere se realizează în urma
consultării valorilor teoretice (tabelate) ale testului respectiv (F, D-W, t etc.),
detaliat în raport cu numărul de grade de libertate şi pragul de semnificaţie (α).
Pachetul de programe Eviews simplică întreg procesul de validare/invalidare
determinând și oferind foarte rapid în cadul modelului (redefinit ca statistic,
stat și substituind astfel clasica valoare F calculat sau D-W calculat, t calculat
etc.) Reglementarea deciziei statistice de validare/invalidare a modelului
se realizează prin stabilirea detaliată a regulilor de validare și presupune
formularea fără ambiguitate a trei seturi de interpretări distincte în raport cu
tipul de test bilateral, unilateral dreapta şi stânga, toate acestea pentru un anumit
nivel garantat de probabilitate. Raţionamentul expus conduce la întrebarea
imediată: De la ce nivel oare o probabilitate (p critică) poate fi considerată
insuficientă sau mică? Pentru a exclude orice urmă de subiectivism în procesul
de decizie al testării modul de alegere a celebrului α sau pragul de semnificaţie
al oricărui test devine ca atare destul de important. Regula de decizie face
referire în final și la alfa (α) şi la probabilitatea critică a testului (pcritică):
i) dacă pcritică > α, atunci nu se respinge ipoteza formulată inițial H0
(de exemplu model valid), în favoarea ipotezei alternative H1 (model invalid);
ii) dacă pcritică ≤ α, atunci se respinge ipoteza inițială H0, în favoarea
celei alternative H1.

Abstract
In the introductory section are presented the main categories of
validated classical foreign direct investment (FDI) models, ending with some
of the recently published ones, belonging to the literature of the last decade.
A section of methodology presents the main validation tests of the classical
econometric model in general. However, the main thrust is the invalidation
of a classical model in which FDI is specified in a macroeconomic context
starting from GDP value, gross fixed capital formation (FBCF), imports (M)
and exports (X), in the case of the Czech Republic, Hungary and Poland.
Choosing these ex-socialist European economies and presenting the
invalidation of country-specific FDI models, while also exemplifying Fisher
or Durbin-Watson tests, reflect certain changes in the investors’ image of
these economies, and incite discussion of the similarity of invalidations, which
outlines the decision not to invest, rather than invest in these economies. A
brief final assessment clarifies the value of an article that both invalidates
and does not validate, in the perspective of amplified knowledge, a modelling
approach describing situations of real statistical and econometric interest.

1. Introduction
Testing and testing remain concepts of purely statistical and mathematical
content, and detailing them gives an an instrumental contour in econometric or
econometric pre-modelling. The objective of formulating a hypothesis reveals
the importance and practical utility of knowing the economic processes and
phenomena, in this case those belonging to the foreign direct investment (FDI)
type. At the end of any testing, the identifying of the modelling explanatory
factors, reaching the validation or invalidation of a model, at the specific
stage of the formulation of the statistical decision can take place in a natural
phenomenon and in an iterative process.
Twelve examples of FDI models in papers from the past five years

1.An amplified gravitational model (Dauti, 2015), where the determining factors of the FDI stock are
modelled to predict the potential level of the FDI stock (e.g. FDI in Macedonia); the model distinguishes
general factors of gravity (market size and distance), institutional factors (related to corruption control,
corruption perception index, regulatory quality, transition progress and membership of the WTO), as
well as other traditional determinants of FDI (schooling, bilateral exports, regional FDI), etc.
2.Another model (validated in 2017 by Jeswald Salacuse on twenty-six countries) concerning the
bilateral investment treaties signal identifies a strong / weak country by associating it with the Bilateral
Investment Treaties (BIT), based on the theory of information and signaling in the economy, arguing
that investment treaties (bilateral investment contracts) influence capital flows through the signals they
transmit on international capital markets, and affect the cost a country pays for FDI.
3.Ojede and Kishan’s FDI model identifies a major exogenous variable in the volume of IMF credit, which
is correlated with FDI flows to developing countries below / above a threshold value of economic freedom;
4.The conceptual European model of Paniagua, Korzynski and Mas-Tur (2017) focuses on the
capability-based theory of multinationals, which is also empirically grounded, explaining the effect of
social networks on FDI, and suggests that online social networking stimulates foreign capital spending
and new network affiliates;
5.The model specified and parameterized by Omri and Kahouli includes capital stock, labour and
inflation, with FDI and energy, confirming the interdependence between energy consumption, FDI and
economic growth;
6.The Ramos and Ashby model (2017) is a realistic one, based on the existence of a geographic halo-
effect caused by violent crimes, and is supported by the results of research showing that the highest
number of killings is associated with diminishing FDI inflows: criminal violence in certain locations in
Latin America affects FDI;
7.The Kozhevnikov, Pridvizhkin and Bazhenov model for 19 emerging economies allows the estimation
of the influence of the various factors on the net inflows of FDI, starting from two distinct structures of
exogenous variables: a group of macro-economic factors and a group of factors related to the general
development of society (11 factors);
8.The Arel-Bundock model is focused on the influence of political risk, institutional risks and FDI, with
the conclusion that none of the policy variables investigated determines the majority of the change in
aggregate FDI inflows;
9.Using the existing FDI theory creatively in order to justify a simpler model, Edwards Romero and
Madjd-Sadjadi (2016) used a determinant set of characteristics, starting from the interaction between
economic growth (while considering economic stability) and current FDI.
10.The Lee Hoon model demonstrates that investors do not reduce FDI against political risk if an armed
conflict is expected to increase profits by raising commodity prices (exemplified by oil and its price: the
effect of an armed conflict over FDI in oil industry varies depending on the price of oil).

heterogeneous framework of companies, and explain how the institutional distance or gap changes FDI.

knowledge capital.

Thus, one can see how the classical model is dominantly invalidated,
which translates as a different behaviour of some economies in the group
of EU ex-socialist countries in terms of FDI, according to calculated values
and tabulated values compared in model testing leading to invalidation (e.g.
F-statistical and p critical)
A classic multi-factorial model with a validating/invalidating selective
finality in relation to an optimal econometric and financial investment model
for the economies of the Eastern and Central European ex-socialist countries
can lead to a true competition of the various models and patterns, emerging
from the tendencies related to the accentuation of the significance of the
R-squared coefficient of determination, and the validation/invalidation tests
used in selecting the model factors and the primacy of the diversity of these
countries’ economies according to the databases (factorial eclecticism). The
financial econometric modelling of FDI is a living and complex process,
which analyzes countless variables expressed variously, from value indicators,
which are relative, to structural indicators, including specific indicators of the
original models, synthesizing important conclusions, where the completion by
invalidation of some models can have the same importance as the validation
of some others.
5. Conclusions
Punctually subjected to the tests specific to the econometric model,
many of the classic ISD models may be false regressions (i.e. spurious
regression) or illusory correlations, and the determination coefficient (R2,
or R-squared) is a mere prerequisite for initial selection, and eventually few
of the models chosen are going to be validated using specific tests (Fisher,

