About BPSU

Bataan Peninsula State University is a conglomeration of exceptional and leading higher


education institutions in Bataan that contribute to national and regional development by
delivering high-quality instruction, research, production, and extension services. By 2030, the
university intends to be a prominent institution in the Philippines known for its proactive
commitment to Sustainable Development through equitable and inclusive programs and
services.

Message from the President
I would like to firstly express my warm word of appreciation to all of our sustainability warriors
who juggle so much effort in pulling off the University's environmental sustainability pursuits,
years before the "climate deadline" we all, as much as we can, aim to delay.

The creation of the BPSU Office of Environmental Sustainability (OES) is a breakthrough to


accommodate sustainability brainchild-regardless if it is small or grand for as long as it makes
an impact on the world or to the University even, it sure is welcome.

Indeed, a world concern such as this where an end-all-be-all is beyond impossible is truly effort-
taxing, and at some point, appears to be such a tall command. Because when you stand for
sustainability, you are not only standing against the ugly practices the world seemed to be
accustomed to. You will have to stand against the gigantic operations that oppose exactly our
sustainability pursuits. I certainly know that we are not on that stage just yet, but I am also
certain that we are doing more than what we are capable of.

To that, I commend the people behind the OES for such dedicated work. I personally appreciate
how the University contributes to such a pressing issue that concerns the entirety of the world.
Truly, our uncertain climate and environmental future depend hugely on how we can educate
and support the students on making a stand towards environmental protection.

For the BPSU, we extend our continuous pursuit of inspiring and shaping students that will soon
make informed, superlative decisions in their careers, particularly decisions that would make or
break our slim chances of slowing down climate change's effects.

I am optimistic and confident that the BPSU, through the OES and its far-reaching Sustainability
Plan could become a sustainability champion in the days forward, not only in the province, or in
the region, but in the whole country.

Vision
The Office of Environmental Sustainability shall serve as a foundation for cultivating a
sustainable culture and guiding the institution towards holistic environmental initiatives and
actions.

Mission
The Office of Environmental Sustainability shall nurture a culture of sustainability and
environmental leadership and stewardship in the university; steadily and substantially decrease
the environmental impact of the university, increase climate actions and integrate sustainability
efforts; and enhance the academic, research & extension opportunities related to mainstream
Sustainability.

About OES
BPSU Office of Environmental Sustainability
 
As the pioneer and premier higher education institution in Bataan, the Bataan Peninsula State
University was founded in 2007. Today, it is continuously working towards an environmentally
sustainable university. The University has six campuses and is home to thousands of students
and hundreds of staff. In line with the growing student and staff population that emanated from
in-demand academic programs, the University has drawn a bead on mitigating environmental
impacts through the establishment of the Office of Environmental Sustainability.

The Office of Environmental Sustainability was established as part of the CHED-IDIG Funded
Project entitled, “Development of Environmental Sustainability for Bataan Peninsula State
University” Its establishment was further strengthened by Board Resolution No. xxx passed
during the 71st Regular Meeting of the BPSU Governing Board of Regents.

Background and Commitment
Environmental sustainability is a critical element of our “Sustainable University by 2030”
statement. Through this, we envision sustainable practices across six (6) key areas by 2030.

BPSU students and faculty are dedicated to addressing environmental and social issues. The
university acknowledges that its campuses are well-positioned to address global environmental
concerns through teaching, research, thought leadership, and the demonstration of leading
practices.

BPSU is committed to continuously improving environmental performance in all aspects of


University operations, including how to plan, build, run, and power buildings, conserve secure
water supply, reduce and manage waste, make purchasing decisions, deliver outstanding
environmental research and instruction, encourage student involvement, and commute to and
around campuses.

The University through the Office of Environmental Sustainability will continue to educate
students about environmental issues and prepare them to understand and address global
difficulties through learning and teaching programs. The critical scientific focus of the University
underpins its contribution to a more sustainable world, assisting in the fight against
environmental concerns.

Developing the Plan
The BPSU Environmental Sustainability Plan is meticulously crafted to transform both the
university and all its operations by incorporating existing efforts with initiatives and setting a 10-
year goal that will make BPSU a sustainable university by 2030. The sustainability plan was
developed through:
 gathering of baseline data through research
 consultation and trainings with stakeholders; students and employees 
 identification of key environmental areas 
 development of goals and actions to combat environmental issues on campus

This plan serves to be owned by everyone and treat it as our greatest challenge along with our
personal aspirations.

