Checklist for permanent residence permit

This is what you need to do


Print out this list.
Check the boxes.
Gather all original documents and copy each document.
Sign and date the list.
Bring the list, original documents and your copies and meet at your appointment at the
police.
Show all original documents to the police. The police will confirm that they have seen
the originals, and you can bring your original documents home.
Documents that are in another language than Norwegian or English have to be
translated to Norwegian or English. The translation needs to be confirmed by an
authorized translator or public interpreter.
If you do not submit all required documents on the list, you must bring a written
explanation as to why you have not submitted the documents. If you do not submit all
required documents the waiting time may be longer or your application will be turned
down.

Documents which all applicants must hand in


signed cover letter from the Application portal (or application form)

The cover letter is the attachment you received via email when you registered your application
online. Please print it and bring it with you. If you are handing in your application at a Danish
embassy, please bring a filled-out application form instead. (www.udi.no/forms)

a copy of all used pages in all passports or other travel documents that you have held for the
last three years.

If you no longer have your passport or travel document in your possession, you need to find
alternative means of documenting that you have not stayed abroad for more than seven months
during the past three years. This you may do by for instance submitting a written confirmation
from your employer, school or day care.

list of time spent abroad

An overview of all travels in and out of Norway you have made the last three years. You need to
specify the exact date for leaving and returning to Norway for each trip, and the total amount of
days abroad. If you have not travelled, please specify this.

You fill in this information in the Application Portal when you register your application.

Documentation which shows that you support yourself


Please tick the boxes for the types of income which you have had in the last 12 months, making a

The Norwegian Tax Administration sends information regarding this to the UDI, so you do not
have to submit any documents.

I have business income (income from my own company)

You must hand in

a written confirmation from your accountant showing your firm’s surplus from the last 12
months, if you have an accountant
your accounts from the last 12 months (a summary of your income and expenses)
your last Tax Return with necessary attachments (Income statement etc.)

I receive a pension or other regular payments such as earned interest and regular income from
insurance settlements, contractual pensions, personal pension schemes, income from life
insurance or rental income

You must submit a bank statement and documents which shows what type and how much
income you receive.

I receive one of these types of income from NAV: sickness benefit, pregnancy benefit, parental
benefit, retirement pension, unemployment benefit, work assessment allowance, single parent’s
benefit

The Norwegian Tax Administration sends information regarding this to the UDI, so you do not
have to submit any documents.

I receive student loans or grants from The Norwegian State Educational Loan Fund

The UDI receives this information from The Norwegian State Educational Loan Fund, so you do
not have to submit any documents from them.

I receive introduction benefit

You do not have to submit any documents as The Norwegian Tax Administration sends
information regarding this to the UDI.

Documentation which shows that you have not received financial


assistance from NAV (økonomisk sosialhjelp)

if you earned less than NOK 300 000 in the last 12 months: Confirmation from NAV that you
have not received financial assistance from NAV (økonomisk sosialhjelp) during the last 12
months.

You must hand in a letter from NAV where it is stated whether you have received financial
assistance from NAV (økonomisk sosialhjelp) during the last 12 months.

These types of financial assistance (økonomisk sosialhjelp) are allowed (if you have received
these kinds of financial assistance, this must be specified in the statement from NAV):

financial assistance which you have received for a short period of time to cover
additional expenses which you do not normally have. By "short period of time" we
normally mean between one and three months.
financial assistance while you were waiting for sickness benefit, pregnancy benefit,
parental benefit, retirement pension, unemployment benefit, work assessment allowance
or support for single parents
housing allowance from Husbanken.

if you earned more than NOK 300 000 in the last 12 months: Self-declaration that you have not
received financial assistance from NAV (økonomisk sosialhjelp) during the last 12 months

If you earned more than NOK 300 000 in the last 12 months, you must fill in this form: Self-
declaration which states that you have not received financial assistance from NAV (økonomisk

Documentation of Norwegian language tuition and test


Check how many hours of language tuition you must complete and what tests you must have
passed.

