City Officials in General

SECTION 454. Officials of the City Government.

So basically, this chapter is all about city officials. Dito natin malalaman kung sino sino
ba ang bumubuo sa isang city government like ano ano ba ang mga officials na required
na mayroon ang isang city and ano naman ung optional lamang.

(a) There shall be in each city a mayor, a vice-mayor, sangguniang panlungsod

members, a secretary to the sangguniang panlungsod, a city treasurer, a city assessor,
a city accountant, a city budget officer, a city planning and development coordinator, a
city engineer, a city health officer, a city civil registrar, a city administrator, a city legal
officer, a city veterinarian, a city social welfare and development officer, and a city
general services officer.

In here stated the officials that there shall be in each city, meaning eto tlaga yung mga
importanteng tao na di pedeng mawala sa isang city government. Isa isahin natin. First
is the City mayor- the head and the highest ranking official of the city government. Isa
sa naging muka ng position na to is Mayor Isko Moreno, the city mayor of metro manila.
Next is the vice-mayor, ang second ranking official and ang nag a-act as presiding
officer ng sangguniang panlungsod. Then we have the members or mas kilala natin sa
tawag na konsehal ng bayan, their secretary and other members or employees. Ang City
treasurer, assessor, accountant, and budget officer naman ang mga officials na ang
trabaho ay related sa pera or pondo ng bayan. While the city planning and development
coordinator, city engineer, city health officer, civil registrar and the rest, they’re the ones
na nangangasiwa sa lahat ng mga programa, proyekto, serbisyo, at aktibidad para
ikauunlad ng pamahalaang lungsod. These officers are very important as they set policy
and plan for the current and future needs of the city.

(b) In addition thereto, the city mayor may appoint a city architect, a city information
officer, a city agriculturist, a city population officer, a city environment and natural
resources officer, and a city cooperatives officer.

The appointment of a city population officer shall be optional in the city: Provided,
however, that cities which have existing population offices shall continue to maintain
such offices for a period of five (5) years from the date of the effectivity of this Code,
after which said offices shall become optional.
While in this part, eto naman yung mga maaari pang italaga ng isang city mayor bukod
sa mga nabanggit kanina: a city architect, information officer, agriculturist, population
officer, environment and natural resource officer and cooperatives officer. Ang mga
taong ito ay mahalaga rin para sa kaayusan at pag unlad ng lungsod. Halimbawa ay ang
city agriculturist, bawat munisipyo ay may opisinang nakalaan para sa sektor ng
agrikultura o ang tinatawag na Municipal agriculture office. Sila ang bumubuo ng mga
hakbang para tulungan at suportahan ang mga magsasaka sa pamamagitan ng
paghahatid ng mga pangunahing serbisyo at sapat na pasilidad pang-agrikultura.

Ngayon, ang city population officer ay optional lamang sa isang lungsod. Ngunit kung
ang ang lungsod ay may existing na city population office, kailangan nitong magpatuloy
at panatilihin sa loob ng limang taon bago pa lamang gawing optional.

(c) The sangguniang panlungsod may:

(1) Maintain existing offices not mentioned in subsections (a) and (b) hereof;

(2) Create such other offices as may be necessary to carry out the purposes of the city
government; or

(3) Consolidate the functions of any office with those of another in the interest of
efficiency and economy.

Ang sangguniang panlungsod ay hindi naman limitado lamang sa mga unang talatang
nabanggit. Maaari din nitong panatilihin ang mga opisinang hindi nasabi sa (a) and (b).
Halimbawa nito ay Tourism Division at MDRRMO (Municipal Disaster Risk Reduction
And Management Office). Maari din naman na bumuo ang isang city ng mga tanggapan
na kailangan upang maisakatuparan ang mga layunin ng pamahalaang lungsod. O kaya
naman ay pagsamahin ang mga functions ng alin mang office as long as para sa
kaayusan at para sa ekonomiya ng lungsod.

(d) Unless otherwise provided herein, heads of departments and offices shall be
appointed by the city mayor with the concurrence of the majority of all the sangguniang
panlungsod members, subject to civil service law, rules and regulations. The
sangguniang panlungsod shall act on the appointment within fifteen (15) days from the
date of its submission, otherwise the same shall be deemed confirmed.

Alinsunod sa batas, mga tuntunin, at regulasyon ng civil service, ang mga heads of
departments and offices ay dapat appointed ng mayor na may pagsang-ayon ng
majority ng lahat ng mga miyembro ng sanggunian. Meaning, the appointments of
heads of departments and offices in a LGU must be submitted to the Sangguniang
Bayan for its confirmation. Take note that it is mandatory na dumaan sa Sangguniang
Bayan, as being part of the appointing process. Ngayon, kinakilangan naman ng
Sanggunian na gumawa ng aksyon, kung sang ayon ba sila or hindi. If within 15 days at
walang nabuong desisyon ang sanggunian, the appointment will be deemed confirmed.

(e) Elective and appointive city officials shall receive such compensation, allowances,
and other emoluments as may be determined by law or ordinance, subject to the
budgetary limitations on personal services prescribed under Title Five, Book II of this
Code: Provided, That no increase in compensation of the mayor, vice-mayor and
sangguniang panlungsod members shall take effect until after the expiration of the full
term of the said local officials approving such increase.

Ang mga nahirang at na-appoint na officials ng city government ay tatanggap ng sahod,

allowances, and other benefits. Halimbawa, ang monthly salary ng isang city mayor ay
ranging sa ₱185,695 - ₱207,978 with the salary grade of 30 depende sa lungsod.
Sinasabi rin dito na hindi maaaring magkaroon ng increase ng sahod ang isang mayor,
vice mayor, and Sangguniang Panlungsod members hanggat hindi pa natatapos ang full
term ng mga officials.
