Offline Exam Technical Approach and Methodology BECIL would provide capabilities that would span across multiple technologies and expertise, The project and program management methodologies would ensure that the project is implemented as per the defined timelines with desired quality levels. The service delivery methodologies would ensure that SLA objectives are met continuously and consistently. BECIL follows industry wide best practices to manage the projects to ensure that services are delivered and managed with a process oriented approach. Scope of Work The scope of the work of the agency involved in conducting Offline examinations are described below: The examinations are to be conducted in different cities and districts of Bihar. * Agency is responsible for creation of a web site for candidates to apply, make payments and handle candidate queries. * Agency is responsible to depute manpower at client location till the end of project. ‘* Agency is responsible for identifying exam centres across the state of Bihar. © Agency is respon: responsible for allowing candidates to download ADMIT CARD. le for mapping the candidate to exam centre and creates ADMIT CARD. is responsible for setting and printing of Question papers ‘© Agency is responsible for printing of OMR Sheets in carbon less duplicate ‘© Agency is responsible for distribution of Question papers to the District Treasury office and kept in safe locks. This is suggested to maintain confidentiality of document. * The process of distribution of Question paper and OMR sheets and reverse logis the District Treasury Office will be the responsibility of the Department ‘Agency will be responsible for collecting the Answer sheet and unused stationary from Treasury and transport the same to the Secret Central Location where results will be processed Agency will scan the OMR sheets (double scanning) and prepare the result sheet along with! copy of A3 size tabulation sheet in print © BECIL Limited | www.becil.com BECIL © Agency will hand over the entire data and Exam material to the Department. © Agency will publish the individual score card of candidates on web for individual candidates to download. * Agency is responsible to create merit list in consultation with client. © Agency is responsible for arranging experts for interview process wherever required. * Agency is responsible for provide details of shortlisted and waitlisted candidates We at BECIL propose to perform end to end task as mentioned in the scope above and we declare that we have the necessary infrastructure, technology and resources to complete the task. The details of each activity are explained in detail below: Setting of Question Paper ‘We have an empanelled list of qualified academicians and content creators who prepare the questions. For each paper and subject/section, multiple authors are used and the sets are put in a common bucket from where the final set of Questions will be selected for the exam. As a matter of policy, we use authors from states other than the one where the exam is being conducted for creation of question bank. If required by the department, we can create multiple sets which are given to the departments in sealed envelope and only one set randomly selected by the department will go for printing. © BECIL Limited | www.becil.com BECIL Printing We have arrangements with secured confidential printing facility at various locations across India. The facilities are certified with ISO 27001 and follow all security procedures to ensure leak proof printing of the question paper. Due to security reasons, the location for the printing facility cannot be shared. Key Aspect of Secured Printing Press: We hereby declare that we have adopted and implemented the latest and most updated security measures at all its work places and sites to ensure top most security and confidentiality of the deliveries: * Fully in-house dedicated confidential printing and software development unit dedicated to examination work with state of the art technological adoption in network and programming to ensure highest level of security. * Biometric Based Access: All offices/premises have restricted access and only the authorized persons, upon biometric (fingerprints) verification are given access to the premises/offices/factory. * Electronic Surveillance: Each corer of all our offices/factories is under 24 hours electronic surveillance with facility of remote monitoring and 24 hours video backup. Solar Power Backup for continuous surveillance: All of our offices/premises have solar based power backup for emergency lighting, access systems and surveillance equipment’s. This ensures un- interrupted power supply to our emergency illumination and lighting and also to the surveillance equipment’s, * Physical checking and frisking: The staff is physically checked and thoroughly frisked at two points for every entry and exit from the premisesioffices. * Prohibition on Electronic Devices: Any personal electronic device(s) of staff (e.g. mobile phones, pen drives, cameras, tablets, laptops etc, is NOT allowed within the premises except for medical devices viz. hearing aid etc. © Staff Rotation: Staff for critical work is periodically rotated, * Project Codenamed: The work/jobs within the premises are codenamed and the actual customer is not disclosed to the working staff. The periphery walls are made access