Abstract
Pe măsura evoluției economiei românești în pas cu dezvoltarea
procesului de consolidare a statului național român prin actul din 24 ianuarie
1859, consfințit apoi prin Marea Unire de la 1 decembrie 1918 în sistemul
economic românesc a apărut problema creditului. Desigur, cu ceva întârziere
față de alte state acum membre ale Uniunii Europene, această categorie
financiară a apărut și s-a dezvoltat și în România sub formele cele mai diverse.
În acest articol autorii își propun să scoată în evidență etapele și perioadele
pe care România le-a parcurs în apariția și evoluția unui sistem bancar care în
prima fază s-a numit Banca Centrală de Emisiune și Credit și s-a dezvoltat pas
cu pas ajungând la denumirea de astăzi, Banca Națională a României, termen
similar cu banca centrală a unei țări din Europa așa cum de regulă este numită
această instituție. Băncile au apărut și s-au dezvoltat în mod diferențiat de la o
perioadă istorică la alta, pe care a parcurs-o România. Astfel putem identifica
perioada de dinaintea primului război mondial, perioada interbelică, perioada
restricționistă a celui de-al doilea război mondial, apoi sistemul bancar
specific economiei etatizate, pe care România a parcurs-o în perioada 1945-
1989. După care în 1990 putem vorbi de sistemul bancar care s-a reorganizat
și s-a dezvoltat în condițiile pieței libere. Desigur factorii care au determinat
apariția și dezvoltarea sistemului bancar românesc sunt cunoscute și în
cadrul acestui articol autorii caută să precizeze specificitatea pe care a avut-o
evoluția sistemului bancar românesc în toate aceste perioade. Întotdeauna,
și în România, indiferent de perioada pe care a parcurs-o în evoluția sa
social-economică în domeniul bancar s-a pus problema existenței unei bănci
centrale indiferent de denumire care să aibă și atributul principal de control
și supraveghere a sistemului bancar comercial așa încât să nu se înregistreze
derapaje prea mari de la nevoia de evoluție a fiecăruia dintre aceste activități

În cadrul acestui articol autorii au pus accentul pe a evidenția rolul
sistemului bancar, evoluția acestuia prezentând și unele date sintetizate pentru
a arăta sistemul bancar românesc. Astfel, într-o serie de date din anul 1930
până în anul 1939 se relevă modul în care a crescut numărul băncilor anii în
care 1929-1933 datorită crizei acest număr s-a diminuat, ș.a.m.d., ajungând
la sistemul bancar românesc din perioada comunistă și al modului în care
băncile s-au consolidat prin sporirea activelor, creșterea controlului asupra
sistemului bancar de către banca centrală a țării, Banca Națională. După
trecerea economiei României la economia de piață se întreprinde o analiză
relevând modul în care au apărut o serie de bănci, atestându-se faptul că în
mod continuu au crescut activele băncii cât și pasivele așa încât banca centrală
s-a consolidat și a devenit un factor decisiv în ceea ce privește evoluția și
implementarea principiilor și funcțiilor pe care le are piața bancară.
Literature review
Aizenman (2010) a abordat aspecte referitoare la supravegherea
macroprudențială în economia deschisă și rolul băncilor centrale în piețele
emergente. Anghel (2015) a elaborat un model de analiză a evoluției serviciilor
de Internet Banking din România, din punctul de vedere al numărului de
utilizatori, al numărului şi al valorii tranzacţiilor. Anghel (2014) a studiat
impactul pe care sistemul bancar românesc îl are în întreaga economie,
analizând valoarea şi evoluţia principalilor indicatori care caracterizează acest
sector de activitate. Anghelache (2017) realizat o analiză complexă a economiei
românești, studiind evoluția pieței financiare, atât a celei bancare cât și a celei
nebancare. Anghelache, Sfetcu and Bodo (2017) au analizat evoluția cadrului
de reglementare prevăzut de standardele elaborate de Comitetul de la Basel.
Anghelache, Marinescu and Mirea (2017) au studiat aspecte referitoare la

Concluzii
Din studiul efectuat de autori, se desprinde concluzia că sistemul
bancar al unei țări este o necesitate fundamentală pentru asigurarea unei
evoluții a economiei țării respective în termeni care să nu afecteze stabilitatea
macroeconomică. Sistemul bancar românesc s-a dezvoltat încă din anii 1860
până în prezent, parcurgând toate etapele pe care le-a parcurs și societatea
românească. Pe acest fond fără a se nega în vreun moment necesitatea unui
sistem bancar au apărut unele evoluții contradictorii, cele mai multe referindu-
se la structura sistemului bancar, creșterea sau descreșterea numărului de
bănci, cele mai multe fiind asimilate sau falimentate în funcție de capacitatea
și strategia utilizată. sistemul bancar al unei țări trebuie să se încadreze strict
în prevederile acordurilor Basel I, II și III, care nu au altceva de impus decât
consolidarea sistemului bancar. De asemenea, în termeni bancari europeni și
mai larg de internaționali se vorbește de apariția Basel IV care va fi adus în
realitatea pe care o parcurg și economiile țărilor despre care discutăm.
Abstract
According to the evolution of the Romanian economy in step with
the development of the process of consolidation of the Romanian national
state by the act of January 24, 1859, consecrated later by the Great Union
from 1 December 1918 in the Romanian economic system the problem of
credit emerged. Of course, with some delay from other states now members
of the European Union, this financial category has emerged and developed
in Romania in the most diverse forms. In this article, the authors intend to
highlight the stages and periods Romania has experienced in the emergence
and evolution of a banking system that in the first phase was called the Central
Bank of Issuance and Credit and has developed step by step to today’s name
, The National Bank of Romania, a term similar to the central bank of a
country in Europe as this institution is usually called. Banks have emerged
and developed differently from one historical period to another that Romania
has traveled. Thus we can identify the period before the First World War,
the interwar period, the restrictive period of the Second World War, then the
banking system specific to the economized economy, which Romania traveled
between 1945-1989. Then in 1990 we can talk about the banking system that
has reorganized and developed under the conditions of the free market. Of
course, the factors that have determined the emergence and development of
the Romanian banking system are known and in this article the authors seek
to specify the specificity that the evolution of the Romanian banking system
had in all these periods. Always, in Romania, regardless of the period it has
undergone in its socio-economic evolution in the banking field, it has raised
the question of the existence of a central bank, regardless of the name, which
has the main attribute of control and supervision of the commercial banking
system, not to have too much slippage from the need for evolution of each
of these economic activities pursued in the banking system. The authors

In this article the authors emphasized the role of the banking system,
its evolution also presenting some synthesized data to show the Romanian
banking system. Thus, in a series of data from 1930 to 1939, it is revealed how
the number of banks in the years 1929-1933 increased because of the crisis
this number has diminished, etc., reaching the Romanian banking system
during the communist period and the way banks strengthened by increasing
assets, increasing the control over the banking system by the central bank of
the country, the National Bank. After the transition of Romania’s economy
to the market economy, an analysis is under way to reveal how a number of
banks have emerged, confirming that the bank’s assets and liabilities have
continuously increased so that the central bank has consolidated and become a
decisive factor in terms of the evolution and implementation of the principles
and functions of the banking market.
Literature review
Aizenman (2010) addressed issues related to macro-prudential
oversight in the open economy and the role of central banks in emerging markets.
Anghel (2015) developed a model for analyzing the evolution of Internet
Banking services in Romania, in terms of number of users, number and value
of transactions. Anghel (2014) studied the impact of the Romanian banking
system in the whole economy, analyzing the value and evolution of the main
indicators characterizing this sector of activity. Anghelache (2017) conducted
a complex analysis of the Romanian economy, studying the evolution of the
financial market, both banking and non-banking. Anghelache, Sfetcu and
Bodo (2017) analyzed the evolution of the regulatory framework provided
by the standards developed by the Basel Committee. Anghelache, Marinescu
and Mirea (2017) studied aspects related to the insolvency risk manifested
in banking institutions. Anghelache, Anghelache and Sfetcu (2009) studied

