Box 12428 ‘Austin, Texas 78711 Dear Governor Abbott, Gun Violence continues to escalate whether it is willful, malicious or accidental. The evidence- based Gun Violence Archive tracks gun violence, including a 7-year average from 2014 to 2020, and the numbers of yearly gun deaths and mass shootings have increased exponentially. Just here locally, within a few miles of San Antonio, we witnessed the Sutherland Springs church shooting in November 2017 where 26 people killed. And now the Uvalde Robb elementary mass shooting a few days ago on May 24, 2022, where 21 were killed including 19 elementary school children. Over the last two decades more school children have died from guns than on-duty police officers and active-duty military combined. A special session needs to be called now because we are only 3 months away from the start of the fall school semester. Legislature needs to take action on the following S issues in order to prevent ‘gun violence: 1, Raise the age from 18 to 21 to buy semi-automatic weapons 2. Pass a Red Flag law so that a judge can issue an order allowing for the temporary seizure of firearms belonging to an individual who is a credible danger to themselves or others. 3. Require training in order to obtain a license to carry firearms. 4, Require a background check on all gun sales. 5. Allocate State funding for school security upgrades and trauma emergency planning. Page Two RE: Gun Violence Prevention June 4, 2022 Bexar County is dedicated to preventing gun violence. In September 2019, we began a partnership with “Moms Demand Action” to address gun violence and we will now expand the program’s scope. ‘The Bexar County Commissioners Court will also take the following action to curb gun violence: 1. Continue the policy of disallowing gun show at the Freeman Coliseum. 2. Fund $100,000 for gun locks and also set up distribution centers. 3. Fund $1 million for an education and outreach program on gun safety. 4. Fund $14 million for mental health including training for trauma and de-escalation, expansion of acuity and urgent beds and prevention pre-crises training.