proof and there is only one door for access to the premises, which is continuously under surveillance. © In-house Canteen / Staff facili 's: All our premises have in-house canteen and staff rooms, within the high security zone, to ensure that the staff required for uninterrupted work has all the facilities in- house, within the high security zone. + Recruitment through reference only: All recruitment is through trusted reference only after thorough back ground check, Printing of Question Paper ‘The paper will be printed in 4 sets A, B, C and D. Each having the same questions but the order and placement of questions will different for each set. Printing of OMR . OMR answer sheets will be printed on 100 GSM paper in carbon less duplicate. The OMR sheets will be coded with unique number along with barcode to ensure traceability and be tamper proof. © BECIL Limited | www.becil.com [gy BECIL Onward Logistics Logistics planning is one of the most crucial activities of the entire process and utmost precaution has to be taken to ensure no security breach occurs during the process. All question papers and OMR sheets be packed separately room wise in tamper proof envelopes, serial wise based on seating arrangement. Material for each center will then be packed in tamper proof boxes with unique code based locks which will be shared with the authority at a pre-decided time, The material for each district will be dispatched using dedicated vehicles which are again secured with tamper proof locks. These vehicles will be stationed at the respective district offices for reverse logistics. Proposed Examination Delivery Approach Based on the scope defined by client, the delivery process is detailed below. We have also detailed below our unique approaches towards a number of activities in each step of process, to highlight BECIL expertise derived from its long standing experience in conducting online examinations: Web Portal Services BECIL will develop a comprehensive Application receiving web portal to connect Exam candidate with Client for all the services. The portal will allow all the candidates to register, apply, make payment, download test admit cards, etc. Thus the quality and a comprehensive set of features will facilitate the candidates substantially. BECIL would consolidate all the expectations of stakeholders and develop a robust framework application receiving portal. This framework will first be approved by Client and then the portal designing, development, content aggregation, etc. activities will be performed by BECIL. © BECIL Limited | www.becil.com [gy BECIL Candidate Registration and Online Payment BECIL will provide a dedicated section for candidate registration, ‘© System will provide necessary integration interface for payment gateway service. All fee collected from students online will be deposited in the designated bank account of Client. ‘Registration portal will capture basic detail like personal detail, educational qualification etc. to register themselves. ‘© During registration, the system has the capability to verify mobile number by sending one-time password. ‘© Login detail should only be provided one-mail to the candidates. ‘© Only registered candidates will be able to apply for the Exam after making online payment. * After registration, candidates will be able to log-in in to the portal to perform exam related activities, ifany. ‘© Applications will be received online from the candidates. Only registered candidates will be able to apply for exam, Following are requirements for application receiving module: ‘© System would provide necessary integration interface for payment gateway service. ‘* Selection of Payment Gateway service provider will be done either by BECIL or as agreed mutually. © BECIL will integrate the selected payment gateway with the portal. Application submission process will be completed only after making the exam fee payment successfully. ‘© Once, the online application form is filled and submitted by the candidate, the system can generate a PDF document of the form, Candidates may be required to print this form for ready reference and admission to Test Centre. © Candidate have the option to download the admit card once they are Released. With the same login, candidate will also have the option to download their score card/mark sheet after the results are declared by the department © BECIL Limited | www.becil.com [gy BECIL Concurrent Updates System will provide concurrent updates to all the registered candidates with respect to Admit card generation, result declaration etc. These updates will be provided on email and SMS after necessary consultation/approval from Client. Identification of Exam Centre and Exam Conduction: ‘* Once the registration process is over, complete data will be analyzed. ‘© City wise count of registrations will be derived. ‘© Based on the city wise count, exam centres will be finalized. Seat plan will be created for each exam centre. * Care will be taken to accommodate only one candidate per desk. * Candidates will be mapped to exam centre and accordingly ADMIT CARD will be generated. © BECIL Limited | www.becil.com [gy BECIL Key Deliverables at Exam Centre: * 1 Center Superintendent — Single point of Contact for Operation in 1 Center (School/College Representative) * Center Coordinator- On the Day of exam. 1 Program Manager- Single Point of Contact