There are some value indicators, expressed in golden lei, comparable. We
would point out that there was no deflation but, by expressing all the gold-
gold indicators, comparability was ensured from one period to the next.
Until 1914, when the First World War started, the Romanian banking
system functioned, but after 1920 until 1939, although specialized banks of
industrial credit emerged, the Romanian economy at that time was hit by post-
war inflation. Between 1920-1929, the number of loans doubled, the number
of banks, the balance sheet asset is increasing, and the expansion of social
output.
Another interesting interval is 1930-1939, during which, except for
some state-owned state-owned institutions such as the National Bank of
Romania, the CEC and others, there are restrictions on the banking system,
a number of banks unviable were bankrupt. Thus, from 1097 bank units, the
number drops to 491 bank units in just 10 years. The banking asset drops by
around 40% and credit operations are diminishing because banks, unable to
increase and have high profitability, increase interest rates by causing lenders
to give up this source.
The banking crisis followed, which began in 1929, amid the general
economic crisis. This has resulted in the weakening of the banking system,
which has become intolerable, has led to currency speculation and trade in
goods.
A period of trial of the recovery of the credit system followed, which
was based on the entry into force in 1934 of the Law on the organization and
regulation of the bank trade. In April 1935, the new law was promulgated,
to facilitate and restore the credit. These two laws were the basis for the
reorganization of the banking system, which led to the National Bank of
Romania’s statute in 1946.
In the period after 1990, the banking system has entered a deepening
process of consolidation. Thus, a banking system where the National Bank
resumed all its central bank responsibilities was transferred to the newly
established Bank of Commerce Bank.
In 2004, Law 312 on the Statute of the National Bank of Romania was
promulgated. This law provided that the NBR ensures: the development and
implementation of monetary policy and exchange rate policy, the authorization,
regulation and prudential supervision of credit institutions, the promotion and
modernization of the smooth functioning of the payment system, financial
stability, the issuance of banknotes and coins as a legal means of payment
in Romania, the stability of the currency regime and the supervision of its
observance and the management of Romania’s international reserves.
In this way, the bank strengthened its role as a pillar, on the basis
of which from 4 banks that existed in 1989 it reached 45 banks in 1998 and
after the events that took place, with the bankruptcy of some insufficiently
consolidated banks, the banking system sat at 38 banks in 2006.
The Romanian banking system during this period had a big problem,
meaning that the technical apparatus consisting of bank employees with special
experience in the system that existed, the effects were sometimes bad because
there was no possibility of consolidating a consistent banking activity.
Between 1999 and 2003, 9 banks left the banking system. In 1999,
Albina Bank’s authorization was withdrawn, and BANCOREX was taken
over by the Commercial Bank and bankruptcy proceedings were opened

Abstract
În acest articol, autorii au căutat să se concentreze pe a prezenta
piața valutar-monetară care s-a dezvoltat în strânsă concordanță cu evoluția
sistemului social fiind determinată desigur de funcționarea pieței libere,
apariția și dezvoltarea sistemului bancar, plățile interne și externe, masa
monetară, existența schimburilor internaționale ș.a.m.d. Nici o țară nu poate
să se dezvolte autarhic, ea trebuie să adere la schimburile internaționale, de
cooperare și colaborare economică tehnico-științifică. Desigur, din cele mai
vechi timpuri practicarea schimburilor de mărfuri la un preț care asigură
circuitul economic bani-marfă-bani sau marfă-bani-marfă, depinde cum dorim
să interpretăm, un rol important l-a avut piața monetar-valutară. Sistemul
bancar a avut o consecință deosebită, deoarece a mijlocit interschimbul care
s-a dezvoltat de-a lungul timpului și a reprezentat perspectiva perfecționării
acestuia. Autorii pun accentul pe a prezenta piața monetar-valutară bazată pe
moneda națională care deși a suferit unele transformări ea a trebuit pusă în
concordanță cu piața monetar-valutară internațională. Posibilitatea și nevoia
de a controla corelația dintre nevoile și masa monetară au fost ale băncii
naționale care a urmărit în mod permanent o corelare a acestuia. Sigur,
piața monetar-valutară este analizată și în conjunctura în care apar elemente
specifice pieței libere, cum ar fi inflația, cea care duce uneori la rezultate
concrete reale care pot fi apreciate numai după ce acestea sunt definitive. În
felul acesta ne dăm seama de o evoluție concretă, care s-a manifestat în piață,
de nevoia de masă monetară suplimentară sau dimpotrivă, de retragere a unei
părți din masa monetară. Cunoaștem că, acele crize financiar-economice sunt
determinate și de faptul că pe piața liberă, piața monetar-valutară există o
masă mai mare decât necesarul, care duce la explozia inflației și pe cale de
consecință la posibilitatea declanșării unor iregularități pe care le resimte
Introducere
În studiul evoluției pieței monetar-valutare s-a avut în vedere faptul
că românia participă la o serie de tranzacții internaționale, la o serie de
schimburi, în care moneda națională (leul) este pusă în corelație cu celelalte
valute. Aprecierea nivelului de dezvoltare al unei țări se face prin paritatea
puterii de cumpărare, context în care salariul real dintr-o țară deflatat se pune
în concordanță cu aceeași mărime exprimată într-o monedă unică, să spunem
dolari pentru toate țările analizate așa încât astfel să rezulte nivelul de evoluție
a fiecărei țări, în măsura în care această evoluție a fiecărei țări asigură o
stabilitate și o posibilă creștere a standardului de viață. Desigur, politica de
curs de schimb a băncii naționale este una importantă în sensul că asigură
menținerea flexibilității a cursului de schimb pe un interval de termen mai lung
descurajând influxul de capital speculativ și asigurarea pe cale de consecință
a rezervelor valutare. Politica băncilor comerciale este coordonată de către
banca națională, de aceea de cele mai multe ori caracteristicile strategiei
monetar-valutare pleacă de la nevoia de a stabili strategia de previziune și
țintire a inflației așa încât valoarea reală a resurselor monetar-valutare să nu
se îndepărteze de nevoile economiei și mai ales să asigure și posibilitatea
ca macrostabilizarea să fie un proces continuu și pe această cale să se evite
alunecările .într-o direcție sau în alta. Desigur, autorii se axează și pe pârghia
ratei dobânzii care este utilizată în cadrul strategiei ținând seama de contextul
intensificării fluxurilor financiare care impun și unele restricții monetare într-
un sens mai larg. Liberalizarea contului de capital s-a realizat și în România

structurare a masei monetare în România. Anghel (2015) a analizat agregatele
monetare în România și a studiat corelațiile dintre acestea și unele variabile
macroeconomice. Anghel (2015) a analizat principalele instrumente de politică
monetară. Anghelache, Jweida, Popovici and Stanciu (2016) au studiat legătura
dintre investiţiile străine directe şi export în România. Anghelache, Burea and
Ursache (2017) au analizat interconexiunile care se stabilesc între indicatorii
balanţei de plăţi şi indicatorii macroeconomici de rezultate, utilizând, în acest
sens, relaţii statistico-matematice relevante. Belongia and Ireland (2015)
au subliniat că toate perturbările monetare au o componentă cantitativă
importantă, care este captată de mișcările într-un agregat monetar corect
măsurat. Anghelache, Anghelache and Anghel (2016) au analizat comerţul
internaţional al României în decursul ultimilor ani, fiind evidenţiate segmentele
de date care descriu cele mai favorabile evoluţii ale indicatorilor analizaţi.
Anghelache, Anghelache, Panait and Jweida (2016) au studiat evoluțiile recente
ale comerțului internațional al României, contribuția partenerilor externi la
realizarea rezultatelor înregistrate, măsurate prin indicatori relevanți, dinamica
soldului financiar al comerțului exterior. Anghelache, Anghelache and Anghel
(2014) au studiat indicatorii situației bugetare și monetare a României. Belongia
and Ireland (2006) au analizat aspecte referitoare la canalele de transmitere
monetară. Doepke and Schneider (2017) au discutat despre alegerea optimă
a „zonelor valutare” atunci când există variații în intensitatea comerțului în
interiorul și între regiuni. Primiceri (2005) a studiat posibilitatea utilizării
vectorilor autoregresivi în politica monetară. Woodford (2008) a considerat
necesară atribuirea unui rol important urmăririi creșterii agregatelor monetare
atunci când se iau decizii privind politica monetară.

