Case Decongestion Project

In the fulfilment of our mandate to effectively regulate the practice of the professions,
continuous regulatory impact assessment of PRC rules and policies had been carried
out. The quasi-judicial function of the PRBs and Commission is strengthened, including
the inventory of cases and catch-up measures for compliance by the Legal Service. 

Since 2016, a total of three thousand and seven hundred eighty-five (3,785) cases
were resolved, and pending cases were reduced to two hundred and nine hundred fifty-
two (2,952). We have embarked in a case decongestion project which expects to resolve
all the accumulated cases from the past two decades as well as the cases filed daily with
the Commission.

The 2019 case decongestion project aims to swiftly decide and resolve
administrative cases with the Commission hence a systemized concept and an increase
in manpower has been implemented to ensure efficient results. From filing of the
complaint until the decision is rendered, the OLS anticipated a hasty resolution of the
cases. For an effective operation of the said project, various schemes were launched
such as continuous monitoring of the status of cases, providing Quarterly Reports for the
En Banc, and laying down targets as to the number of Orders/Decisions and Resolution
acted upon by the Boards. As part of the evolution, cases filed were entered into Legal
Management Information System (LMIS), an online database for an easy access of
cases’ developments.
