HOW TO BECOME A PME

FREQUENTLY ASKED QUESTIONS:

Since the enactment of Commonwealth Act No. 294. approved on June 9, 1938,
which was later repealed by Republic Act 8495, there are only approximately 5600
registered Professional Mechanical Engineers. Assuming that the active practicing
population up to this writing is hardly 3000, it is still not enough to meet the demand of
the industry. With this few numbers of Professional Mechanical Engineers, there is a
huge gap between the demand and the supply considering the provisions stated under

Article IV, Section 34, Paragraph C of Republic Act 8495 which discusses the
PME requirement in Mechanical Plant. Therefore, the Board of Mechanical Engineering
and the Philippine Society of Mechanical Engineers encourage all qualified Mechanical
Engineers to upgrade to Professional Mechanical Engineer. The PSME offered the PME
write shop to all interested members and non-members for them to have full
understanding about the process of applying for PME.
Here are some Frequently Asked Question (FAQ) that were discussed during
writeshops:

1.     What is Professional Mechanical Engineer (PME)?

Answer:
Professional Mechanical Engineer or PME is the highest license of the Mechanical
Engineering profession in the Philippines. Section 13 of Republic Act 8495 states
that, “Certificates of registration for the practice of mechanical engineering shall be of
three (3) categories and in order of rank as follows: (a) Professional Mechanical
Engineer; b) Mechanical Engineer; and (c) Certified Plant Mechanic”.

2.     Why do I need to upgrade my license to PME?

Answer:
Currently there are approximately 95,000 licensed Mechanical Engineers in the roster in
Professional Regulation Commission, and only approximately 5,600 Professional
Mechanical Engineers. There is huge demand of PMEs in the industry. By upgrading to
PME, you will have better opportunities in the industry.

3.     Do I need to be above 50 years old to apply for PME? Is age a factor in
applying for PME?

Answer:
Although age is commensurate to experience, there is no specific age requirement to
apply for PME. As long as you have met the 4 years mechanical engineering
experience reckoned from the date you registered as Mechanical Engineer, then you
are qualified to apply for PME.

4.     If I do not have experience in design, can I still apply for PME?

Answer:
Design is just one of the Mechanical Engineering practices, other field of practice of
Mechanical Engineering is defined in Section 3 of Republic Act 8495. As long as your
experiences fall on any of those identified field of practice, then you are qualified to
apply for PME.

5.     If my only experience is teaching, can I still apply for PME?

Answer:
Section 3.a.6 of Republic Act 8495 states that “Teaching of mechanical engineering
professional subjects in government recognized and accredited engineering
schools”, this explains that Mechanical Engineers in the Academe are qualified to apply
for PME as long as they meet the other qualifications stated in RA 8495.
This is also true with those who are in operation and maintenance, sales and
manufacturing, and government service, as long as their job requires the knowledge of
the science of Mechanical Engineering. Section 3 of Republic Act 8495 defined those
practices under the Mechanical Engineering profession.

6.     What is the process of the PME examination?

Answer:
The process begins on the submission of required documents to the PRC, then you will
be scheduled for first interview. During the first interview, you will have the title of your
engineering report which you will need to submit within 60 days. After submission of
your engineering report, you will be scheduled for the second interview or technical
evaluation to defend your engineering report.

7.     How long will it take to process my PME application?

Answer:
There is no definite timeline for the entire application process. Interview schedule is
given to those who comply with the requirements both for first and second interview.
The duration of submission of engineering report is within 60 days from the date of the
first interview. Hence the shortest possible duration is more or less three months. But
that depends on the number of applicants lined-up for the interview process.

8.     What topics do you suggest for me to propose for my PME report?

Answer:
Propose topics that are within your field of expertise. It may be an existing project or a
proposed project.  

9.     How do I write the abstract?

Answer:
Basically, the purpose of the abstract is for the BME to have an idea of what your
proposed topic is all about. Your abstract must explain the content of your engineering
report in a nutshell. It is suggested to write a 3-paragraph abstract. The first paragraph
introduces your engineering report, location, and other important details. The second
paragraph may include the systems that will be included in your proposed technical
report. And the third paragraph may include the importance of your engineering report.

10. What documents will I submit to the PRC for my application?

Answer:
Aside from the application form and the action sheet which you can secure from the
PRC, below are the requirements that which you need to submit at the time of filing: 

10.1.         Original and Photocopy of Birth Certificate (NSO)


10.2.         Original and Photocopy of Marriage Certificate NSO (for married
female)
10.3.         Original and Photocopy of Transcript of Records
10.4.         Lists of design undertaken with the supervision of a PME
10.5.         Curriculum Vitae
10.6.         Two (2) titles of proposed reports each with a short write-up and
table of content
10.7.        NBI Clearance
10.8.        Current Professional ID as ME
10.9.        Certificate of Competency
10.10.      Affidavit of applicant
10.11.      Certificate of Experience (QR-APPLIC-COE-04)
10.12.      Detailed Description of Machineries and Equipment Handled
 
You prepare three (3) sets of these documents, one set with all original
documents and two sets of photocopies. Some PRC regional offices require only
one set with all original documents, others require all three. It’s better to prepare
all three sets just in case all three sets will be asked.

11. How much will it cost me to apply for PME?

Answer:
The application fee is P900.00 which you will pay the PRC window during application.
Other costs are for your personal expenses while preparing your documents and report.
This includes NBI clearance, Cedule, PTR, NSO Birth Certificate, NSO Marriage
Certificate for married women, printing, and book binding. Consider also travel
expenses to the place of the interview. You will save more if the interview will be done
at your nearest PRC regional office. That is if there are at least 15 applicants from your
region. It is better to coordinate with your PSME chapter to know the number of PME
applicants in the region.

12. Who are the Chairman and Members of the Professional Regulatory Board of
Mechanical Engineering?

Answer:

     2nd Member: Hon. Mirardo C. Malazarte Jr.
