Consent to House Soldiers….

Our Bill of Rights Project will be on


the 3rd amendment!

In time of war…. In time of peace…. A Soldier must have
consent from an Owner to be quartered in any home, The 3rd
amendment states.
The 3rd amendment means… A soldier cannot stay in a civilians
home without consent. This amendment protects civilians from any
danger or targets against their home and family. Civilians have the
choice of living in peace or risk being targeted by enemies, these
are choices Soldiers have to obey.
ONE quote by founding fathers about this Amendment:

Quote:"All the property that is necessary to a man for the conservation of the individual… is his
natural right which none can justly deprive him of."

The meaning of the Quote: The meaning of this quote is that anything that belongs to another person can
not be taken from them without having permission to do so.
Why did the Founding Fathers include this Amendment in the Bill of Rights?

Why did they think this was important enough to include?

1. The Founding Fathers added the 3rd Amendment to the Bill of Rights because there was calls from
several states that wanted greater constitutional protection for individual liberties.

2. They thought this was important to include so make sure that the government wouldn't be able to
force local governments business and citizens to house U.S. soldiers.
An example of this could be that if we
were in a state of no war happening
and army forces were to invade us
and ask to use our houses for shelter
we would be able to deny them
access into our houses due to the
third amendment being put in place.

Some things we can do to make sure the 3rd amendment is honored in the United States by
not going against it and if people do have protest or go to court for it if needed.
If the 3rd Amendment was respected in Panem this would affect their society by
the people that live there having a right of domestic privacy and also being
protected from governmental intrusion into their homes.