Politica de curs de schimb este una dintre fețele cele mai interesante pe
care le-a avut România în perioada de după 1990 până în prezent. Provocările au
fost atât de mari încât cursul de schimb a avut oscilații deosebite, determinând
degradarea valorii monedei naționale care, în 2005, a trebuit să fie denominată.
Constrângerea exercitată la intrările mari de capitaluri a fost suficient
de puternică pentru a pune Banca Centrală în situația de a controla regimul de
flotare controlată a leului și, apoi, de impunere a unei strategii de țintire directă a
inflației. Cunoaștem că inflația este determinată, de cele mai multe ori, de raportul
dintre masa monetară existentă în circulație în plan național dar și internațional
și modalitatea de a oferi în piață bunuri și servicii la acest nivel. Degradarea
raportului în favoarea masei monetare duce, inevitabil, la creșterea inflației. De
aceea, băncile centrale au în vederea menținerea echilibrului care trebuie să existe
permanent între masa monetară și volumul de bunuri și servicii existente pe piață.
În aceste condiții, după declanșarea crizei globale, intervențiile
valutare ale Băncii Naționale au avut în vedere, în primul rând, evitarea unor
deprecieri prea mari ale cursului de schimb, pentru a nu se ajunge în situații

În politica generală a Băncii Naționale întreaga politică de urmărire
a cursului de schimb, pentru protejarea stabilității monedei naționale și
asigurarea unei macrostabilități, s-a făcut în paralel cu politica de țintire a
inflației. Astfel, pe lângă datele certe calculate de Institutul Național de
Statistică, la rândul ei Banca Națională a României acordă atenție analizei
și previziunii evoluției inflației. Aceasta a avut un caracter permanent și s-a
realizat ca urmare a unei politici strânse și de colaborare între Banca Națională
și Institutul Național de Statistică.
Concluzii
Sistemul monetar-valutar în orice țară este un element important care
asigură o corectă apreciere a rezultatelor obținute de o țară într-o perioadă
de timp sau alta, asigură participarea la fluxurile internaționale economice
și tehnico-științifice, asigură prin rata cursului de schimb posibilitatea de a
dezvolta relații economice internaționale echilibrate care să se reflecte în cele din
urmă în echilibrul sistemului economico-social concretizat prin produsul intern
brut, indicatorul cel mai complex de rezultate, realizat într-o perioadă de timp. În
altă ordine de idei, piața monetar-valutară se schimbă, ajungând să aibă anumite
caracteristici specifice calității de membru al Uniunii Europene, în cadrul acestui

Abstract
In this article, the authors sought to focus on presenting the currency-
money market that developed in close consistency with the evolution of the
social system, being determined of course by the functioning of the free market,
the emergence and development of the banking system, internal and external
payments, money, international exchanges, and so on No country can develop
autarchically, it must adhere to international exchanges, cooperation and
technical-scientific economic collaboration. Of course, since ancient times,
the exchange of commodities at a price that provides the economic money-
money-money or commodity-money-commodity circuit, depends on how we
want to interpret, a currency-currency market has played an important role.
The banking system had a special effect because it mediated the interchange
that has developed over time and represented the prospect of improving it. The
authors emphasize the presentation of the monetary-currency market based on
the national currency, which, although undergoing some transformations, had
to be reconciled with the international monetary and foreign exchange market.
The possibility and the need to control the correlation between needs and
money supply were the national bank that consistently pursued its correlation.
Of course, the money-market is also analyzed in the context of specific free
market elements, such as inflation, which sometimes leads to real concrete
results that can only be appreciated after they are definitive. In this way, we
are aware of a concrete evolution that has manifested itself in the market,
the need for additional monetary mass or, on the contrary, the withdrawal
of some of the money. We know that those financial and economic crises are
also determined by the fact that in the free market, the money-market has
a larger mass than necessary, which leads to the explosion of inflation and
consequently to the possibility of triggering irregularities that the market

In the study of the evolution of the currency-exchange market it
was taken into account that Romania participates in a series of international
transactions, at a series of exchanges, in which the national currency (the leu)
is correlated with the other currencies. The assessment of a country’s level of
development is done through purchasing power parity, in which context the
real wage in a deflated country is consistent with the same size expressed in a
single currency, to say dollars for all the analyzed countries so that the level
of evolution of each country results, to the extent that this evolution of each
country ensures stability and a possible increase in the standard of living. Of
course, the exchange rate policy of the national bank is important in that it
ensures that exchange rate flexibility is maintained over a longer period of
time by discouraging speculative capital inflows and consequently securing
foreign exchange reserves. The commercial banks’ policy is coordinated
by the national bank, which is why most of the features of the monetary-
foreign exchange strategy go from the need to set inflation forecasting and
targeting strategy so that the real value of monetary-currency resources does
not deviate from the needs of the economy and, above all, to ensure that
macrostabilization is a continuous process, and in this way avoid sliding in
one direction or another. Of course, the authors also focus on the leverage of
the interest rate that is used in the strategy, taking into account the context of
the intensification of financial flows that impose some monetary restrictions

From the study of the two charts, the oscillating evolution of the
inflation rate, marked by the multiple market shocks, the reduction of the

The exchange rate policy is one of the most interesting faces that
Romania has had in the period since 1990 to the present. The challenges
were so great that the exchange rate had particular fluctuations, causing the
devaluation of the national currency that, in 2005, had to be denominated.
The constraint on large capital inflows was strong enough to put the
Central Bank in a position to control the controlled leu floating regime and
then to impose a strategy of direct inflation targeting. We know that inflation is
most often determined by the ratio between the monetary mass in circulation
at national and international level and the way to offer goods and services
at this level in the market. The degradation of the ratio in favor of monetary
mass inevitably leads to an increase in inflation. That is why the central banks
have to maintain the balance that must exist permanently between the money
supply and the volume of goods and services on the market.
Against this background, after the global crisis triggered, the
NBR’s foreign exchange interventions aimed firstly at avoiding too high a
depreciation of the exchange rate in order not to compromise the value and
stability of the national currency. If we had a fixed exchange rate, the real
sector of the economy would have borne the burden of economic adjustment,
but with disastrous social effects.
The reserves set up by the National Bank have evolved since we are
considering the international reserves that Romania created during this period.

In the general policy of the National Bank, the whole policy of
pursuing the exchange rate, in order to protect the stability of the national
currency and to ensure macro-stability, was made in parallel with the policy of
inflation targeting. Thus, besides the calculated data provided by the National
Institute of Statistics, the National Bank of Romania, in turn, pays attention to
the analysis and forecast of the evolution of inflation. This was a permanent
character and was achieved as a result of a close cooperation policy between
the National Bank and the National Institute of Statistics.
Conclusion
The currency-exchange system in any country is an important element
that assures a correct appreciation of the results obtained by a country at
one time or another, ensures participation in the international economic and
technical-scientific flows, ensures through the exchange rate the possibility of
to develop balanced international economic relations that eventually reflect in
the balance of the economic and social system materialized by gross domestic
product, the most complex indicator of results achieved over a period of
time. In other news, the money and foreign exchange market is changing,
with certain characteristics specific to the membership of the European Union
within this system. Of course, EU directives need to be implemented, with
Romania still benefiting from some transition periods, but in general terms will
have to adapt alignment to these requirements. In particular, Romania needs to
adjust its economic and social development so that it meets the criteria to be
admitted to the Eurozone. At present, by practicing prices and other economic
and social values set in euros then converted into lei, although there is no law

Rezumat
O scurtă introducere sintetizează principalele teorii clasice ale
investițiilor străine directe (ISD), fiind urmată de trecere în revistă a celor
mai recente tendințe teoretice, rezultate din literatura ultimului deceniu. O
secțiune metodologică sumară, dar necesară, este urmată de prezentarea unui
model econometric al ISD clasic, specificat, parametrizat și validat în cazul
României și apoi similar și în cel al Bulgariei. Aceasta este tema care implică
discuții referitoare la viziunea aproape identică pe care investitorii o au
despre România și Bulgaria pornind de la decizia de investire în economiile
acestor țări. În același timp, articolul etapizează și redefinește un proiect mai
extins al autoarei, descris teoretic mai extins, iar practic mai restrâns, într-un
articol publicat tot în această revistă (RRS Supliment nr. 8/2017) și dedicat
unui model axat pe indicatori relativi internaționali cu putere de semnalizare
asupra investitorilor (axat pe dinamica notării riscului, indicele corupției și
al libertății economice). Demersul clasic al noii modelări are drept factori
indicatori exclusiv valorici de la împrumuturi de la bănci (IB) comerciale
și alte surse, valoare PIB-ului, formarea brută a capitalului fix (FBCF),
importuri (M) și exporturi (X). Câteva remarci finale clarifică perspectivele
acestei modelări îndreptate către unele situații interesante generate de
invalidarea altor modele clasice în cazul altor economii exsocialiste.

