PRELIMINARY Islamic boarding schools (ponpes) have long historical trail in doing community

empowerment (Nafik, 2018). Some aspects of empowerment that always carried out by the Islamic

local potential. According to Churiyah, Local potential in entrepreneurship includes: [1] Human
resources, [2] Natural resources, [3] Cultural resources, and [4] Resources technology (Madziyatul
Churiyah, 2015). OPOP member and economic activist Islamic boarding school in Jember Regency, Imam
Bukhori, said that the local potential of Islamic boarding schools can be accelerated to become an
Economic Potential is agriculture, animal husbandry, workshops, groceries, trade and services (Interview

Ihya'ussunnah and Madinatul Islamic Boarding Schools Ulum is an educational institution religion that

namely, Technology development production, improvement of human resource skills and retail market

entrepreneurs of the two Islamic Boarding Schools can be seen in Table 1.

The success of these two Islamic boarding schools, especially in building excellence, management
improvisation and develop Technology is the key to success economic development carried out. Table 1

Team, 2019). Pesantrenpreneur itself is a combination of "pesantren" and "entrepreneurs".

making various systems into an equally important unit (Colin, 2014). Although it is still being tested,
Colin added the geographical conditions as part of this ecosystem.

Local Potential The urgency of developing local potential for the benefit of resource utilization is a
necessity (Dayat, 2019). According to Soleh, own local potential is an ability, a power that are at a
certain locus (Soleh, 2017). This potential can be in the form of physical and non physical. Physical
potential includes, condition geography, human resources and other facilities. while non-physical
potential can be in the form of culture, information, cultural dynamics and other. Soleh's opinion is in
line with Churiyah's opinion, where he explained that local resources or local potential includes: natural

HR Development Strategy As one of the important elements in an organization or company, HR always