for Entire Project. * Male and female security will be arranged at each venue. * The Examines role number will be pasted / written on the desk, and at entrance and other suitable locations at the venue roll number wise class room allocation and its locations with clear route map needs to be placed. © One inyigilator/proctor for every 20 candidates or at least one invigilator/proctor per room, whichever is lower will be arranged © Each venue/center will have separate Male and Female toilets. ‘* One peon at every floor of each center should be available along with drinking water facility Each candidate will be verified at the gate viz a viz original admit card and valid identity proof. Only validated candidates will be allowed to enter the center. * Sufficient manpower will be put in place to verify the candidates at the entry gate so as to ensure the verification is complete well in time for the exam to start without any delay. © Question Paper and OMR answer sheet /printed attendance sheet will be delivered at each exam venue in sealed condition and will be handed over to the center supervisor. ‘* The distribution of these Question Papers & OMR answer sheet to its respective class rooms. Attendance sheet for each room will be provided to the respective invigilator. The option for invigilator for signing the OMR sheet for each candidate will be designed. * The invigilator will sign the OMR answer sheet of candidates present under his/her invigilation. © Each candidate present will sign the attendance sheet along with the invigilator signature. Unused question paper and answer sheet will be compared with the attendance sheet. At the end of the exam, all used answer sheets will be sealed and packed for dispatch. Candidate Entry and Validation Instructions * Candidates to show following document at point of entry: © Printout of Admit Card with photo © Identity Proof © Any other document as required by client. * Candidates to be allowed to enter the test premises and occupy seats as per the Candidate Seat numbers displayed on the main gate and on the Test classroom as per entry time ‘© Candidates shall not be allowed entry into the test _venue after the end time as set by client. © BECIL Limited | www.becil.com [gy BECIL Important Invigilation Instructions * All Invigilators to write the Blackboard Instructions in class before the start of the test. * All Invigilators to be aware of the Bell Schedule, the Invigilator Announcement Sheet and strictly follow the same. * Invigilators to take the signature on attendance sheet and collect Admit card from candidates after distribution of the Question Paper and start of test. ‘* Invigilators to check if the candidate has entered the details correctly on the OMR Answer Sheet. * Candidates are not allowed to cary any material other than Pen / pencil, eraser and sharpener and ‘watch at time of attempting the test. * All other material brought by the candidates to be kept near the Invigilator desk. © Candidates are not allowed to leave the test room until the test ends, the OMR Answer Sheets & Question paper collected. © Invigilator to collect OMR Answer Sheet, Question paper counted and tallied with the candidate count as per the Attendance Sheet. © Class Invi ilator to pack the Filled OMR Answer Sheet in the Envelope provided for the same and fill in all the relevant details on the Envelope. The Invigilator should not seal the Envelope in the classroom. OMR Answer Sheet Envelopes should be sealed after the Test Controller in the control room has checked them. Important aspects to be ensured by Test Centre Coordinator * Take signature of client representative on the Opening certificate before opening test material box. © Ensure Candidates are comfortable and are provided with water during the course of the test if required. © Coordinate with the representative and ensure that they are satisfied with the quality of the Test conduct. ‘© The relevant Test material is properly distributed and properly collected back from the candidates. * Also take signature of client representative on the closing certificate after completion of test and seal of test material, © BECIL Limited | www.becil.com BECIL ‘Test Material Packing Each envelope contains Test Packs of 24 or 30 OMR and 24 or 30 question paper depending on the size of each classroom, © Each Test Pack contains all material required for conducting a Test for 24 or 30 Candidates per classroom. ‘© Sealed Test Packs to be assigned to Invigilators in the Control Room and Test Packs to be opened only in the Test room after the candidates are seated and the material is to be distributed, Return of Material * Filled OMR Answer sheets and Attendance sheet to be packed in the laminated Envelope provided for the same in the class. Envelopes to be sealed in the Control Room after being counted and checked by the Test Centre Coordinator only. + All OMR Answer Sheet envelopes to be packed securely and dispatched to the processing center immediately afier the test. Unused OMR Sheets to be packed separately and sent along with the filled OMR Answer Sheets. © All Unused Test Material (Other than the OMR Answer Sheets) to be collected separately by our representative. We at BECIL propose to perform end to end task as mentioned in the summary of activities mentioned below and we declare that we have the necessary infrastructure, technology