1. Introducere
Modelul econometric constituie o agregare a contribuţiilor conceptuale,
instrumentale, tehnicilor şi metodelor specifice atât statisticii, cât și matematicii
şi economiei. La acest tip de model ce se apropie de nouă decenii de existență,
modelul econometric financiar adaugă economia financiară şi incertitudinea sa
comensurabilă relativ cu ajutorul gândirii şi teoriei probabilităţilor. Modelarea
econometrică se transformă astfel într-un set de tehnici şi metode cantitative,
care sunt utile realizării de modele econometrice esenţiale în procesul de

cu n variabile exogene şi m observaţii, rezultate din detalierea unor
matrici de corelație, coloane Yi, βi şi εi fiind matrici ale variabilei endogene,
parametrilor şi reziduului (cu m observaţii), iar Xi o matrice a variabilei
exogene de tip (n×m).
Analiza statisticilor descriptive ale celor 16 variabile inițiale s-a realizat
pornind de la indicatorii aparținând Băncii Mondiale disponibili la http://
databank.worldbank.org/data/reports.aspx?source=world-development-
indicators și pentru România (tabel nr.2a, 2b și 3), dar și pentru Bulgaria,
urmărind dacă seriile de valori ale variabilelor endogene și exogene sunt
normal distribuite, în limite acceptate de asimetrie şi boltire, în baze de date
de 21 de termeni (1996 -2016) și de 17 termeni (2000-2016), variabilele
analizate dovedindu-se a fi omogene (coeficienţii fiind mai mici de 35-40%
dar acceptând și la limita de 50%). Indiferent de universul temporal de analiză,
aceleași serii s-au dovedit a fi normal distribuite conform repartiţiei χ2, după
valoarea critică a testului Jarque-Bera pentru un prag de semnificaţie de 0,05
sau 0,01, (prin praguri 9,21 sau 5,99).

5. Concluzii
Principalele restricţii externe care se cer a fi depăşite în procesul
amplu al unei modelări multidimensionale clasice sunt legate de asigurarea
comparabilităţii datelor, selectarea unei singure baze de date, pornind
de la principiul preluării celei mai consistente, care să conțină indicatori
macroeconomici relevanți și corelați. În cazul ISD, apelul la modele standard,
rezultate din transformarea statistică a informaţiilor, impune opţiunea pentru
serii de date mai lungi, în paralel cu valorificarea unor scale adecvate și stabile
de măsurare, precum şi pentru indicatori specifici, cauza majoră a selectării
find alături de determinația factorială și normalitatea variabilelor exogene
conform statisticilor descriptive ale valorilor fenomenului financiar cercetat.
Modelarea econometrică financiară cu ajutorul unor pachete
de programe de tip E-Views conduce la un compromis necesar între
numărul factorilor şi potenţialitatea inutilității unora dintre ei (prezența
multicoliniarității), a autocorelărilor pozitive sau negative în modelul final,
ceea ce impune două remarci finale referitoare la modelele multifactoriale
clasice: i) diversitatea factorială a modelării ca fenomenologie economico -
financiară explicativă condiţionează sau exprimă o relaţie proporţională cu
performanţa modelului, respectiv diversitatea factorială adecvată generează o
mai bună determinaţie; ii) din cauza eclectismului factorial, preferinţa pentru
modelul investigativ clasic domină piaţa modelelor econometrice financiare.

Abstract
A brief introduction summarizes the main classic foreign direct investment
(FDI) theories, an dis followed by a review of the latest theoretical trends from the
literature over the last decade. A brief yet absolutely necessary methodological
section is followed by the presentation of an econometric model of classical FDI,
specified, parameterized and validated in the case of Romania, and then a similar
one for Bulgaria. This is the theme that involves discussions about the almost
identical vision that investors have about Romania and Bulgaria, starting from
the decision to invest in the economies of these two countries. At the same time,
the article attempts a staged presentation of, while redefining, one of the author’s
broader projects, described theoretically more extensively, and practically more
narrowly, in an article published in this journal (RRS Supplement, 8/2017), which
was devoted to a model based on relative international indicators with investor-
oriented signalling power (focusing on risk-rating dynamics, corruption and
economic freedom indexes). The classic approach of the new type of modelling has
factors represented by exclusively value indicators, from loans from commercial
banks and other sources, GDP value, gross fixed capital formation (GFCF),
imports (M) and exports (X). A few final remarks clarify the prospects of this
modeling oriented towards a number of interesting situations generated by the
invalidation of other classical models in other ex-socialist economies.

1. Introduction
The econometric model represents an aggregation of conceptual
contributions, instruments, techniques and methods specific to both statistics,
mathematics and economics. To this type of model, which approaches
nine decades of existence, the financial econometric model adds financial
economics, and its uncertainty, relatively measurable by means of the thinking

FDI is a crucial factor in international economic integration, it creates direct, stable and long-lasting links
between economies, promotes the transfer of new technologies and know-how between countries, and
provides the host economy with wider product promotion on international markets;

where host countries are considered trustworthy, while foreign investors are considered administrators;

The analysis of the descriptive statistics of the 16 initial variables was
based on the World Bank indicators available at http://databank.worldbank.
org/data/reports.aspx?source=world-development-indicators both for
Romania (Tabel no. 2a, 2b and 3), and Bulgaria, observing whether the value
series of endogenous and exogenous variables are normally distributed, within
accepted asymmetry and kurtosis limits, in databases of 21 terms (1996-
2016), and 17 terms (2000-2016), the variables analyzed being homogeneous
(with coefficients lower than 35-40%, but also accepting the limit of 50%).
Regardless of the temporal analysis universe, the same series have been shown
to be normally distributed according to the χ2 distribution, in keeping with the
critical value of the Jarque-Bera test for a significance threshold of 0.05 or
0.01 (by thresholds 9.21 or 5.99).

5. Conclusions
The main external constraints that must need be overcome in the broad and
complex process of classical multidimensional modelling are related to ensuring
comparability of data, selecting a single database, starting from the principle of
taking over the most consistent one, which should contain relevant, correlated
macroeconomic indicators. In the case of FDI, the need to use standard models,
which resulted from statistically transforming the information, requires the option of
longer series of data, in parallel with the use of appropriate and stable measurement
scales, as well as for specific indicators, the major cause of the selection being,
alongside factorial determination, the normality of the exogenous variables
according to the descriptive statistics of the researched financial phenomena.

