My reaction paper for the idea of Inclusivity in all learners with special needs for education,

health and overall welfare

Children with disabilities are the ones who need special attention to access quality services such
as health, education and general welfare to be able to cope up in their daily task and properly
execute and exercise their rights as a human. Granting by laws that protects their rights provide
positive implications to the individuals who are physically challenge and mentally incapacitated
gives them an opportunity to make use of their hidden talents that may help them to escape the
usual way of their life and even earn a living. We can’t ignore this situation just because they
suffer such illness and conclude right away that they deserve to be treated as what societies told
us that they should remain what they are and don’t need to be enrolled in school as what normal
children did. They are humans too, and greatly demanding to be recognized as normal people but
with uniqueness and diverse phases of or late development. Under the Senate bill no. 1414
known as an “Act Instituting Inclusive Education through the Establishment Inclusive Education
Learning Resource Centers for Children and Youth with Special Needs in all Public School
Divisions, providing the Standards, and Guidelines, and Appropriating Funds therefor” in section
2 the declaration of policy states that: It is the policy of the state to protect and promote the rights
of the children and youth with special needs to quality education and to take appropriate steps to
make education accessible to them. The state recognized their vital role in the society and
endeavors to include their needs as an integral part of national development strategies. Thus this
reaction Paper focuses on the importance and contributions of this inclusive learning for all
students including the learners having special needs.

NGOs around the globe that are focusing on helping a lot of communities to elevate the literacy
rate of learners who suffer from special needs contributes a lot of aspects not only in the
education but also giving competent jobs and opportunities for the learners belongs to the group
of having mental and physical illness. Inclusiveness is one of the factors to redefine equal rights
for every human being, this idea gives more chances to the one being recognized in the senate
bill. Lifting the fluctuating progress of the educational system needs to be revisited for further
and in-depth analysis for restructuring including the inclusions of learners with special needs.
Treating them equally is the goal and bone of every school of thoughts, allowing them to
experience the main notion of the common good of the general welfare because they are part of
this state and subject to the equal protection clause that the constitution has been given to all
citizens of the state. Moreover, undoubtedly, we can still experience the lack of support from the
authority, specifically the delay of establishing resource centers intended for the learners with
disabilities. In addition, laws granting rights to every learner, after it has been subjected to
crucial analysis and redefining the true intent of the law, I am delighted to hear that a lot of
legislators are focusing on this field to address the needs of these learners.

Education governed by the eyes of equality, just and fairness, its goal, purpose, vision, and
mission stands for all learners with diverse backgrounds and individuality. Education is not
exclusive for male as what history told us so, school is not only for the elites, sons and daughters
of politicians, millionaires and professionals, it is for all, it must be accessible by all humans
without looking at their capacity to learn, paying due fees for a reason of monetary constraint.
Education is guided by equal scale not in favor for the best and only for the person who can
study their interest, it is for all having no standards and written rules in declining the right of
learners to be disregard.
