In monetary terms, this means US$ 0.1 to 10 million per company per year. It is estimated that the annual collective loss to Pakistani private industries due to non-conformance in quality is more than US$ 5-10 billion. Total cost of Quality losses after adding the government sector would be double this amount. In addition to this, adding the cost of waste (non value added processes in manufacturing and services) would be much more than the Cost of Poor Quality. Together, the value of Cost of Quality and Cost of non-value added services would be a tremendous loss at both the organizational as well as national level; not only for Pakistan but for most countries of this region and perhaps at the global level . It is a great national drain of resources which few managers are aware of or even care for. This organizational and national problem needs immediate attention jointly by the government as well as the industries and organizations. The Quality Managers are generally responsible to establish Cost of Poor Quality in their organizations and reflect them in their monthly Quality Reports, KPIs reports ‘or dashboards. These should be addressed and considered in the strategic decision making of the top management directly. They should initiate focused quality improvement projects to reduce such costs for meeting the challenges of competitiveness. A few estimates of the Cost of Quality in the country are given below. However, these estimates are based on empirical study and not based on any scientific research. The rate of rejections or defectives vary in industries from 5-15%. Whereas, it is usually around 0.1%-0.5% in World-Class international/national firms. This ratio may be 1:100 for an average local firm compared to a world-class company. After-Sales complaint rates vary a lot. In mechanical sector, like domestic appliances, automobiles, etc., it may vary from 2-10%. Whereas such rate in world’s top class companies would be as low as 0.1%, differences of unto 100 times (not percentage) The rate of rework in production vary from 10%-30%, whereas in administrative functions it may go as high as 40%; compared to less than 1-2% in world-class international firms. A 33% rework implies a loss of one year after every three years. * Cost of Quality in Hospitals: The mortality rate due to clinical errors have been estimated as high as 10 % compared to less than 1% in world’s top class hospitals. Similarly, wrong diagnosis is sometimes as high as 20-30% and wrong post- operation care is as high as 40-60% in certain hospitals. ee (MN PUES Gc * Quality Losses in Farming: Loss of crops per acre goes as high as 20% due to lack of effective process control measures. * Quality Losses in Poultry Industry: Hatchability losses may go as high as 10%-15% in the poultry industry. * Quality Losses in Schools and Universities: The Learning outcome is considered the Quality, not just the grades. This means that if the learning objectives are not met despite the fact that the graduates are qualified, the quality of the institution remains poor. Due to lack of effective accreditation systems, this problem is not properly measured and is most probably on the rise. The learning objectives not met in graduates (meaning qualified graduates but not competent) may go as high as 50%-70% in many institutions (schools as well as colleges and universities), both in the government as well as private sectors. The above figures are rough estimates by the author through his working with and Visiting firms and institutions in this country. Similar trends were also found in many other countries, including South-East Asia and Middle East. There is a need to carry out scientific research to find exact figures by taking appropriate sample size from the entire population. In addition to the above obvious losses, the biggest quality loss is the loss of customers and potential sales. This, translated into national context, means a gigantic national problem of a country in local and global competitiveness, little growth, decline in exports and high risks in survivability of firms. Quality Losses are usually the primary reasons for losing markets and low growth rate of a country; yet it is neglected and is still unaddressed effectively in most developing countries. Quality and Lean Management deal with minimizing quality losses and non value added wastes.