Abstract
Produsul Intern Brut a fost dintotdeauna indicatorul cel mai complex
care atestă rezultatele pe care le-a obținut economia unei țări într-o perioadă
de timp dată. Într-o anumită perioadă, cea a economiei etatizate din 1945
(1947) și până în 1989 acest indicator macroeconomic purta denumirea de
produs social global. Produsul social nu era altceva decât rezultatul brut
înregistrat de economia României așa cum într-o oarecare măsură, cu mici
deosebiri, reprezintă produsul intern brut. Indicatorul produs social sau
indicatorul produs intern brut au relevanța la nivel național de a prezenta
rezultatele finale, existând unele deosebiri în funcție de conceptul în care
acest indicatori sunt calculați. Astfel, produsul social total este calculat în
conceptul producției materiale în sensul că valoare adăugată brută aduce
numai activitatea producției materiale, nu și a altor servicii care nu sunt
direct legate de producția materială. produsul intern brut este un indicator
mult mai complex, mai sintetic și realist în legătură cu rezultatele dobândite
de economia unei țări. Astfel, produsul intern brut are la bază faptul că
însumează orice valoare adăugată brută care se realizează pe teritoriul unei
țări sau de către agenții economici ai unei țări în țară și în străinătate într-o
perioadă de timp indiferent că aceasta se realizează în producția materială
de bunuri sau servicii. De fapt, în nivelul de evoluției al unei țări ponderea
serviciilor devine din ce în ce mai importantă pentru că acestea sunt menite
să asigure o satisfacere mai deplină a nevoilor populației țării respective. Și
în perioada în care în România sistemul social-economic era super-etatizat,
pe plan internațional pentru a asigura comparabilitatea indicatorilor exista
un sistem de tabele corelative pe care organismul de statistică al Națiunilor

Articolul își propune să analizeze succesiv modul în care indicatorul
cel mai complex de rezultate al României, produsul intern brut s-a realizat,
nivelurile pe care le-a înregistrat. De asemenea, pentru fiecare perioadă
istorică la care autorii s-au aplecat și au căutat să desprindă concluziile, se
evidențiază și modalitățile pentru care anumite valori ale acestui indicator au
fost în creștere sau în scădere în funcție de factorul politic, factorul istoric, de
participarea României la anumite activități într-o parte sau alta, într-un anumit
domeniu sau altul. Desigur sunt prezentate serii de date, grafice sugestive, care
atestă modul în care acest indicator a rezultat. Se prezintă o analiză structurală
a produsului intern brut în diversele perioade pentru a se vedea contribuția
resurselor la realizarea produsului intern brut dar și a utilităților în calculul
produsului intern brut. Sunt de asemenea reliefate aspecte specifice unei
perioade sau alta, toate având un singur scop, acela de a asigura pe cât posibil
o interpretare și analiză unitară a rezultatelor economiei României. Desigur,
accentul a fost pus și pe relevarea contribuției pe care a avut-o fiecare ramură
a economiei naționale, agricultură, industrie, construcții, transporturi, servicii,
sistem bancar, comerțul internațional, etc., la formarea produsului intern brut.
Relevant este produsul intern brut pe locuitor pe care autorii l-au calculat și
analizat în scopul de a da o dimensiune mai reală pentru comparabilitățile
internaționale a rezultatelor economiei românești. De asemenea, în multe
împrejurări și mai ales în perioada de după 1990 se recurge la calcularea
produsului intern brut pe baza parității puterii de cumpărare dintr-un an ales
ca anul de bază, așa încât să se evidențieze, să se releve care este stadiul real
comparativ al evoluției unei țări.

După ce am prezentat evoluția indicatorilor PIB, PIN, valoare adăugată

și aducerea datelor la un nivel de comparabilitate cât mai reală, utilizând
indicele general al prețurilor pentru deflatarea indicilor valori exprimați în
prețurile curente ale fiecărei perioade considerate. În acest sens, în tabelul nr.

Cu excepţia creşterii din intervalul 1920-1924, declinul continuă în
intervalele următoare de la 52,7%, la 44,5% şi, la sfârşit, în 1945-1947, la 4%
din totalul valorii adăugate a producţiei de bunuri. Astfel, sectorul care ocupa
80% din populaţia ţării îşi reduce contribuţia la producţia de bunuri de la 75%
la 40%, în favoarea industriei şi construcţiilor care au crescut. Industria, la
începutul perioadei avea o pondere în producţia de bunuri de 22,3%, ajunge
în anii războiului, 1939-1944 la 43,4-44,5 procente, modificând profilul
producţiei materiale a ţării. Construcţiile, cel mai activ sector dintre toate,
are o creştere continuă a ponderii valorii sale de la 2,9% la 13,3%. Industria
şi construcţiile, la sfârşitul perioadei interbelice, se apropie, cu ponderea de
47,2%, de sectorul agricol.
Analiza evoluției PIB total și pe locuitor, în perioda 1911-1947,
rezultând că în perioada 1935-1939 s-a înregistrat cea mai mare creștere.

Pentru a avea o imagine mai clară asupra valorii reale a indicatorilor
calculați în perioada economiei socialiste, în tabelul următor nr. 13, prezentăm
evoluția indicelui prețurilor, deși la timpul respectiv se afirma că prețurile sunt
administrate de stat și nu există inflație.

Concluzii
Din studiul întreprins, autorii au desprins câteva concluzii, dintre care
în primul rând amintim aceea că produsul intern brut cu micile modificări
metodologice conceptuale, ținând seama de sistemul economic parcurs de
România, a reprezentat și reprezintă întotdeauna indicatorul cel mai complex
de rezultate al economiei României. Indicatorul produsul intern brut pe
locuitor est eși mai relevant în ceea ce privește comparabilitatea pe baza
acestui indicator al evoluției economiei românești în comparație cu stadiul
atins de alte state din Uniunea Europeană sau pe plan mai larg european sau
mondial. Rezultă că produsul intern brut intern brut crește pe baza factorilor
de producție cuprinși în funcția de producție a lui Cobb-Douglas și anume este

Abstract
Gross domestic product has always been the most comprehensive
indicator of the results of a country’s economy over a given period of time.
In a certain period, that of the stagnated economy in 1945 (1947) and until
1989, this macroeconomic indicator was called the global social product. The
social product was nothing but the gross result registered by the Romanian
economy, as it is to a certain extent, with small differences, the gross domestic
product. The Social Producer Indicator or Gross Domestic Product Indicator
has national relevance to present the final results, with some differences
depending on the concept in which these indicators are calculated. Thus, the
total social product is calculated in the concept of material production in the
sense that gross added value brings only the activity of material production,
and not other services that are not directly related to material production.
Gross Domestic Product is a much more complex, more synthetic and realistic
indicator of the results achieved by the economy of a country. Thus, gross
domestic product is based on the fact that it aggregates any gross value
added that is made in the territory of a country or by the economic agents of
a country in the country and abroad in a period of time, regardless of whether
it is made in the material production of goods or services. In fact, in the level
of evolution of a country the weight of services is becoming more and more
important because they are meant to ensure a fuller satisfaction of the needs
of the country’s population. And in the period when in Romania the social-
economic system was super-staged, there was a system of correlative tables
on the international level to ensure the comparability of the indicators, which
the United Nations statistics body emphasized. In this context, the authors

The article aims to analyze successively how the most complex
indicator of Romania’s output, the gross domestic product has been achieved,
the levels it has recorded. Also, for each historical period where the authors
leaned and sought to draw conclusions, it also highlights the ways in which
certain values of this indicator were increasing or decreasing according to
the political factor, the historical factor, the participation Romania to certain
activities in one part or another, in a certain area or another. Of course there are
presented series of data, graphical suggestions, which show how this indicator
resulted. A structural analysis of Gross Domestic Product is presented in the
various periods to see the contribution of resources to the gross domestic
product but also utilities in gross domestic product. Some aspects specific to
one or another period are also highlighted, all having one purpose, to ensure
as much as possible a unitary interpretation and analysis of the results of the
Romanian economy. Of course, the emphasis was also on the contribution
of each branch of the national economy, agriculture, industry, construction,
transport, services, banking system, international trade, etc., to the formation
of the gross domestic product. Relevant is the gross domestic product per
capita that the authors calculated and analyzed in order to give a more real
dimension to the international comparability of the Romanian economy’s
results. Also, in many circumstances, and especially in the period after 1990,
the gross domestic product is calculated on the basis of purchasing power
parity in one year chosen as the base year, so as to highlight, reveal the real
stage compared to a country’s evolution.
Literature review
Anghel, Anghelache, Dumitrescu and Dumitrescu (2016) studied the
link between gross domestic product in Romania and a series of macroeconomic
variables, namely foreign direct investment and net exports. Anghelache and
Anghel (2017) used the econometric tools to study the factorial influence

The table above shows the production of the main sectors and services
per capita, in parallel with their 100-fold dynamics indices, averaging 1862-
1866.
For a better understanding of the background in which global
macroeconomic indicators have evolved, we will consider the contribution of
the main branches to the formation of the Gross Domestic Product. The data
are presented in table no. 3.
In the period up to 1914, the total added value increases by 3.9 times,
GDP correlated with the population, which increased 1.8 times per capita
increase of 2.17 times, respectively doubles with a CAGR above 2.3%, the
specific rate of the agrarian economies at the beginning of their transition to
agrarian-industrial structures.