and resources to complete the task. The activities through the Pre-Exam, Exam Day and Post-Exam. stages are as follows: Pre-examination Process: Configuration of Registration Web Portal An assigned person from BECIL will help and assist in making configuration in registration admin portal as per client needs which cover setting up of Application collection period, Payment/Fees to be collected for each examination, adding eligibility criteria if required to restrict unwanted application to configuring language & details to be displayed on Home Page of Registration Portal hosted for Candidate for registration. BECIL would consolidate all the expectations of stakeholders and will configure and host a robust framework application receiving portal. Application Collection Candidate will start their registration based on Registration Start date defined in System. Application Form will be submitted by candidate which will be available to admin user for verification if set ON. Candidate will pay the Fees and Application will be available to candidate for download. All fee collected from students online will be directly deposited in the designated bank account of client Admit Card generation and download Admin user will configure the format for Admit card based on Test Schedule data uploaded in system Admin Card will be generated. Generated admit card / Hall Ticket will be available for download to candidate in his/her login. Email and SMS for each event Email and SMS will be send to candidate for different event based on content configured on portal at the time of Registration, Application Form submission, Application Approve/Reject, Payment, Hall Ticket Generation and on result declaration. Setting of Question Paper We have an empanelled list of qualified academicians and content creators who prepare the questions. For each paper and subject/section, multiple authors are used and the sets are put in a common bucket from where the final set of Questions will be selected for the exam. As a matter of policy, we use authors from states other than the one where the exam is being conducted for creation of question bank. If required by the department, we can create multiple sets which are given to the departments in sealed envelope and only one set randomly selected by the department will go for printing. Training to Exam Day Staff Exam Process training is provided to Test Centre Heads, IT Adminstrator, Invigilators, Coordinators and other Exam centre staff for each process the individual involved in and his/her role and responsibility in performing that activity. Test Center Sanitization, Setup, Readiness and Trial runs/Mocks are conducted on exam centre before exam day for smooth functioning on exam day. Examination Day Process Question Bank Management Client will be provided a login to upload Question Bank to central server from secured Control Room with Encryption Key. Content will be dual encrypted with 256bit SSL. Question Bank will then be transferred to Local server in encrypted form. Separate login access to client will be provided to download the Question to Local server with encryption authentication Candidate Verification Candidate verification process will be done for each candidate on day of exam based on criteria and process discussed and mutually agreed between Client and BECIL. Each candidate on entering test centre will have to show his Hall Ticket and documents and have to go through security check. Candidate online verification will be done just outside the test room by capturing his exam day photo and physically verifying the same with registration day photo. Candidate Biometric will also be captured which later can be used for shortlisted candidate during document verification process. Random Seat Allocation Candidate post successful verification he will be randomly allocated to a seat within the test centre and his paper will open only on allocated machine. BECIL Start & Stop Batch Process Test Admin will have to start the Batch with a password shared from Central server few min before the start time of the Batch. Exam will run once the Batch is started. Post the Batch end time Test Admin will run the Stop Batch process which will transfer all the data to central server from Local server and cleanup of local server will be done. Other acti Other activities like Proctoring, Live Exam Dashboard Monitoring, Incident Management and Reporting and Exception scenario handling in consultation with Client will be done at the time of examination. Post Examination Process: Result Evaluation and processing Candidate result will be evaluated based on answer key provided during Question Bank upload and result can be process and displayed to candidate after submitting his exam. OR answer key can be provided later and candidate result will be evaluated based on result key provided in defined format and candidate result will be processed and published on registration portal. Candidate Exam Day data Candidate exam day data like verification, attendance, exam score and any other data requested and in format requested by client will be provided as per SLA defined Candidates’ responses, reports can be provided in soft copy through secured data transfer after closure of the examination, Attendance Sheets, candidate list, Incident, Malpractice Reports, Undertakings, etc will be provide in format as requested by client.