Sustainable Development Goals

The United Nations Sustainable Development Goals (SDGs) are at the heart of a global agenda
aimed at addressing the world’s most pressing concrens by 2030 such as ending poverty,
achieving more equitable prosperity, and safeguarding the planet.

 Universities are identified as institutions with significant responsibilities for assisting in the
resolution of sustainability issues, they also serve as role models to society by implementing
sustainable plans that align with the global efforts and initiatives. The BPSU Environmental
Sustainability Plan supports the university’s concrete and proactive response to the United
Nationa’s concrete and proactive response to the United Nations’ call to mobilize global efforts
around the 17 Sustainable Development Goals by 2030.

Environmental Sustainability at a Glance
The BPSU Environmental Sustainability Plan 2030 presents a road map to best practices in
environmental sustainability in the Philippine higher education sector. It defines commitments,
targets, and activities across six core priority areas, each of which supports a different subject of
the Sustainable Development Goals.

Carbon Emission and Sequestration
In 2020, tree vegetation in the university sequestered around 13.08 metric tons using allometric
estimates. Although, in its electricity consumption alone, the university emitted 269.57 metric
tons of carbon dioxide. AsIn alignment with the institution’s goal of becoming a a sustainable
university by 2030, BPSU is dedicated to reducing its energy use and carbon footprint through
continuous research and environmental actions, hoping to achieve below business-as-usual
level emissionemissions.

Energy
BPSU Main Campus alone consumed an average of 281,874.00 kWh of electricity in the
last 4 years of operation. With energy use being the main well head of carbon emission in
the university, BPSU actively manages its energy use through conservation and
efficiency efforts such as regular energy audits which will be conducted by its newly-
established Energy Efficiency and Conservation Unit.

Waste Management
An effective solid waste management (SWM) is one of the most important initiatives to consider
in order to achieve environmental sustainability in the university. The university strategy abides
to the waste hierarchy by estimating the average daily solid waste generation on campus,
categorizing the generated waste, estimating the recyclable potential of the waste generated in
the university, estimating the biomass potential of the waste to determine the amount of waste
derivable from the generated waste and estimating its per capita waste.

Materials Recovery
The creation of a Materials Recovery Facility (MRF) will be the most important aspect in
treading the path towards a zero-waste university. Thus, the proposed program for the
Establishment of the Office of Environmental Sustainability contains an MRF for Plastic and
Food Waste Recycling.  This contains:

Plastic Pre-processing
 Plastic Shredder - large plastic
 Desktop Plastic Shredder - small plastic

Plastic Production
 Injection Molding Machine - small volume plastics
 Compression Molding Machine - large volume plastics
 Plastic Extrusion Machine - plastic filament and pellets
 Plastic Bricks Molding Machine - plastic bricks

Food Waste 
 Food Waste Recycling Machine - compost
Note: Plastic recycling is based on plastic types. Careful segregation of plastics of every batch
is ensured to create a product of homogenous material and prevent a suboptimal result.

This facility aims to close the plastic and food waste cycle of the university. Using emerging
technologies, the office plans to divert 100% of food and plastic waste from landfills. Future
improvements in the MRF will be implemented once the solid waste characterization and
quantification study is completed.

Water
Universities are known for their significant utilization of water since learning activities are known
to be resource intensive. BPSU aims to continually improve water utilization through studies
focused on reuse of rainwater and continuous development of harvesting components.

Rainwater Harvesting
As the university strives for sustainability, it is increasingly necessary to close the water loop
through strong efficiency policies, reliable rainwater collection systems, and advocacy for water
reuse and recycling. Thus, in its latest research ventures, the Office of Environmental
Sustainability aims to understand the water quality of rainwater on roofs and employ strategies
and treatment systems that would allow the university to utilize this abundant resource. As
presented in the Land Use Framework and Development Plan, the campus has more than 9
000 cubic meters of harvestable rainwater. This would account for at least 36% of the 24,500
cubic meters of projected consumption in 2026. With such efforts, the university shows its
determination to increase resilience in its water supply against unforeseeable disasters amid a
changing climate.

Built Environment
The presence of a green built environment is vital to the sustainability of a university. BPSU is
gradually transforming its infrastructures into green spaces that encourage sustainability
measures and water efficiency features. BPSU’s goal is to be a Green Mark certified university,
a goal that can be achieved by adoption of sustainable master planning and retrofitting of
buildings.