If you have completed the hours of tuition and passed the


Norwegian oral test

documentation that you have completed the hours of tuition in Norwegian

documentation that you have passed an oral Norwegian test at a minimum of level A1

If you have attended lower or upper secondary school and received


a final assessment grade in oral or written Norwegian

documentation which shows that the municipaliy have given you an examption from the
requirement to complete Norwegian tuition, because you have recceived a final assessment
grade in Norwegian at lower or upper secondary school

If you have not yet been given an exemption, you must contact the municipality to ask for the
exemption.

If you have not completed the hours of Norwegian tuition


You must hand in one of these:

documentation which shows that you have passed all the four parts of the Norwegian language
test at minimum A2 level: oral, listening, reading and written presentation

documentation which shows that the municipality has given you an exemption from the
requirement to complete Norwegian language tuition

If you have not yet been given an exemption, you must contact the municipality. The
municipality can give you an exemption if you have "adequate" knowledge of Norwegian or
Sami, are seriously or chronically ill, or there are other weighty (important and serious) reasons
why you cannot complete the tuition.

If you have not passed the oral Norwegian test at a minimum of level
A1

documentation which shows that the municipality has given you an exemption from the
requirement to complete tuition in social studies, or the requirement to pass the test

Documentation of social studies tuition and test


Check how many hours of language tuition you must complete and what tests you must have
passed.

If you have completed the hours of social studies tuition and passed
the social studies test

documentation which shows that you have completed the hours of tuition in social studies

documentation that you have passed the concluding test in social studies

If you have attended lower or upper secondary school and received


a final assessment grade in oral or written Norwegian, or in social
studies

documentation which shows that the municipality have given you an exemption from the
requirement to complete Norwegian and/or social studies tuition, because you have received a
final assessment grade in Norwegian or social studies at lower or upper secondary school

If you have not yet been given an exemption, you must contact the municipality and ask for an
exemption.

If you have not completed the hours of social studies tuition


You must hand in one of these three:

documentation which shows that you have passed the social studies test in Norwegian

documentation which shows that you have passed all the four parts of the Norwegian language
test at minimum A2 level: oral, listening, reading and written presentation

documentation which shows that the municipality has given you an exemption from the
requirement to complete social studies tuition

If you have not passed the social studies test

documentation which shows that the municipality has given you an exemption from the
requirement to pass the test, or the requirement to complete tuition

Additional documents if you have changed your name since


you came to Norway
a thorough explanation as to why you have changed your name

If you have changed your name since you moved to Norway, you need to fill in Name change
form (pdf, 542 kB) (www.udi.no/forms) and hand it in with the application. If you changed your
last name because you got married, you do not need to fill in this form.

Additional documents if you hold a family immigration permit


with your spouse/partner/cohabitant
a declaration of relationship form

Additional documents if you hold a family immigration permit


on the basis of visitation with your child
a dated and signed visitation agreement between you and the other parent

a statement from you and the other parent about how you practically have maintained visitation,
and if visitation in fact is carried out in accordance with the written agreement

Additional documents if you hold a permit as a skilled worker


and you have spent more than seven months abroad during
the last three years
documentation from your employer if you have carried out trips in connection with your work

The confirmation from your employer must include:

an overview over each trip you have carried out on assignment from your employer
information about the dates you left Norway, and the dates you returned
information about the reason for each trip, and whether it was important for your
employer

If the trip was a combination of holidays and work, the employer must write in the confirmation
what part of the trip was work related.

Additional documents if you have a permit as a skilled worker,


ethnic cook or religious teacher/leader
the UDI's Offer of employment form, completed

You may not use the same form that you filled in the last time you applied.

your last three pay checks. If you are an ethnic cook or a religious leader/teacher, you must
hand in pay checks for the whole period you have had a residence permit

If you have committed a crime in Norway or abroad


The notification of criminal offences form

If you are under investigation or have previous convictions in Norway or abroad, you must fill
out and submit the form Notification of criminal offences (pdf, 733 kB).