In table no. 7, we presented the evolution of gross domestic product
and net product as well as consumption of fixed capital. Also, for the
extension of the analysis, we calculated and presented gross domestic product
and net domestic product per capita. The data are suggestive enough, and the
representation in graph no. 2 of said indicators becomes even more expressive.

After we presented the evolution of GDP, PIN, gross value added,
goods and services production, consumption of fixed capital, etc., we also
made the data to a realistic level of comparability, using the general index of
prices for deflation of value indices expressed in the current prices of each
considered period. In this respect, in table no. 8, in addition to the general
price index, there are also price indices in agriculture, industry and service
tariffs. The data in table no. 8 are shown in graph no. 3..

The Gross Added Value in USD ppc 2000 was reported in the

extractive, electricity and manufacturing industries. for the years 1920-1945.

In order to have a clearer picture of the real value of the indicators
computed during the socialist economy period, in the following table no. 13,
we present the evolution of the price index, although at the time it was stated
that the prices are administered by the state and there is no inflation.
Thus, GDP has not yet reached its 2009 level; most of the branches
have had negative contributions, which means entry into macroeconomic
managerial degeneration; structure by branch and use was negative.
The analysis shows that between 2009 and 2015, the private sector
contributed 72.4% to 76.8% in the formation of GDP.
In comparison with previous periods, it is noted that the share of the
private sector in achieving GDP is higher than all the other annualized periods
in 2000 and even from 1990 to the present day.

Conclusion
From the study undertaken, the authors deduced some conclusions,
of which we mention first that the gross domestic product with the small
conceptual methodological changes, taking into account the economic system
that Romania has undergone, represented and always represents the most
complex indicator of the Romanian economy . The per capita gross domestic
product indicator is more relevant in terms of comparability based on this
indicator of the evolution of the Romanian economy compared to the stage
achieved by other European Union or wider European or world countries.

case of the Romanian economy there is a discrepancy regarding the provision
of financial resources, Romania resorting to credits, external public debt
and much more. As a final conclusion, we can appreciate that the Romanian
system experienced certain periods during which growth was stagnant during
the economic crisis in ‚29 -33 or 2008-2011, but also the strategy that the
macroeconomic management had to ensure the development of the country
under conditions to be reflected in gross domestic product.

Rezumat
Acest articol depășește spațiul dedicat performanței și evoluției unei
reviste (publicații) economice, aspecte ce se pot cuantifica și demonstra prin indicatori
statistici (indicatori scientometrici, indicatori statistici de accesare și downloadare,
indicatori clasici absoluți, relativi de intensitate și distribuționali). Astfel primele
două categorii de indicatori sunt enumerați și sumar exemplificați, iar ceilalți de tip
clasic sunt dezvoltați și analizați în această abordare originală, autorul rămânând
conștient că există multe elemente calitative necuantificate de la managementul și
deciziile editoriale care pot accentua calitatea echipei și a proiectelor editoriale ale
unei reviste (publicații) economice. Aceasta rămâne și tema majoră a articolului,
care implică adaptarea unor construcții clasice de indicatori la universul inovativ
și dinamic al literaturii economice publicate. Demersul original de construcție a
indicatorilor statistici de tip clasic în domeniul descris încă din titlul lucrării, are
drept suport metode de expunere a intensității efectelor editoriale, a corelației sau
asocierii unor tendințe publicistice, precum și analiza unor evoluții ale distribuțiilor
de tip Kernel în baze de date editoriale și, aparent în ultimul rând, a investigațiilor
statistice frecvențiale. Câteva remarci finale clarifică perspectivele de dezvoltare a
ale acestor noi areale de aplicație a metodelor statistice.

Abstract
This article goes beyond the space devoted to the performance and
evolution of an economic journal (or publication), which can be quantified
and demonstrated by statistical indicators (scientometric indicators, access
and download statistical indicators, absolute or relative classical intensity
and distributional indicators). Thus, the first two categories of indicators are
listed and briefly exemplified, and the others, which belong to the classical type,
are developed and analyzed in this original approach, the author remaining
aware that there are many unquantified qualitative elements, such as editorial
management and editorial decisions that can enhance the quality of the team
and the editorial projects of an economic journal (or of economic journals).
This is in fact the very major theme of the paper, which involves the adaptation
of classical constructions of indicators to the innovative and dynamic universe
of the economic literature published. The original approach of constructing
classical statistical indicators in the field described in the title of the paper
is underlied by methods of presenting the intensity of editorial effects, the
correlation or association of some publishing tendencies, as well as analyzing
a number of evolutions of the Kernel-type distributions in editorial databases,
and, apparently last, the frequency statistical investigations. Some final
remarks clarify the development prospects of these new areas of application
of statistical methods.

impact of scientometric statistics and statistical indicators contradicts the

memory of readers, sponsors, stakeholders, and especially that of external
evaluators, gradually becoming an editorial reputation in economic research
or journalism or other scientific fields, so the statistical indicators describe

Abstract
După cum cunoaștem, creșterea economică se poate realiza fie pe
seama consumului, fie pe seama investițiilor, a accesării fondurilor comunitare
sau pe cale de mijloc, mixtă, prin stabilirea de proporții realiste între consum
și investiții, așa încât să se asigure și creșterea nivelului de trai dar și creșterea
investițiilor aducătoare de locuri de muncă pentru absorbția populației
neocupate, pentru crearea unei baze de impozitare mai largi și multe altele.
În articolul respectiv am făcut un studiu asupra investițiilor nete realizate
în economia națională concretizate în lucrări de construcții noi, achiziția
de utilaje, inclusiv mijloace de transport, precum și alte cheltuieli care se
efectuează în acest domeniu. De asemenea, referindu-ne la construcțiile de
locuințe s-a menționat modul în care a evoluat în trimestrul IV al anului 2017
față de 2016, cum a evoluat pe întregul an și mai ales modul în care aceste
investiții s-au concretizat în lucrări terminate pe medii de rezidență și resurse
de finanțare, accentul fiind clar acela că în mediul urban există o pondere mai
ridicată în ceea ce privește realizarea de investiții în construcția de locuințe.
În continuare s-a efectuat o analiză a locuințelor terminate pe regiuni de
dezvoltare, reliefându-se că București-Ilfov, zona de Nord-Vest și zona de
Nord-Est au fost cele mai active în a dezvolta astfel de investiții. În studiul
efectuat, autorii au utilizat o serie de date publicate de Institutul Național de
Statistică, relevând pe bază de serii de date și reprezentări grafice aspectele
despre care se face discuție în acest articol. Se relevă faptul că, în principiu,
aceste investiții au crescut cu excepția trimestrului IV al anului 2017, când
față de trimestrul similar al anului 2016, atât în mediul urban, dar și în mediul
rural dar și utilizarea fondurilor private dar și a celor publice s-au înregistrat
unele scăderi. Probabil aceasta și ca urmare a faptului că factorii de climă,
temperaturile, ș.a.m.d. nu au făcut posibilă o utilizare a posibilităților de
continuare a lucrărilor în domeniul construcțiilor. Studiul este echilibrat și

