Judge Ramos:
Mr. Ware is writing to the Court in regard to the above pending matters currently in the
District Court. As you are aware the Court has deliberately and intentionally as an overt act in
furtherance of the racially-motivated hate crime criminal conspiracy1 that you are a direct
participant in, has impeded, resisted, stalled, and delayed the adjudication of all outstanding
motions and other matters pending since May 2021 regarding 04cr1224 and 05cr1115, and since
April 27, 2022, regarding the actual innocent 28 USC 2241(a) habeas corpus proceeding. Which

knowingly and deliberately conspired with Damian Williams and Merrick B. Garland of the DOJ, and have
aided, abetted, and materially resisted and impeded the enforcement of Brady court orders, and other
dispositive final orders and judgments entered in favor of Group Management Corp. and Ulysses T. Ware,
as the means and methods to conceal, suppress, and cover up the racketeering criminal money
laundering, extortion, and illegal debt creation and collection crimes committed by international
continuing criminal enterprise Alpha Capital, AG (Anstalt), LH Financial Services, Inc., Ari Rabinowitz,
and N.Y. Senator Charles Schumer.

has, is, and will continue to cause Mr. Ware irreparable harm to his personal and business
interests.
Accordingly, Mr. Ware has exhausted all legal processes and procedures available to
encourage the Court to perform its constitutional and statutory duties and provide due process
of law to Mr. Ware concerning his legal claims. Moreover, Mr. Ware filed, Dkt. 32, the Judge
Ramos recusal and disqualification motion on May 2, 2022, and to date there has been no action
on the pending motion to disqualify Judge Edgardo Ramos as an unindicted co-conspirator, an
adverse interested party, and a material fact witness in the above proceedings. Additionally, a
complaint for criminal judicial misconduct was filed with the office of the circuit clerk on May
25, 2022, regarding Judge Edgardo Ramos’ overt criminal judicial misconduct in conspiring with
the Department of Justice’s prosecutors2 to resist and disobey outstanding Brady court orders,
and other dispositive final orders and judgments entered on behalf of Mr. Ware, (the “Prevailing
Party”).
Judge Ramos, given that as a matter of law, 28 USC 455(b), you are statutorily disqualified
from all judicial involvement in the above proceedings, please notify the parties not later than
Friday, June 3, 2022, at 12:00 noon, time of the essence, regarding your intentions to
immediately remove yourself from the proceedings, and have the matters reassigned to another
impartial Article III judicial officer so that the above matters can be adjudicated to final judgment
as required by due process of law.3
