Debate script of the first speaker in the Government Team.

Motion: "Relocating the capital city is necessary for Indonesia"

Good morning Mr/Madam Chairman, Ladies and Gentlemen. It is my great pleasure to welcome
you to the debate and this side of the house. Thank you for the opportunity given to me. My
name is Shayla Sonda Stoodley as the Prime Minister of the Government team. I would like to
give our motion today. Our motion today is relocating the capital city is necessary for Indonesia,
and we absolutely believe that the relocation of the Indonesian capital is very imperative. First,
I’m going to define the topic.
There are three keywords in this topic. There are ‘relocating’, ‘capital city’, and ‘necessary’.
According on an online dictionary, relocating is establish or lay out in a new place, capital city
means the most important city or town of a country, and necessary is needed or required to be
done. So above all meanings of the keywords, we agree that relocating the capital city from
Jakarta to Kalimantan is essential. Then our parameter today is that we only talk about
relocating the capital city of Indonesia alone with the various impacts behind it. I will give you 3
reasons why this capital relocation needs to be done.
My first rationale is that Jakarta and Java's burden is too heavy. Jakarta is the center of
government, business, finance, trade, services, airports and seaports. The Inter-Census
Population Survey (SUPAS) in 2015 stated that 56.56 percent of Indonesians live on the island of
Java. While on other islands, the percentage is less than 10%. Because of this very large
population, the Jakarta area is experiencing land subsidence. Land in Jakarta has decreased by
about 35-50 cm in a period of 10 years (2007-2017). On the other hand, another factor that
contributes to land subsidence is the massive increase in buildings that occur every year.
Buildings for industrial purposes, offices, housing cause the water catchment area to be
depleted. It should be reorganized by the government. So there it is, the new capital city, was
designed not only as a symbol of identity, but as a representation of the nation's progress, by
carrying out the concept of a modern, smart, and green city, using new and renewable energy,
and not relying on fossil energy.
Now to my second rationale. The transfer of IKN to East Kalimantan aims for equity and
economic justice. According to President Jokowi, 58 percent of economic turnover is on the
island of Java, especially Jakarta, even though Indonesia has 17,000 islands. This of course
creates inequality with the islands outside Java. If we allow this to continue without any serious
effort, it will only get worse.
So Mr/Madam Chairman, Ladies and Gentlemen, in summary my team has agree that the
capital should be moved for the sake of our nation's future. The capital city is not only a symbol
of national identity, but also a representation of the nation's progress. This is also for the
realization of equity and economic justice. This is for the vision of Advanced Indonesia. And for
all these reasons the motion should stand. Thank you.