Mobilization
Transportation to and from campus is also a pressing issue for BPSU. A sustainable university
will need to work hand-in-hand with local government units and non-government agencies to
gain support and strengthen mobilization initiatives. Public transportation is highly encouraged
to reduce congestion and pollution. The introduction of BPSU Padyak Bike Sharing Program is
already underway to promote a cleaner mode of transportation inside and outside the
University.

Engagement and Education
As the leading higher education institution in the province, BPSU spares no effort to deliver life-
changing education and globally-recognized high-impact research. The University also
recognizes the importance of embedding environmental sustainability in the curricula, and the
need to transform students into future environmental champions. The University currently offers
1,071 courses where some tackle sustainability-related topics.

Reporting
BPSU participates in voluntary reporting of its efforts in accordance with its targets, initiatives
and successful outcomes reported through an annual sustainability report, accordant to the UI
Greenmetric World University Ranking. 

In 2021, the Universitas Indonesia (UI) released the result of ranking where BPSU placed 737th.
The categories considered for the ranking are setting and infrastructure, energy and climate
change, waste, water, transportation and education.

UIGreenmetric
Bataan Peninsula State University entered the UI GreenMetric World University Rankings. UI
GreenMetric is an initiative of Universitas Indonesia to encourage sustainability practices and
facilitate international partnerships and collaboration. Bataan Peninsula State University placed
737th from 956 participating universities. With the assistance of the Office of Environmental
Sustainability, the institution intends to improve its scores in the coming years and to continue
aligning itself with global, national, and provincial aims in its campaign for sustainable
development and climate change mitigation.

Biocomposix
Singaporean innovation firm and venture studio RENERGii Asia concluded its Circular Campus
Programme 2021 last October 27, 2021, in an exclusive online event, with students from Bataan
Peninsula State University bagging the opportunity to have their idea incubated. 

It can be recalled that the Philippines has encountered a lot of setbacks in the environment
caused by irresponsible use of natural resources. Despite the opportunities presented by a
circular economy concept to combat these setbacks, only 9% of the global economy is deemed
circular. 

Renergii Asia through their impact-led initiative Circular Cities Asia, hopes to encourage and
empower students to create scalable solutions for problems on or near campus. Students from
different parts of Asia pitched their ideas. 10 groups made it to the final cut with Biocomposix
from BPSU emerging victorious. 

Biocomposix comprises of Mechanical Engineering students Andrea Shane Torres, Charyce


David, Giero I. Serna, Daniel Moreno, Sherina Ann S. Ambuyoc and Shenna Babe Hernandez
with their adviser Engr. Dan William C. Martinez. The team proposed the incorporation of
agricultural wastes with binders that are pre-processed before being compressed to form boards
that will act as reliable raw material for further reprocessing and commercial use. 

The team is currently in a three-month virtual incubation program for the refinement of their
business model, design, product development, angel fundraising, incorporation and
administration of the business in place of nominal equity.

CSI:Earth
Care, Save and Immortalize: Earth (CSI: Earth) is the university’s pioneer environmental student
organization. Founded in 2009, the organization and its former members-turned-professionals
have continued to shine a ray of hope to others through environmental activism, heeding to the
call in reviving the spirit of love and care for the environment. 

The organization first started out as a small group of students whose devotion in saving the
environment stoked up during their environmental science class under Ms. Jonna Abistado-
Biong. Students would usually meet and discuss various environmental issues, these meetings
further led to brown bag sessions that acted as their main activity to formulate activities that will
keep BPSU clean and green. Brown bags session were usually held outside the classrooms
with the crown of floras acting as their roof as they are nestled by lush beds of grass. Upon its
formal launch on October 13, 2009, CSI: Earth has since served as channel for unifying all
members toward environmental consciousness and awareness. 

Truly, CSI: Earth has proven that the youth have a huge impact in saving our home planet.

Research and Initiatives
The importance of sustainability reporting has been increasingly paramount in the past decade.
Monitoring environmental status by thoroughly examining ecological factors is the cornerstone
of developing environmental awareness and igniting environmental actions. In this regard,
universities are considered institutions of the highest responsibility in creating positive influence
towards sustainability and a role model of society in implementing environmental projects that
seek to understand the underlying status, mechanisms, and factors that influence the
environmental health of an institution.

The Research and Development Office approved five (5) research studies that seek to
understand the university's baseline data. The analyses include GHG Inventory Study, Carbon
Sequestration Estimation, Solar Energy Assessment, Waste Characterization Study, and First
Flush Analysis. These studies shed light on the current environmental health of the university
and will serve as a foundation from which sustainability efforts and policies are constructed.