Articolul studiază evoluția investițiilor în cadrul economiei naționale
și aici ne-am referit la investițiile publice și investițiile private. În cadrul
investițiilor private am avut în vedere în mod global investițiile autohtone
sau investițiile străine directe, dar accentul a fost pus pe a reliefa modul în
care a evoluat acest domeniu. În mod succesiv, ne-am referit la investițiile
nete realizate în economia națională, apoi la investițiile nete pe activități ale
economiei naționale în anul 2017 comparativ cu anul 2016, punând accentul
pe modul în care au evoluat aceste investiții în comerț și servicii, industrie,
construcții, agricultură sau alte ramuri. Reținem faptul că cele mai puține
investiții s-au efectuat în agricultură, creșterile fiind mai reduse decât în alte
domenii. Se impune utilizarea fondurilor comunitare acordate agricultorilor
sub formă de subvenții pentru a asigura o creștere mai activă a investițiilor și
în acest domeniu. În continuare, în articol ne referim la anul 2017 în care s-au
realizat un număr sporit de locuințe, cu 1095 mai multe decât în anul 2016.
Analiza este efectuată pe zone geografice, regiuni de dezvoltare economică,
mediul urban, rural, sursa de finanțare (din fonduri private sau din fonduri
publice), relevând și aici sporirea semnificativă a fondurilor private și creșterea
mai temperată a investițiilor din fonduri publice în anul 2016. Articolul este
însoțit de o serie de date și reprezentări grafice semnificative care sugerează,
alături de investițiile care au fost efectuate în mod clar în această activitate,
modul în care au evoluat investițiile nete și cum s-au concretizat ele în
activitatea economiei naționale.
Literature review
Aisen and Veiga (2013) au încercat să identifice în ce măsură
instabilitatea politică influentează creșterea economică. Alfaro, Chanda,
Kalemli-Ozcan and Sayek (2004) au analizat rolul piețelor financiare locale în
relația investiții străine și creșterea economică. Anghelache, Jweida, Popovici
and Stanciu (2016) au studiat legătura dintre investiţiile străine directe şi
export în România. Anghelache, Partachi, Sacală and Ursache (2016) au
analizat corelația dintre evoluţia Produsului Intern Brut şi investiţiile străine
directe cu ajutorul modelelor econometrice. O tema similară a fost abordată de
Anghelache, Anghelache, Anghel and Dinu (2013). Anghelache, Anghelache,

Concluzii
Din datele prezentate rezultă clar că în anul 2017 s-au făcut investiții
superioare anului 2016 precum și anilor anteriori. Rezultă că s-a acordat o
atenție sporită construcției de locuințe, procurării de mijloace fixe, inclusiv
de transport, dar rezultă în același timp investiții nesemnificative în domeniul
infrastructurii precum și în unele domenii de activitate. Datele sugerează
preocuparea autorităților de a spori acest investiții, dar și posibilitatea de a
asigura o dezvoltare prin trecerea treptată la un sistem de creștere economică
bazat pe consum și investiții. O altă concluzia este aceea că trebuie acordată o
mai mare atenție atragerii fondurilor comunitare care să fie și utilizate pe bază
de proiecte specifice concludente fiecărui domeniu dar mai ales a armonizării
legislației care să devină atractivă pentru investitorii străini. Precizăm că alături
de rezultatele deosebite înregistrate în domeniul construcției de locuințe și a
altora din domeniul acesta investițiile trebuie să se refere la întreaga economie
și trebuie să fie utilizate pentru a asigura o creștere susținută a economiei
naționale, pe total, dar și în structura sa.
Abstract
As we know, economic growth can be achieved either on the account
of consumption or on the account of investment, access to community funds or
the middle, mixed, by establishing realistic proportions between consumption
and investment so as to ensure an increase in the level of living as well as
increasing job-creating investments to absorb the unoccupied population, to
create a wider tax base and much more. In this article I made a study on the
net investments made in the national economy that were materialized in new
construction works, the purchase of machinery, including means of transport,
as well as other expenses that are made in this field. Also, referring to housing
construction, it was mentioned how it evolved in the fourth quarter of 2017
as compared to 2016, how it evolved throughout the year, and especially how
these investments materialized in finished work on environments residence and
funding resources, with the emphasis being on the fact that there is a higher
share of urban investment in the construction of housing. Further analysis of
the housing completed by development regions was made, emphasizing that
Bucharest-Ilfov, the North West and the North-East area were the most active
in developing such investments. In the study, the authors used a series of data
published by the National Institute of Statistics, revealing on the basis of series
of data and graphic representations the issues discussed in this article. It is
revealed that in principle these investments have increased with the exception
of the fourth quarter of 2017, when compared to the same quarter of 2016,
both in urban and rural areas but also in the use of private and public funds
- have registered some decreases. Probably this is also due to the fact that
climate factors, temperatures, and so on. did not make it possible to use the
possibilities of continuation of construction works. The study is balanced and
reveals successive developments in this area, based on seasonally adjusted
gross or series data.
Introduction
The article studies the evolution of investments in the national
economy and here we refer to public investment and private investment. As
part of private investment, we have generally considered domestic investment
or foreign direct investment, but the emphasis has been put on highlighting
how this field has evolved. Successively, we referred to the net investments
made in the national economy, then to net investments by activities of the
national economy in 2017 as compared to 2016, emphasizing the way these
investments evolved in trade and services, industry, construction, agriculture
or other industries. We remember that the fewest investments were made in
agriculture, with rises being lower than in other areas. It is necessary to use the
Community funds granted to farmers in the form of subsidies to ensure more
active investment growth also in this area. Next, the article refers to the year
2017 where a higher number of dwellings was achieved, with 1095 more than
in 2016. The analysis is carried out on geographic, economic development,
urban, rural, financing (from private or public funds), also pointing to a
significant increase in private funds and a more moderate increase in public
investment in 2016. The article is accompanied by a series of significant
graphical data and representations suggesting that, along with investments
which have been made clearly in this activity, how the net investments evolved
and how they materialized in the activity of the national economy.
Literature review
Aisen and Veiga (2013) tried to identify the extent to which political
instability influences economic growth. Alfaro, Chanda, Kalemli-Ozcan and
Sayek (2004) analyzed the role of local financial markets in the relationship
between foreign investment and economic growth. Anghelache, Jweida,
Popovici and Stanciu (2016) studied the link between foreign direct investment
and exports to Romania. Anghelache, Partachi, Sacala and Ursache (2016)
analyzed the correlation between the evolution of the Gross Domestic Product
and the foreign direct investments using the econometric models. A similar
theme was approached by Anghelache, Anghelache, Anghel and Dinu (2013).
Anghelache, Anghelache, Niţă and Sacala (2015) conducted a research on the
development of FDI flows. Blonigen, Davies, Waddell and Naughton (2007)
studied the use of autoregressive models in foreign investment analysis.

Studying the data in the table shows that in the fourth quarter of 2017,
compared to the same quarter of 2016, the net investments in the national
economy registered an increase of 13.5%, the growth being manifested in all
the elements of structure: other expenditures 43.2%); new construction works
(13.0%); machinery, including means of transport (2.3%).

Studying the data in this table shows that the number of dwellings
built in the urban area by 13.4% and in the rural area by 4.0%, in the fourth
quarter of 2017 compared to IV quarter 2016,
Compared to the fourth quarter of 2016, in the fourth quarter of 2017,
the distribution of finished housing financing funds shows that the number of
dwellings made from private funds decreased by 1129 dwellings, and from
public funds decreased by 191 dwellings.
The analysis of the situation of completed dwellings was also done
by development regions. Based on the official data of the National Institute of
Statistics, included in table no. 4, the graphical representation in graph no. 4.

Conclusion
From the data presented, it is clear that in 2017 investments were
made higher than in 2016 as well as in previous years. It follows that increased
attention has been paid to housing construction, the procurement of fixed assets,
including transport, but also insignificant investments in infrastructure and in
some areas of activity. The data suggests the authorities’ concern to increase
these investments, but also the possibility of ensuring growth by gradually
moving to a system of consumer and investment-driven growth. Another
conclusion is that greater attention should be paid to attracting community
funds that are also used on the basis of specific projects that are convincing
in each field, but especially the harmonization of legislation that will become
attractive to foreign investors. We note that along with the outstanding results
in housing construction and others in this field, investments must refer to the
whole economy and must be used to ensure a sustained growth of the national
economy, both overall and in its structure.
